The United States courts of appeals are the intermediate appellate courts of the United States federal judiciary. They hear appeals of cases from the United States district courts and some U.S. administrative agencies,and their decisions can be appealed to the Supreme Court of the United States. The courts of appeals are divided into 13 "Circuits". Eleven of the circuits are numbered "First" through "Eleventh" and cover geographic areas of the United States and hear appeals from the U.S. district courts within their borders. The District of Columbia Circuit covers only Washington,DC. The Federal Circuit hears appeals from federal courts across the entire United States in cases involving certain specialized areas of law.
Warren Earl Burger was an American attorney and jurist who served as the 15th chief justice of the United States from 1969 to 1986. Born in Saint Paul,Minnesota,Burger graduated from the St. Paul College of Law in 1931. He helped secure the Minnesota delegation's support for Dwight D. Eisenhower at the 1952 Republican National Convention. After Eisenhower won the 1952 presidential election,he appointed Burger to the position of Assistant Attorney General in charge of the Civil Division. In 1956,Eisenhower appointed Burger to the United States Court of Appeals for the District of Columbia Circuit. Burger served on this court until 1969 and became known as a critic of the Warren Court.

Vinson was one of the few Americans to have served in all three branches of the U.S. government. Before becoming chief justice,Vinson served as a U.S. Representative from Kentucky from 1924 to 1928 and 1930 to 1938,as a federal appellate judge on the U.S. Court of Appeals for the District of Columbia Circuit from 1938 to 1943,and as the U.S. Secretary of the Treasury from 1945 to 1946.

President Richard Nixon entered office in 1969 with Chief Justice Earl Warren having announced his retirement from the Supreme Court of the United States the previous year. Nixon appointed Warren E. Burger to replace Earl Warren,and during his time in office appointed three other members of the Supreme Court:Associate Justices Harry Blackmun,Lewis F. Powell,and William Rehnquist. Nixon also nominated Clement Haynsworth and G. Harrold Carswell for the vacancy that was ultimately filled by Blackmun,but the nominations were rejected by the United States Senate. Nixon's failed Supreme Court nominations were the first since Herbert Hoover's nomination of John J. Parker was rejected by the Senate.
Paul Jeffrey Watford is an American lawyer who served as a United States circuit judge of the United States Court of Appeals for the Ninth Circuit from 2012 to 2023. In 2016,The New York Times identified Watford as a potential Supreme Court nominee to replace Justice Antonin Scalia. Watford resigned his judgeship in 2023 and became a partner at the law firm Wilson Sonsini Goodrich &Rosati.
George William Draper III is an American lawyer who served as a judge of the Supreme Court of Missouri from 2011 to 2023. He was appointed to the court by Governor Jay Nixon. Prior to his appointment to the Supreme Court,he served on the Missouri Court of Appeals from 2000 to 2011. From 1998 to 2000,he served as a circuit judge in the St. Louis County Circuit Court;from 1994 to 1998 he was an associate circuit judge on the same court. He earned his Bachelor of Arts from Morehouse College,and his Juris Doctor from Howard University School of Law. His term as Chief Justice ended on June 30,2021. He retired from the bench on August 4,2023,one day shy of reaching the court's mandatory retirement age of 70.
Thomas Peter Mann is a justice of the Supreme Court of Virginia and former circuit court judge of Virginia's 19th Judicial Circuit in Fairfax County. He was elected by the Virginia General Assembly to be a justice of the Supreme Court of Virginia for a 12-year term commencing on August 1,2022.
