Indirect presidential elections have taken place in Albania from 16 May 2022 to 4 June 2022. [1] [2] It was the ninth presidential election since 1991 and the collapse of the communist regime.

Contents

The first round was held on 16 May 2022, and failed due to all parties failing to agree on a candidate. [3] [4] The second and third rounds held on 23 and 30 May failed for the same reason. [5] [6]

Bajram Begaj, 26th Chief of General Staff of the Albanian Armed Forces, was elected president on the fourth round, with 95,12% of votes. [7]

Background

The incumbent President of Albania, Ilir Meta, took office on 24 July 2017 and his term would end on 24 July 2022. The new presidential term would begin in 2022 and be due to end on 24 July 2027.

On 10 May 2022, committee and party leaders met to decide on when Parliament will hold the first round of voting. This meeting marked the official beginning of the selection process, with the first round thus required within seven days. [8] The constitution states that a presidential election must be held no more than 60 days and no less than 30 days before the expiration of the incumbent president's term.

Electoral system

The President of Albania is elected by a secret vote and without debate in the Parliament of Albania. A candidate needs to receive votes from three-fifths of the total number of parliamentarians to win. If the required majority is not reached in the first round of voting, a second round takes place within seven days. If a majority is still not reached, a third round must take place within a further period of seven days. If required, a further two rounds must be held within seven days, with the majority needed to win reduced to an absolute majority of 50% +1 votes of the total number of parliamentarian. In the fifth round, only the two top candidates from the fourth round are kept. If after five rounds of voting no candidate has attained the necessary majority outlined for each round of voting, Parliament will be dissolved and elections must be held within 45 days. [9] [10]

Indirect presidential elections were held in Albania on 24 June 2002, the fifth such elections since the collapse of the communist regime in 1991. Under pressure from international organization, Alfred Moisiu was chosen by Sali Berisha and Fatos Nano as a consensus candidate for the presidency after the end of Rexhep Meidani's term. Moisiu was found fitting for that post since he was a researcher, was politically neutral, was known as an effective mediator and had a decisive pro-Western and NATO orientation.

Indirect presidential elections were held in Albania on 30 May, 4, 8 and 11 June 2012, the seventh such elections since the collapse of the communist regime in 1991. The first through third rounds of voting were inconclusive. The fourth round resulted in the incumbent party's member Bujar Nishani being elected as President.

The Parliament of the Czech Republic failed to elect a candidate on the first two ballots on the 15 and 24 January. The first lady of Albania is the unofficial title of the wife or designee of the sitting President of Albania. The current First Lady is Armanda Ymeri, wife of President Bajram Begaj, who has held the role since July 2022.

Indirect presidential elections were held in Greece in December 2014 and February 2015 for the succession to Karolos Papoulias as President of the Hellenic Republic. The candidate of the ND–PASOK government, Stavros Dimas, failed to secure the required majority of MPs of the Hellenic Parliament in the first three rounds of voting in December. According to the provisions of the Constitution of Greece, a snap election was held on 25 January 2015, which was won by the left-wing Syriza party. Following the convening of the new Parliament, the presidential election resumed. On 18 February 2015, veteran ND politician Prokopis Pavlopoulos, backed by the Syriza-ANEL coalition government, was elected with 233 votes.

In the first through third round, no candidates were proposed and no vote took place in the Parliament of Albania. In the fourth round, the incumbent Chairperson and former Prime Minister of Albania, Ilir Meta was elected as the seventh President of Albania with 87 votes.
