Noel Swaranjit Sen (born 24 December 1946) [1] is a retired Indian Police Service Policeman of 1968 batch. He was Director-General and Inspector-General of Police [4] (DGP) in the state of Andhra Pradesh, India. After a stint with the Indian Army (Short Service Commission) in the 1960s, [2] he became an Officer of the Indian Police Service. He was also a Commandant of the 1st Battalion of Border Security Force. [5]

Personal life

Swaranjit Sen was born on Christmas eve [1] in the year 1946 and hails from West Bengal and pursued scholastic and collegiate studies at notable academic institutions in India. He was at The Doon School, Dehradun from where he graduated in 1965. [6] This was the time when John A. K. Martyn was the Head Master of the School. For collegiate studies, he moved to St. Stephen's College, Delhi when Satish Chandra Circar was the Principal. Sen pursued graduate studies leading to B. A.

Career

Indian Army (5th Short Service Commission)

Swaranjit enrolled for the 5th Short Service Commission of the Indian Army in 1967 [2] serving between 1968 and 1973. He also took part in the military operations in the Indo-Pakistani War of 1971, which were led by none other than Sam Manekshaw. By 1973, Swaranjit opted out of military service and moved to policing joining the Indian Police Service on July 8, 1973. [1] However, his earlier service in the Indian Army has been given due credence. His service in the IPS has been counted from 1968. [4]

It was in 1973 [1] that Swaranjit Sen moved to the Indian Police Service. He was allotted the Andhra Pradesh cadre and belonged to the 1968 batch. He was Superintendent of Police in Kurnool district and Guntur district. [4] Swaranjit Sen also had moved on central deputation serving as Commandant [5] of the 1st Battalion of the Border Security Force in Jammu and Kashmir.

Sen rose from the ranks of the police force and finally headed the Andhra Pradesh State Police Force. He was made Director General and Inspector General of Police on 31 December 2004, [7] a post in which he served for two years until his retirement on attaining superannuation on 31 December 2006. His predecessor was S.R. Sukumara. [8] It was during then Chief Minister Y. S. Rajasekhara Reddy's tenure that he was appointed as DGP. By that time, he was already serving as Home Secretary. [4]

Swaranjit has been credited with the creation of Special Protection Force (SPF) and had conducted many fire safety drills during his tenure as Inspector-General of Fire Services. An expert in tackling Naxalism, he has been invited by other states who have taken police action against the group. [9] A Christian, he has also been active in advocating for minority rights in India [10]

Post retirement

Swaranjit Sen was made Chairperson [11] of Andhra Pradesh Tourism Development Corporation. In 2014, Swaranjit Sen was honoured for his integrity and service during the centennial celebrations of the National Council of Churches in India held at the nearly-ecumenical Andhra Christian Theological College, Secunderabad. [12]

After the bifurcation of Andhra Pradesh, he was deputed as Secretary in the Ministry of Home Affairs (MHA), Government of India which is one of the key posts after the Union Home Secretary. After his retirement he served as Professor in Physics and Director at Bharat Institutions, Hyderabad.

Prakash Singh is a retired Indian Police Service officer, who rose to the highest rank of Director General of Police (DGP). He has served as Chief of the Border Security Force (BSF), Uttar Pradesh Police and Assam Police. He is considered one of the best police officers for his role as key architect for Police reforms in India. After his retirement from service in 1996, he filed a Public Interest Litigation (PIL) in the Supreme Court of India. The landmark verdict of PIL came in 2006, in which the Supreme Court has given specific directions to the central and state governments to carry out structural changes in the police with a view to insulating it from extraneous pressures and making it accountable to the people.

Rajeev Kumar is a former Director General of Police of the state of Jharkhand. He held highly responsible positions during his career. He is a 1981 batch IPS officer. He was appointed as the DGP Jharkhand in the year 2013 and served for two years thereafter. He is widely known for his Project Management, Investigation Analysis and Motivational Talks. He was awarded Indian Police Medal in 2000, for his impeccable service in counter-insurgency operations. In 2010, on the occasion of Republic day, he received the President Police Medal, for his distinguished service. He believes in "Continuous Improvement" and "Everyday Learning".

Mukul Goel is an Indian civil servant. He is the current Director General civil defence at Indian state Uttar Pradesh from May 2022 and had previously served as the Additional Director General (ADG) of Border Security Force. He was suspended by the erstwhile Mayawati's government in 2007 for alleged irregularities in police recruitment. He is 1987 batch IPS officer of Uttar Pradesh cadre. On 11 May 2022 Uttar Pradesh Chief Minister Yogi Adityanath removed Director General of Police Mukul Goel from his post for inefficiency and neglecting his work. At present he is working as DGP at UP Police.

Ram Pravaesh Thakur is an Indian police officer and former Andhra Pradesh DGP. He is an Indian Police Service (IPS) officer from the 1986 batch of the Andhra Pradesh cadre. He was appointed as DGP on 1 July 2018 and served in the position till 1 June 2019. He is a B.Tech graduate from IIT Kanpur joined the Indian Police Service in 1986.

HJ Dora is a 1965 batch IPS officer of Andhra Pradesh cadre, the former Director General of Police, Andhra Pradesh and former Vigilance Commissioner, Government of India. Dora joined the Indian Police Service in 1965 and was allotted to Andhra Pradesh Cadre. After serving as an additional D.G. of Police (C.I.D.), in Andhra Pradesh, he was promoted to the Director General of Police for the State in 1996. In 2002 he went on deputation as Director General of Police to the Central Industrial Security Force (CISF) in New Delhi. He also served as the president of Indian Olympic Weight Lifting Association and was also the Chef-de-mission of the Indian contingent to the 2006 Commonwealth Games. In 1993, Dora was one of the 40-odd policemen marked for death by the People's War Group (PWG).

M. B. Ranjit was an Indian Police Officer of Andhra Pradesh Police. He served for nearly four decades in Andhra Pradesh and Telangana areas. His career began in the latter half of the Sixties. Among the Police fraternity, he is known as a popular, systematic and sincere person, who earned a name for himself in Andhra Pradesh. He retired in 2000, putting in nearly four decades of policing.
