The North Pacific Coast Guard Forum (NPCGF) was initiated by the Japan Coast Guard in 2000 as a venue to foster multilateral cooperation through the sharing of information on matters related to combined operations, exchange of information, illegal drug trafficking, maritime security, fisheries enforcement, illegal migration, and maritime domain awareness. The current membership includes agencies from Canada, China, Japan, South Korea, Russia, and the United States. [1]
The Japan Coast Guard is the Japanese coast guard. Comprising about 12,000 personnel, it is under the oversight of the Ministry of Land, Infrastructure, Transport and Tourism, and is responsible for the protection of the coastline of Japan. It was founded in 1948.
Maritime security is frequently defined as the protection from threats to the freedom or good order at sea. Issues clustered under the notion of maritime security include crimes such as piracy, armed robbery at sea, trafficking of people and illicit goods, illegal fishing or pollution. Often inter-state rivalry and violence extremism is also included in the definition. As a concept and agenda maritime security has evolved since the early 2000s, when in particular concerns over terrorist attacks on port facilities sparked interest in security in the maritime domain. Several states and international organisations have since outlined maritime security strategies. It is in particular piracy in Southeast Asia, off the coast of Somalia and in West Africa which has triggered recognition for the detrimental effects of maritime insecurities for economic development, human security as well as the environment.
Maritime domain awareness (MDA) is defined by the International Maritime Organization as the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment. The maritime domain is defined as all areas and things of, on, under, relating to, adjacent to, or bordering on a sea, ocean, or other navigable waterway, including all maritime-related activities, infrastructure, people, cargo, and vessels and other conveyances.
The first Forum was held in Tokyo in 2000 and has followed an alternating semi-annual cycle of technical experts and principals meetings since. Between 2000 and 2005, meetings were sponsored by Japan, Russia, United States, South Korea, Canada and Japan.
Tokyo, officially Tokyo Metropolis, one of the 47 prefectures of Japan, has served as the Japanese capital since 1869. As of 2018, the Greater Tokyo Area ranked as the most populous metropolitan area in the world. The urban area houses the seat of the Emperor of Japan, of the Japanese government and of the National Diet. Tokyo forms part of the Kantō region on the southeastern side of Japan's main island, Honshu, and includes the Izu Islands and Ogasawara Islands. Tokyo was formerly named Edo when Shōgun Tokugawa Ieyasu made the city his headquarters in 1603. It became the capital after Emperor Meiji moved his seat to the city from Kyoto in 1868; at that time Edo was renamed Tokyo. Tokyo Metropolis formed in 1943 from the merger of the former Tokyo Prefecture and the city of Tokyo. Tokyo is often referred to as a city but is officially known and governed as a "metropolitan prefecture", which differs from and combines elements of a city and a prefecture, a characteristic unique to Tokyo.
Russia, officially the Russian Federation, is a transcontinental country in Eastern Europe and North Asia. At 17,125,200 square kilometres (6,612,100 sq mi), Russia is by a considerable margin the largest country in the world by area, covering more than one-eighth of the Earth's inhabited land area, and the ninth most populous, with about 146.77 million people as of 2019, including Crimea. About 77% of the population live in the western, European part of the country. Russia's capital, Moscow, is one of the largest cities in the world and the second largest city in Europe; other major cities include Saint Petersburg, Novosibirsk, Yekaterinburg and Nizhny Novgorod. Extending across the entirety of Northern Asia and much of Eastern Europe, Russia spans eleven time zones and incorporates a wide range of environments and landforms. From northwest to southeast, Russia shares land borders with Norway, Finland, Estonia, Latvia, Lithuania and Poland, Belarus, Ukraine, Georgia, Azerbaijan, Kazakhstan, China, Mongolia and North Korea. It shares maritime borders with Japan by the Sea of Okhotsk and the U.S. state of Alaska across the Bering Strait. However, Russia recognises two more countries that border it, Abkhazia and South Ossetia, both of which are internationally recognized as parts of Georgia.
The United States of America (USA), commonly known as the United States or America, is a country comprising 50 states, a federal district, five major self-governing territories, and various possessions. At 3.8 million square miles, the United States is the world's third or fourth largest country by total area and is slightly smaller than the entire continent of Europe's 3.9 million square miles. With a population of over 327 million people, the U.S. is the third most populous country. The capital is Washington, D.C., and the largest city by population is New York City. Forty-eight states and the capital's federal district are contiguous in North America between Canada and Mexico. The State of Alaska is in the northwest corner of North America, bordered by Canada to the east and across the Bering Strait from Russia to the west. The State of Hawaii is an archipelago in the mid-Pacific Ocean. The U.S. territories are scattered about the Pacific Ocean and the Caribbean Sea, stretching across nine official time zones. The extremely diverse geography, climate, and wildlife of the United States make it one of the world's 17 megadiverse countries.
The forum has had success in documenting best practices from the member countries in areas of illegal drug trafficking, maritime security, fisheries enforcement and illegal migration, has a web-based information exchange system, and has published a manual for combined operations.
The cooperation fostered in the forum was successfully tested during a tabletop exercise in Victoria, British Columbia, Canada in March 2004 involving the tracking of a fictitious vessel suspected of carrying weapons of mass destruction as it transited the international waters off each member country’s coast. [2] During the summer of 2005, the forum planned and executed actual at-sea combined operations were conducted to enforce Illegal, Unregulated, Unreported (IUU) Fisheries regulations in the North Pacific Ocean. [3] Member nations noted the success of the 2005 combined operations and have continued them in recent years.
Victoria is the capital city of the Canadian province of British Columbia, located on the southern tip of Vancouver Island off Canada's Pacific coast. The city has a population of 85,792, while the metropolitan area of Greater Victoria has a population of 367,770, making it the 15th most populous Canadian metropolitan area. Victoria is the 7th most densely populated city in Canada with 4,405.8 people per square kilometre, which is a greater population density than Toronto.
The terms international waters or trans-boundary waters apply where any of the following types of bodies of water transcend international boundaries: oceans, large marine ecosystems, enclosed or semi-enclosed regional seas and estuaries, rivers, lakes, groundwater systems (aquifers), and wetlands.
The success of the NPHCGAF encouraged the United States to take the lead on establishing a similar forum for north Atlantic countries. In 2005 and 2006 the US Coast Guard worked with dozens of European countries and Canada to advance the idea and in August 2007 a plenary session will be held in Sweden to finalize the details of that organization.
Canada is a country in the northern part of North America. Its ten provinces and three territories extend from the Atlantic to the Pacific and northward into the Arctic Ocean, covering 9.98 million square kilometres, making it the world's second-largest country by total area. Canada's southern border with the United States, stretching some 8,891 kilometres (5,525 mi), is the world's longest bi-national land border. Its capital is Ottawa, and its three largest metropolitan areas are Toronto, Montreal, and Vancouver. As a whole, Canada is sparsely populated, the majority of its land area being dominated by forest and tundra. Consequently, its population is highly urbanized, with over 80 percent of its inhabitants concentrated in large and medium-sized cities, with 70% of citizens residing within 100 kilometres (62 mi) of the southern border. Canada's climate varies widely across its vast area, ranging from arctic weather in the north, to hot summers in the southern regions, with four distinct seasons.
Sweden, officially the Kingdom of Sweden, is a Scandinavian Nordic country in Northern Europe. It borders Norway to the west and north and Finland to the east, and is connected to Denmark in the southwest by a bridge-tunnel across the Öresund, a strait at the Swedish-Danish border. At 450,295 square kilometres (173,860 sq mi), Sweden is the largest country in Northern Europe, the third-largest country in the European Union and the fifth largest country in Europe by area. Sweden has a total population of 10.2 million of which 2.5 million have a foreign background. It has a low population density of 22 inhabitants per square kilometre (57/sq mi). The highest concentration is in the southern half of the country.

“I enjoyed joining with leaders of civil maritime agencies from Canada, China, Japan, South Korea and Russia for the North Pacific Coast Guard Forum this week in St. Petersburg, Russia. The North Pacific Coast Guard Forum provides a great opportunity to foster multilateral cooperation by sharing information and expertise on matters related to combined maritime operations, illegal drug trafficking, maritime security, fisheries enforcement, and illegal migration. As a multi-mission maritime agency, the U.S. Coast Guard is uniquely positioned to engage our maritime partners in these areas of common concern. We are building on the successes of past forums as we work to improve mutually beneficial cooperation and coordination that will enhance maritime safety, security and environmental protection throughout the North Pacific. Our chief goal in St. Petersburg has been to exchange information necessary to improve the security and safety of vessels at sea and coastal nations in the region. We have worked to identify ways to expand day-to-day cooperation between our agencies in operations supporting fisheries management, environmental protection, search and rescue, and maritime security.

A coast guard or coastguard, is a maritime security organization of a particular country. The term implies widely different responsibilities in different countries, from being a heavily armed military force with customs and security duties to being a volunteer organization tasked with search and rescue functions and lacking any law enforcement powers. However, a typical coast guard's functions are distinct from typical functions of both the navy and a transportation police.
A patrol boat is a relatively small naval vessel generally designed for coastal defence duties. There have been many designs for patrol boats. They may be operated by a nation's navy, coast guard, police force or customs and may be intended for marine or estuarine or river environments. They are commonly found engaged in various border protection roles, including anti-smuggling, anti-piracy, fisheries patrols, and immigration law enforcement. They are also often called upon to participate in rescue operations. Vessels of this type include the original yacht, a light, fast-sailing vessel used by the Dutch navy to pursue pirates and other transgressors around and into shallow waters.
The Canadian Coast Guard is the coast guard of Canada. Formed in 1962, the coast guard is tasked with marine search and rescue, communication, navigation and transportation issues in Canadian waters, such as navigation aids and icebreaking, marine pollution response and providing support for other Canadian government initiatives. The coast guard operates 119 vessels of varying sizes and 22 helicopters, along with a variety of smaller craft. The Canadian Coast Guard is headquartered in Ottawa, Ontario, and is a special operating agency within Fisheries and Oceans Canada.
Fisheries and Oceans Canada, frequently referred to as Department of Fisheries and Oceans (DFO), is the department within the government of Canada that is responsible for developing and implementing policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters. Its mandate includes responsibility for the conservation and sustainable use of Canada's fisheries resources while continuing to provide safe, effective and environmentally sound marine services that are responsive to the needs of Canadians in a global economy. The stated vision of the department is "Excellence in service to Canadians to ensure the sustainable development and safe use of Canadian waters."
A border guard of a country is a national security agency that performs border security, i.e., enforces the security of the country's national borders. Some of the national border guard agencies also perform coast guard and rescue service duties.
Law Enforcement Detachments or LEDETs are specialized, deployable maritime law enforcement teams of the United States Coast Guard. First established in 1982, their primary mission is to deploy aboard U.S. and allied naval vessels to conduct and support maritime law enforcement, interdiction, or security operations. LEDETs are the operational elements of the Coast Guard’s two Tactical Law Enforcement Teams (TACLETs) which were part of the Coast Guard’s Deployable Operations Group (DOG) from 2007 to 2013. As of April 2010 there are seventeen LEDETs.
The United States Coast Guard carries out three basic roles, which are further subdivided into eleven statutory missions. The three roles are:
Vietnam Coast Guard is the coast guard of Vietnam. It is a branch of Vietnam's military, the Vietnam People's Army, and falls under the management of the Vietnamese Ministry of Defence. Since its creation in the late 1990s, the Vietnam Coast Guard plays an important role in maintaining sea security and protection of the exclusive economic zone (EEZ) and continental shelf boundary. It has dispatched forces in waters in overlapping areas between Vietnam and foreign countries, providing protection and assistance to local fishermen when necessary. In addition, the Vietnam Coast Guard perform search and rescue duties, along with their duties of combating and preventing smuggling, piracy, and trade fraud in Vietnamese waters.
Maritime security operations (MSO) are the actions of modern naval forces to "combat sea–based terrorism and other illegal activities, such as hijacking, piracy, and slavery, also known as human trafficking." Ships assigned to such operations may also assist seafaring vessels in distress. These activities are part of an overall category of activities which fall short of open warfare called military operations other than war (MOOTW).MSO also involve the marine environmental protection, creating a safer and clean environment.
The State Border Service of Azerbaijan Republic also known as Border Guard of Azerbaijan is a governmental law enforcement agency in charge of protecting the borders of Azerbaijan.
Maritime Security Regimes are codes and conventions of behavior agreed upon by coastal states to provide a degree of security within territorial waters and on the high seas.
The Bangladesh Coast Guard (Bengali: বাংলাদেশ কোস্ট গার্ড is the maritime law enforcement force of Bangladesh. It is a paramilitary force which is under the jurisdiction of the Ministry of Home Affairs. Its officers are transferred from the Bangladesh Navy. The Bangladesh Coast Guard also performs the duty of maritime border security of Bangladesh. The headquarters is located in Dhaka, Bangladesh. Currently the coast guard has 3,339 personnel and 63 ships. A huge modernisation plan named Coast Guard Goal 2030 has been undertaken to enhance its capabilities.
China used to operated several separate maritime law enforcement agencies. These services operated ships as well as their own small aviation units to assist their maritime patrol capabilities. These agencies were often referred to as the "Five Dragons".In March 2013, China announced it would form a unified Coast Guard commanded by the State Oceanic Administration. The new Coast Guard has been in operation since July 2013.
Joint Interagency Task Force West is a standing United States military joint task force with the mission of combating drug-related transnational organized crime in the Indo-Asia-Pacific. JIATF West's area of responsibility (AOR) is that of United States Indo-Pacific Command (USINDOPACOM). JIATF West is one of two Joint Interagency Task Forces with a counter-narcotics mission. The other is Joint Interagency Task Force South. The task force is run as USPACOM's "executive agent" for counterdrug activities providing support to partner nation law enforcement. Approximately 166 active duty and reserve U.S. military forces; Department of Defense civilian employees; contractors; and U.S. and foreign law enforcement agency personnel are members of the task force.
The North Pacific Anadromous Fish Commission (NPAFC) is an international, inter-governmental organization dedicated to the conservation of anadromous fish stocks in international waters of the North Pacific Ocean and its adjacent seas. It was established on 11 February 1992 by the Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean and originally consisted of four member nations: Canada, Japan, Russian Federation, and United States of America. On 27 May 2003, the Republic of Korea acceded to the Convention bringing the current number of Commission members to five. The primary objective of the Commission is to provide a mechanism for international cooperation promoting the conservation of anadromous stocks in the NPAFC Convention Area of the North Pacific Ocean.
The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental agency established in 1979 to facilitate regional co-operation and co-ordination on fisheries policies between its member states in order to achieve conservation and optimum utilisation of living marine resources, in particular highly migratory fish stocks, for the benefit of the peoples of the region, in particular the developing countries. The office campus is located in Honiara, Solomon Islands
Operation Martillo is a multi-national anti drug operation that began on 15 January 2012 and aims to combat international drug trafficking, enhance regional security, and promote peace, stability and prosperity throughout Central and South America.
The Albanian Coast Guard is the maritime law enforcement force of Albania. It is a paramilitary force which is under the authority of the Ministry of Defence and its operational duties in peacetime are organized and commanded by the Inter-Institutional Operational Maritime Center (QNOD). The Coast Guard has the responsibility for the security of Albanian territorial waters, maritime surveillance and law enforcement, as well as search and rescue. In operational combat situations in peacetime or wartime, the direction and command of the Albanian Coast Guard passes to military authorities and Albanian Naval Force.
The Kenya Coast Guard Service is a specialized maritime force of the Republic of Kenya, responsible for law enforcement on national waters, including on the oceans, lakes and rivers. The force is mandated to maintain maritime safety, security, pollution control and sanitation. It is also responsible for apprehending and prosecuting offenders.
