The government agencies in Sweden are state-controlled organizations that act independently to carry out the policies of the Government of Sweden. The ministries are relatively small and merely policy-making organizations, allowed to monitor the agencies and preparing decision and policy papers for the government as a collective body to decide upon.
The Royal Norwegian Ministry of Health and Care Services is a Norwegian government ministry in charge of health policy, public health, health care services, and health legislation in Norway. It is led by the Minister of Health and Care Services.

The Swedish National Police Board was the central administrative authority for the police in Sweden from 1 January 1965 to 1 January 2015, when the Swedish Police Authority was established. The Swedish police used to consist of the National Police Board and 21 local police authorities, with their geographical areas of responsibility divided along county lines. The board was led by the National Police Commissioner and its main responsibilities were administration, coordination and supervision of the Swedish police. It also acted as the superordinate authority for the National Laboratory of Forensic Science. The Swedish National Criminal Police — sometimes also referred to as the Swedish National Bureau of Investigation — used to be a constituent part of the National Police Board, together with the Swedish Security Service. The Swedish Security Service formed its own agency post-reorganization, and most of the tasks handled by the National Criminal Police have been taken over by the National Operations Department.
The Norwegian Institute of Public Health (NIPH) is a Norwegian government agency and research institute, and is Norway's national public health institute. It is subordinate to the Ministry of Health and Care Services. NIPH acts as a national competence institution in public health in a broad sense for governmental authorities, the health service, the judiciary, prosecuting authorities, politicians, the media and the general public, international organisations and foreign governments. The institute has around 1400 employees.
The government of the City and County of San Francisco utilizes the "strong mayor" form of mayoral/council government, composed of the Mayor, Board of Supervisors, several elected officers, and numerous other entities. It is the only consolidated city-county in California, and one of only thirteen charter counties of California. The fiscal year 2019–20 city and county budget was approximately $12.3 billion.

A Minister is explicitly prohibited from interfering with the day-to-day operation in an agency or the outcome in individual cases. While no minister is allowed to give orders to agencies personally, they are subject to decisions made by the Government. Also, the Minister is normally the instance of appeals of agencies decisions.

Norway's elongated shape, its numerous internal geographical barriers and the often widely dispersed and separated settlements are all factors that have strongly influenced the structure of the country's administrative subdivisions. This structure has varied over time and is subject to continuous review. In 2017, the government decided to abolish some of the counties and to merge them with other counties to form larger ones, reducing the number of counties from 19 to 11, which was implemented on 1 January 2020. Following protests, the new government decided to abolish three of the new counties in 2022, and re-establish seven of the old ones. Taking effect on 1 January 2024 there are fifteen counties in Norway.
