Parliamentary elections were held in Albania on 25 April 2021. [1] It took place during the COVID-19 pandemic.
In the previous parliamentary elections in 2017, [2] the Socialist Party won a majority with 74 of the 140 seats. In second place was the Democratic Party with 43 seats.
The 140 members of Parliament were elected in twelve multi-member constituencies based on the twelve counties by open list using proportional representation (using a 1% national electoral threshold) with seats allocated using the d'Hondt method. [3] [4] Significant changes to the electoral system were made a year before the 2021 elections by the Albanian parliament by amending several articles of the constitution. The ruling Socialist Party was accused by the united opposition, which two years earlier had left parliament and had not participated in the 2019 local elections, of violating the electoral law agreement they had previously agreed on. [5] The majority defended itself by saying that the changes were made as a request of public opinion for the opening of the lists of deputies so that each voter chooses his preference. And that with the new system, Albania introduces a system well known and implemented by some European countries, such as Croatia, Slovenia, the Netherlands or Estonia, and moving away from the old system that was unique in its kind and that is not applied elsewhere - even though a number of European countries use closed-list proportional representation. [6]
Demographic changes led to some changes in the number of seats for some constituencies; Tirana gained two seats, while Dibër and Gjirokastër both lost a seat. [7]

A total of 46 political parties, of which 5 parties are running for the first time, are registered with the Central Election Commission. [8] In the elections of April 25, 2021, voters will have the opportunity to choose between 12 electoral subjects, of which 3 are coalitions, while in some constituencies five independent candidates also participate. [9] The largest opposition party, the PD, formed the Partia Demokratike – Aleanca për Ndryshim(PD-AN) coalition by joining forces with twelve smaller parties. The LSI, also in opposition, formed a coalition of its own called Shqipëria – Shtëpia Fituese(ShQF). While the ruling party PS, decided to run in the elections alone but with the inclusion of some candidates of other allied parties.

The first exit-poll, from Euronews, suggested the victory of the Socialist Party tightly, projecting the 46% of the votes to Rama's candidacy, while the Democratic Party the 42%. [10] On 27 April, Rama claimed "the most beautiful victory" and thanking "for trusting me to lead a third term". [10]
On 28 April, 10 members of the Democratic Party's leadership called for Lulzim Basha's resignation as leader, alleging "The loss of the elections of 25 April 2021 by the Democratic Party has its responsibilities and first of all the chairman Lulzim Basha! He, among other things, has extinguished the democratic dream of hundreds of thousands of Albanians, losing two pairs of general elections, delivering the central government, the local government and the opposition in the hands of Edi Rama. Therefore, we demand the immediate and irrevocable resignation of the chairman of the Democratic Party, Lulzim Basha, the secretary general and the vice-chairmen." [11] That same day, the candidate for the Social Movement for Integration Monika Kryemadhi congratulated "the oligarchs and the gangs, [because they are] the real winners" and apologized for the wrong electoral strategy, while accusing that vote buying took place in Durrës, Korçë and Berat. [12]

Sali Ram Berisha is an Albanian cardiologist and conservative politician who served as the president of Albania from 1992 to 1997 and 32nd prime minister from 2005 to 2013. Berisha serves as Chairman of the Democratic Party of Albania since 2022 and has held the position previously from 1990 to 2013. He also serves as the incumbent Leader of Opposition in the Albanian parliament.
Edi Rama is an Albanian politician, painter, writer, former university lecturer, publicist and former basketball player, who has served as the 33rd and incumbent Prime Minister of Albania since 2013 and chairman of the Socialist Party of Albania since 2005. He was appointed Minister of Culture, Youth and Sports in 1998, an office he held until 2000. First elected mayor of Tirana in 2000, he was reelected in 2003 and 2007.
The Democratic Party of Albania is a conservative political party in Albania. It has been the largest opposition party in the country since 2013.
Regular elections in Albania are mandated by the Constitution and legislation enacted by Parliament. The Parliament (Kuvendi) has 140 members elected for four-year terms. The electoral system is open list proportional representation. There are 12 multi-member constituencies corresponding to the country's 12 administrative regions. Within any constituency, parties must meet a threshold of 3 percent of votes, and pre-election coalitions must meet a threshold of 5 percent of votes.
Local elections were held in Albania on 18 February 2007. They came after threats to boycott the elections by opposition parties because of accusations over fraudulent voting rolls; because of this, the elections were rescheduled from 20 January 2007 to the new date on very short notice, a move which was criticized by observers. The elections were seen as crucial to the future of Albanian integration with the European Union.

The Albanian local elections of 2011 took place on 8 May 2011 in Albania. Electors were asked to elect their municipality's mayor, municipal council members, municipal unit mayor, and municipal unit members. The elections were administrated by the Central Election Commission of Albania. Only 9 of the 384 winning candidates were women.
The Fino Government better known as the Government of National Reconciliation was a caretaker government that presided over Albania from 13 March 1997 to 24 July 1997, during the Albanian unrest of 1997. It was created as a result of the social, economic, and political turmoil of early 1997, spurred by the collapse of pyramid schemes and the subsequent loss of many Albanians' life savings. This government was formed in the week following the resignation of the government of Aleksandër Meksi on 1 March 1997 by the major political parties of the country with international support. The Government was voted in the morning session at 10:00 a.m. on 12 March 1997, while received the approval of the President Sali Berisha shortly before midnight on the same day.
Parliamentary elections were held in Albania on 23 June 2013. The result was a victory for the Alliance for a European Albania led by the Socialist Party and its leader, Edi Rama. Incumbent Prime Minister Sali Berisha of the Democratic Party-led Alliance for Employment, Prosperity and Integration conceded defeat on 26 June.
Local elections were held in Albania on 21 June 2015. Voters elected mayors, municipal council members, municipal unit mayors and municipal unit members. The Central Election Commission of Albania was responsible for administrating the elections. This provided that the community type of komuna was abolished and at the same time the total number of communities were reduced from 373 to 61 Bashkia. Those entitled to vote elected the executive and legislative representatives of their communities, the 61 mayors (and on the other hand the total of 1595 municipal councils.
Parliamentary elections were held in Albania on 25 June. They had initially been scheduled for 18 June, but after a possible boycott was announced by opposition parties during a political crisis that lasted three months, an agreement was reached between all parties on 18 May to change the date. The Socialist Party won 74 of the 140 seats.
Local elections were held in Albania held on 30 June 2019. Voters were asked to elect mayors, municipal council members, municipal unit mayors and municipal unit members. These were the second local elections in Albania since substantial administrative reforms legislated in 2014 reduced the number of municipalities in the country to 61.

Parliamentary elections were held in Kosovo on 14 February 2021. The results were a landslide victory for Vetëvendosje led by Albin Kurti and its coalition partner, Vjosa Osmani, former speaker of the parliament of Kosovo. The alliance won more than 50% of the total votes, the highest share since the first elections held in 2001, while their nearest rivals, the Democratic Party, finished in second place, trailing by more than 33%.
Belind Këlliçi is an Albanian conservative politician. He was elected Member of Parliament for Tirana County in April 2021 general elections. He is the official candidate of the Democratic Party to run for Mayor of Tirana in the upcoming local elections, after winning in the Democratic Party Primaries.
Parliamentary elections are scheduled to be held in Albania by June 2025.
The first Government of Prime Minister Sali Berisha was the 63rd ruling Government of the Republic of Albania formed on 8 September 2005. Following the 3 July 2005 election, the Democratic Party formed a center-right post-electoral alliance to make a majority of seats to Parliament and form the government. The alliance consisted of five-center-right parties led by Sali Berisha managed to create a majority of 81 deputies out of 140 in the Assembly. The new government led by Sali Berisha was voted on 8 September with 84-votes Pro, and took oath on 11 September in the presence of the President of the Republic Alfred Moisiu.
Local elections were held on 14 May 2023 in Albania. Mayors and municipal council seats were being elected in each of Albania's 61 municipalities.
Bashkë Fitojmë is an Albanian political coalition led by Ilir Meta, the leader of the Freedom Party of Albania and Sali Berisha from his faction of the Democratic Party of Albania. It was founded originally as House of Freedom.
