The Outer Drive Bridge, also known as the Link Bridge, is a double-deck bascule bridge carrying Lake Shore Drive across the Chicago River in Chicago, Illinois, United States. Construction was started in 1929 and was completed in 1937 as one of the Public Works Administration's infrastructure projects in Chicago. The bridge is officially named the Franklin Delano Roosevelt Memorial Bridge in 1982 to honor the centennial anniversary of the birth of Franklin Delano Roosevelt. [1] It was planned by the Chicago Plan Commission, using Hugh E. Young as the consulting engineer, was designed by the Strauss Engineering Company, built by the American Bridge Company, and erected by Ketler and Elliot Company. It crosses near the mouth of the Chicago River.
The building of this bridge was meant to create many jobs for Chicagoans and ease traffic flow on Michigan Avenue and in the Loop. In 1937 this structure was the longest, widest, and heaviest bascule bridge in the world.[ citation needed ] The Outer Drive itself, now known as Lake Shore Drive, links the south side to the north side of the city, running along the western shore of Lake Michigan. It extends from its origin in Jackson Park on the South Side of the city to the Loop, across this Outer Drive Bridge over the Chicago River, to its eventual terminus at Hollywood Avenue and Sheridan Road in Edgewater on the city's North Side.
While the completion of the Outer Drive was considered one of the most important projects in the PWA it took many years to complete. A main issue was funding. Due to a lack of provided security by Chicago Park Districts, the allotment for the bridge was revoked until the districts were all in position to comply. The total cost of the Outer Drive is estimated at $11,563,000.
Calculations based on a traffic flow of 40,000 vehicles per day on a saving of eight minutes between Oak Street and Seventh Street, made possible by the use of the bridge rather than Michigan Avenue. The delay cost estimated to be one cent per car per minute (60 cents per hour for the value of time or the value of fuel saved) resulted in a savings in vehicle operation of $584,000 per annum; that amount capitalized at 5% would indicate that $23,360,000 could properly be spent to eliminate this delay, in the eyes of the decision makers at the time of the construction. From the perspective of engineering economics, this savings calculation justified the Outer Drive bridge project, showing a possible saving of $11,797,000.[ citation needed ]
According to Engineering News-Record, "Each leaf is to be operated by two sets of gear trains, consisting of four sets of gear reductions. Each gear train is connected to two 100-horsepower main operating motors, only one of which is to be used at a time. The time required for opening or closing the bridge against a 28-mile-per-hour (45 km/h) wind is stated to be 57.6 seconds, of which 10 seconds is for acceleration and 2.86 seconds for deceleration. The main operating racks are bolted to the underside of the outside trusses, the pitch radius being 20 feet (6.1 m). The operating pinion, with a pitch diameter of 40 inches (100 cm), is mounted on a shaft of the gear train.
Heavy locking devices are provided at the center of the bridge and at the rigid in its closed position. The center lock in addition to holding the leaves together in their closed position, also transmits live load shear from one leaf to the other. This center lock consists of a set of four female castings bolted to the river end of one leaf, and a second set of four male units bolted to the river end of the other leaf, all castings being on the centerlines of the trusses. The male unit consists of two castings forming a toggle.
Heel or rear locks are necessary to prevent the leaves from opening when live loads pass over the part of the bridge between the trunnions and the rear break in the floor. Each leaf is provided with two pairs of rear locks, each pair being placed between the inside and outside trusses. The four locks of a leaf are connected by shafting, and operation by means of two 15-horsepower motors set either side of the centerline of the bridge" (April 22, 1937).
The Chicago River is a system of rivers and canals with a combined length of 156 miles (251 km) that runs through the city of Chicago, including its center. Though not especially long, the river is notable because it is one of the reasons for Chicago's geographic importance: the related Chicago Portage is a link between the Great Lakes and the Mississippi River Basin, and ultimately the Gulf of Mexico.
The Public Works Administration (PWA), part of the New Deal of 1933, was a large-scale public works construction agency in the United States headed by Secretary of the Interior Harold L. Ickes. It was created by the National Industrial Recovery Act in June 1933 in response to the Great Depression. It built large-scale public works such as dams, bridges, hospitals, and schools. Its goals were to spend $3.3 billion in the first year, and $6 billion in all, to supply employment, stabilize buying power, and help revive the economy. Most of the spending came in two waves, one in 1933–1935 and another in 1938. Originally called the Federal Emergency Administration of Public Works, it was renamed the Public Works Administration in 1935 and shut down in 1944.
The St. Marys River, sometimes written St. Mary's River, drains Lake Superior, starting at the end of Whitefish Bay and flowing 74.5 miles (119.9 km) southeast into Lake Huron, with a fall of 23 feet (7.0 m). For its entire length it is an international border, separating Michigan in the United States from Ontario, Canada.

Lake Shore Drive is an expressway that runs alongside the shoreline of Lake Michigan, and adjacent to parkland and beaches, in Chicago. Except for the portion north of Foster Avenue, Lake Shore Drive is designated as part of U.S. Highway 41. A portion of the expressway on the Outer Drive Bridge and its bridge approaches is multilevel.

The Market Street Bridge, officially referred to as the John Ross Bridge, is a bascule bridge that spans the Tennessee River between downtown Chattanooga, Tennessee, and the Northshore District. It carries North Market Street, and was named in honor of Cherokee Chief John Ross. The bridge was completed in 1917 at a cost of $1.1 million. In the mid-1970s, the southern terminus of US 127 was moved several miles north to the intersection of Dayton Boulevard and Signal Mountain Boulevard in the nearby suburb of Red Bank.
The DuSable Bridge is a bascule bridge that carries Michigan Avenue across the main stem of the Chicago River in downtown Chicago, Illinois, United States. The bridge was proposed in the early 20th century as part of a plan to link Grant Park (downtown) and Lincoln Park (uptown) with a grand boulevard. Construction of the bridge started in 1918, it opened to traffic in 1920, and decorative work was completed in 1928. The bridge provides passage for vehicles and pedestrians on two levels. An example of a fixed trunnion bascule bridge, it may be raised to allow tall ships and boats to pass underneath. The bridge is included in the Michigan–Wacker Historic District and has been designated as a Chicago Landmark.
The Franklin–Orleans Street Bridge, commonly known as the Franklin Street Bridge, is a bascule bridge over the Chicago River, in Chicago, Illinois, United States. It was built in October 1920, and is located directly southwest of the Merchandise Mart. Connecting the Near North Side with "The Loop," is at the junction of the branches of the river, lying directly west of the Wells Street Bridge. It carries four lanes of traffic in the northbound direction, and sidewalks are available on both sides of the bridge.
The St. Claude Avenue Bridge is a bascule bridge with four vehicular lanes over the Industrial Canal in New Orleans, Louisiana. The bridge was designed by the Strauss Bascule Bridge Company of Chicago and built in 1919 by the Bethlehem Steel Bridge Corporation. It was originally a combination railroad and automobile bridge, with two pairs of railroad tracks in the center of the lift span and automobile lanes straddling it. The railroad is no longer there, its place on the bridge taken by additional vehicular lanes. One lane in each direction passes through the truss of the bridge and one lane passes alongside the truss. The bridge is integrated into the Industrial Canal Lock structure, on the river side of the lock chamber; it raises when marine traffic enters or exits the lock.
The Cortland Street Drawbridge over the Chicago River is the original Chicago-style fixed-trunnion bascule bridge, designed by John Ericson and Edward Wilmann. When it opened in 1902, on Chicago's north side, it was the first such bridge built in the United States. The bridge was a major advance in American movable bridge engineering, and was the prototype for over 50 additional bridges in Chicago alone. The bridge was designated as an ASCE Civil Engineering Landmark in 1981, and a Chicago Landmark in 1991.
The Chicago and North Western Railway's Kinzie Street railroad bridge is a single leaf bascule bridge across the north branch of the Chicago River in downtown Chicago, Illinois. At the time of its opening in 1908 it was the world's longest and heaviest bascule bridge. The previous bridges on the same site included a pedestrian span that was the first bridge across the Chicago River; a second bridge that served as Chicago's first railroad bridge; and a third bridge that was one of the first all-steel spans in the United States.
The West Jefferson Avenue–Rouge River Bridge is a bridge located where Jefferson Avenue crosses the Rouge River at the border of Detroit and River Rouge, Michigan. It is the only surviving pony truss bascule bridge in Michigan. It was listed on the National Register of Historic Places in 2000.
The Wabash Avenue Bridge over the Chicago River was built in 1930. Standing west of the Michigan Avenue Bridge and east of Marina City, the bascule bridge connects the Near North Side with "The Loop" area.
The US 31–Island Lake Outlet Bridge is a double-leaf bascule bridge in downtown Charlevoix in the U.S. state of Michigan. The bridge carries U.S. Highway 31 across Island Lake Outlet that ultimately connects Lake Charlevoix to Lake Michigan.
Lake Shore and Michigan Southern Railway, Bridge No. 6 is a steel vertical-lift bridge consisting of two parallel spans, carrying two tracks each, across the Calumet River in Chicago, Illinois, United States. The structure is currently owned by Norfolk Southern Railway but disused and kept in a raised position.
Eighth Street Bridge is a road bridge over the Passaic River in northeastern New Jersey, United States. It connects the City of Passaic in Passaic County with the Borough of Wallington in Bergen County and is jointly owned by both counties. The bridge connects Eighth Street in Passaic with County Route 507 in Wallington.
