The Palmerston Forts are a group of forts and associated structures around the coasts of the United Kingdom and Ireland.
The forts were built during the Victorian period on the recommendations of the 1860 Royal Commission on the Defence of the United Kingdom, prompted by concerns about the strength of the French Navy, [1] and strenuous debate in Parliament about whether the cost could be justified. [2] The name comes from their association with Lord Palmerston, who was Prime Minister at the time and promoted the idea.
The works were also known as Palmerston's Follies, partly because the first ones which were around Portsmouth, had their main armament facing inland to protect Portsmouth from a land-based attack, and thus (as it appeared to some) facing the wrong way to defend from a French attack. The name also derived from the use of the term "folly" to indicate "a costly ornamental building with no practical value". They were criticized because at the time of their completion, the threat from the French navy had passed, largely due to the complete alignment of Napoleon III's foreign policy with British interests then to the withdrawal of France following its crushing by Prussia in the Franco-Prussian war of 1870, [3] and because the technology of the guns had become obsolete. They were the most costly and extensive system of fixed defences undertaken in Britain in peacetime. [4]
Some sixty years previously, there had been a similar period of defence works construction, when some 140 circular towers were built for the same purpose (mainly along the Sussex, Kent and Suffolk coast to protect London) called Martello Towers, but these had become outdated.

St Helens Fort is a sea fort in the Solent close to the Isle of Wight, one of the Palmerston Forts near Portsmouth. It was built as a result of the Royal Commission on the Defence of the United Kingdom of 1859, in order to protect the St Helens anchorage.
Fort Cumberland is a pentagonal artillery fortification erected to guard the entrance to Langstone Harbour, east of the Dockyard of Portsmouth on the south coast of England. It was sited to protect the Royal Navy Dockyard, by preventing enemy forces from landing in Langstone Harbour and attacking from the landward side. Fort Cumberland is widely recognised as the finest example of a bastion trace fort in England. It is a scheduled monument and a Grade II* listed building
Golden Hill Fort was a defensible barracks at Freshwater, Isle of Wight, England, built as part of the Palmerston defences by the 1859 Royal Commission on the Defence of the United Kingdom to provide manpower to man the defences at the western end of the Isle of Wight, England. Built in hexagonal form, it accommodated 8 officers and 128 men, and had its own hospital.
Crownhill Fort is a Royal Commission Fort built in the 1860s in Crownhill as part of Lord Palmerston's ring of land defences for Plymouth. Restored by the Landmark Trust, it is now home to several small businesses, museums, exhibitions and a holiday apartment sleeping up to eight people. The Fort is open to the public on the last Friday of each month and hosts tours for local schools and societies at other times.
The Royal Commission on the Defence of the United Kingdom was a committee formed in 1859 to enquire into the ability of the United Kingdom to defend itself against an attempted invasion by a foreign power, and to advise the British Government on the remedial action required. The appointment of the Commission had been prompted by public concern about the growing military and naval power of the French Empire and was instigated by the Prime Minister, Henry Temple, 3rd Viscount Palmerston, who came to be closely associated with the project. In the following year, the Commission's report recommended a huge programme of fortification to defend the country's arsenals and naval bases. Many of the recommendations were acted upon; however, the great expense, the length of time taken to complete the various works and their perceived usefulness were all subjects of critical political, press and public debate.
Brean Down Fort was a Victorian naval fortification designed to protect the Bristol Channel. It was built 60 feet (18 m) above sea level on the headland at Brean Down, 9 miles (14 km) south of Weston-super-Mare, Somerset, England.
The Royal Citadel in Plymouth, Devon, England, was built in the late 1660s to the design of Sir Bernard de Gomme. It is at the eastern end of Plymouth Hoe overlooking Plymouth Sound, and encompasses the site of the earlier fort that had been built in the time of Sir Francis Drake. The citadel site is a Scheduled Monument and many of the buildings within are Grade II Listed.
Fort Picklecombe stands on the extreme south eastern coast of Cornwall, a couple of miles west of the city of Plymouth. The fort has been a residential complex since the early 1970s but has a history dating back 150 years.
Fort Nelson, in the civil parish of Boarhunt in the English county of Hampshire, is one of five defensive forts built on the summit of Portsdown Hill in the 1860s, overlooking the important naval base of Portsmouth. It is now part of the Royal Armouries, housing their collection of artillery, and a Grade I Listed Building.
The Armada of 1779 was a combined Franco-Spanish naval enterprise intended to divert British military assets, primarily of the Royal Navy, from other war theatres by invading the Kingdom of Great Britain during the American Revolutionary War. This action was a part of the wider Anglo-French War (1778–1783). The proposed plan was to seize the Isle of Wight and then capture the British naval base of Portsmouth. Ultimately, no fleet battles were fought in the Channel and the Franco-Spanish invasion never materialized. This threat to Great Britain prompted comparisons to the earlier Spanish Armada of 1588.
Sandown Barrack Battery is a battery located in Sandown Bay close to Sandown on the Isle of Wight in England. It is one of the many Palmerston Forts built on the island to protect it in response to a perceived French invasion.
Bembridge Fort is a fort built on the highest point of Bembridge Down close to the village of Bembridge on the Isle of Wight, England. It is one of the many Palmerston Forts built around Portsmouth during the period of the Second French Empire, as a safeguard against a perceived threat of French invasion by Napoleon III.
Culver Battery is a former coastal artillery battery on Culver Down, on the eastern side of the Isle of Wight, England. The fortification is one of several Palmerston Forts built on the island following concerns about the size and strength of the French Navy in the late 19th century. It was operational during the First and Second World Wars. The battery was closed in 1956.

A Carnot wall is a type of loop-holed wall built in the ditch of a fort or redoubt. It takes its name from the French mathematician, politician, and military engineer Lazare Carnot. Such walls were introduced into the design of fortifications from the early nineteenth century. As conceived by Carnot, they formed part of an innovative but controversial system of fortification intended to defend against artillery and infantry attack. Carnot walls were employed, together with other elements of Carnot's system, in continental Europe in the years after the final defeat of Napoleon in 1815, especially by the Prussians, other Germans and Austrians. Their adoption was initially resisted by the French themselves and by the British.
I Anti-Aircraft Corps was a high-level formation of Britain's Anti-Aircraft Command from 1940 to 1942. It defended Southern England and Wales during the Blitz and the middle years of the Second World War.
Mumbles Battery is a coastal battery situated on the north coast of the Bristol Channel, overlooking Swansea. It was built around the base of the Mumbles Lighthouse as part of a network of Palmerston Forts which was established in response to fears of French invasion, and was designed to protect Swansea Bay.
