Little Rock Air Force Base is a United States Air Force base located approximately 17 miles (27 km) northeast of Little Rock, Arkansas.

The Arkansas Air National Guard, commonly known as the Arkansas Air Guard, is the aerial militia of the State of Arkansas, United States of America. It is, along with the Arkansas Army National Guard, an element of the Arkansas National Guard. As state militia units, the units in the Arkansas Air National Guard are not typically in the normal United States Air Force chain of command unless federalized. They are under the jurisdiction of the Governor of Arkansas through the office of the Arkansas Adjutant General unless they are federalized by order of the President of the United States. Lieutenant General Michael W. Wooley is a retired United States Air Force officer. He finished his career as Commander, Air Force Special Operations Command (AFSOC). The command is a major command of the United States Air Force and the Air Force component of the United States Special Operations Command. AFSOC provides Air Force Special Operations Forces for worldwide deployment and assignment to unified combatant commanders. At the time of his retirement, the command had approximately 12,900 active-duty, Reserve, Air National Guard, and civilian professionals.
The 62nd Airlift Squadron is part of the 314th Airlift Wing at Little Rock Air Force Base, Arkansas. Originally constituted in 1942 as the 62nd Troop Carrier Squadron, it first deployed to Morocco in 1943, remaining in Europe until its inactivation in 1946. It reactivated three years later and deployed to Japan during the Korean War. In 1967, the unit was redesignated the 62nd Tactical Airlift Squadron, and in 1991 the 62nd Airlift Squadron. It operates Lockheed C-130J Super Hercules aircraft and provides advanced training to pilots, copilots, and loadmasters for combat airlift and airdrop operations.

Major General Paul A. Weaver Jr. is a retired United States Air Force officer who served as the director of the Air National Guard from 28 January 1998 to 3 December 2001. His pilot career started in 1967 as an F-4E pilot in West Germany. He also served at Osan Air Base, South Korea, and the Republic of Korea Tiger Division, Camp Red Cloud, Korea. He served as the air commander for the New York Air National Guard, and was responsible for the largest conversion in the history of the Air National Guard, at 105th Airlift Group, Stewart Air National Guard Base, New York. Under his command, the 105th Airlift Group converted from the Air Force's smallest aircraft, the 0-2 Skymaster, to the largest aircraft, the Lockheed C-5 Galaxy. He also oversaw the largest military construction project in the history of the Reserve Forces, the construction of Stewart Air National Guard Base.

Under his leadership Major General James redirected the DMA – a heritage organization of the National Geospatial-Intelligence Agency – from producing products to meet the requirements of the Cold War to a concept of a Global Geospatial Information System (GGIS) directly accessible to combat commanders of the Rapid Deployment Forces. The GGIS was a major paradigm shift in warfare with the delivery of geographic information to fast-moving military forces.
