Personal Track Safety

Personal Track Safety (PTS) is a system of safer working practices employed within the United Kingdom designed to ensure the safety of railway workers who have to work on or near the line.

The principal hazards include collisions between a rail vehicle and a track worker, electrocution from traction power sources (third rail, fourth rail, OHLE) and trips and falls. The last could compound the other two (e.g. a worker could fall onto an electrified third rail). PTS ensures that rail workers are aware of their surroundings so that they do not enter situations where the aforementioned accidents are likely to occur, are able to move around the lineside safely and are able to react appropriately to circumstances (e.g. the approach of a train).

Compared to road vehicles, trains have a much greater stopping distance at the same speed, but often travel much faster than road vehicles. Unlike road vehicles, they cannot swerve out of the way of obstructions. Trains cannot be relied upon to stop for rail workers. Hence it is the duty of the track worker to remain in or retire to a safe location on the approach of a train. It is important that a lookout is kept (often working as a team). In order that trains can indicate their presence to workers, orange high visibility clothing must be worn. Clothing that is yellow, green or red is disallowed because those colours are the colours of signal flags.

Sentinel Card

A Sentinel Card is required before anybody is allowed to work within the boundary of Network Rail tracks in the UK (on or near the line). It is also a requirement in the Republic of Ireland. Any potential employee must undergo a medical and a drug and alcohol test before attending a "personal track safety" course.

Deregulation in the national railway service in the UK has meant that increasing numbers of subcontractors are being employed within the track environment. Contractors are often used for specific limited projects and are often from companies that have not previously been considered as having "railway pedigrees or culture".

To work on or near the track involves certification for the individual employee of which there are several levels of competence and responsibility which are assessed.

The basic level for track access for Network Rail is the Personal Track Safety certificate (PTS) as defined by the railway safety standards NR/L2/CTM/021. These levels of certification only assess the individual’s ability to work safely in the track environment. This means that the individual is able to respond and correctly react to circumstances which may arise in this potentially dangerous environment. Persons therefore should not have any condition or be taking any medication that may lead to sudden incapacity, loss of consciousness, dizziness, impairment of awareness, concentration, balance, coordination, or any significant limitation of mobility or impairment of hearing and vision. Persons with minor medical conditions (e.g. colour blind) may still be issued a PTS – though the card will have an indicator, a blue circle, to inform the controller of site safety (COSS) to that person's ailment. Similarly, those who have only recently got their PTS certificate will have a green square on their online record to indicate their 'new' status, as well as a blue hard hat instead of the usual white hard hat.

The medical assessment undertaken for PTS certification does not address the medical specificity for tasks that an individual may be expected to undertake in their normal duties when actually working on the track. i.e. operating machinery or responsibility for other staff requires a higher level of assessment for the job specification and procedures.

The medical assessment for these certificates must be undertaken by an accredited medical provider. In the case of PTS this is authorised by RISQS under the authority of Network Rail.

Providers of this service are registered appropriately and regular audit is undertaken to ensure that they meet the quality control levels for the specific standards of performance and training needed to reliably undertake the medical assessments.

Since 2006 the standards for a PTS have been regulated by the Office of Rail and Road

Basic medical assessment

Basic medical assessment for national rail PTS involves the following medical modalities and components.

  1. A medical questionnaire. This is a general medical questionnaire to focus on any aspects of an individual’s medical history that may have any specific bearing on their ability to operate safely in the track environment. In particular questions that relate to the possibility of medication or medical conditions that may be responsible for sudden impairment, a lack of concentration or awareness or compromised mobility.
  2. Audiometry (hearing test). This must be undertaken using equipment that conforms to the appropriate standards and guidelines specified with regular recorded calibration and maintenance. The subject should meet specific standards.
  3. Vision testing. This is undertaken under controlled conditions to meet specified visual standards.
  4. A clinical examination includes the following:
a) Blood pressure estimation
b) Physical examination, where appropriate,
c) Urine testing, screening for some specific medical disorders.

Where an individual fails to meet the specific medical standards it is, sometimes possible with the written agreement and co-operation of management and occupational health to implement a system of formal "safe working practices". This is so as not to discriminate unnecessarily against individuals with certain medical problems.

The object of the medical assessment is to ensure that employers meet their duty of care so that individuals working in this potentially dangerous environment are not subject to increased risk of harm to themselves or their colleagues, or in some cases members of the public, due to any foreseeable underlying medical condition..

The work environment is in continual flux, and changes in acceptable risk are therefore variable. For this reason a provider of these services must be up to date with the policies and procedures within the industry and flexible to meet the changing demands required with transparency.

Preserved railways

Preserved railways often have their own volunteer PTS courses. Network Rail will not accept these PTS cards, and often vice versa.

Lockout–tagout Isolation of dangerous machinery

Lock Out, Tag Out (LOTO) is a safety procedure used in industry and research settings to ensure that dangerous machines are properly shut off and not able to be started up again prior to the completion of maintenance or repair work. It requires that hazardous energy sources be "isolated and rendered inoperative" before work is started on the equipment in question. The isolated power sources are then locked and a tag is placed on the lock identifying the worker who placed it. The worker then holds the key for the lock, ensuring that only he or she can remove the lock and start the machine. This prevents accidental startup of a machine while it is in a hazardous state or while a worker is in direct contact with it.

Control of Substances Hazardous to Health Regulations 2002 United Kingdom legislation

The Control of Substances Hazardous to Health Regulations 2002 is a United Kingdom Statutory Instrument which states general requirements imposed on employers to protect employees and other persons from the hazards of substances used at work by risk assessment, control of exposure, health surveillance and incident planning. There are also duties on employees to take care of their own exposure to hazardous substances and prohibitions on the import of certain substances into the European Economic Area. Effective safety training is an unofficial phrase used to describe the training materials designed to teach occupational safety and health standards developed by the United States government labor organization, Occupational Safety and Health Administration (OSHA). OSHA has produced many standards and regulations that affect employers and employees in the United States. United States employers have a legal responsibility to educate employees on all workplace safety standards and the hazards that their employees may face while on the job, and providing effective safety training meets that responsibility.

The WorkCover Authority of New South Wales was a New South Wales Government agency established in 1989. The role of approved mental health professional (AMHP) in the United Kingdom was created in the 2007 amendment of the Mental Health Act 1983 to replace the role of approved social worker (ASW). The role is broadly similar to the role of the approved social worker but is distinguished in no longer being the exclusive preserve of social workers. An occupational fatality is a death that occurs while a person is at work or performing work related tasks. Occupational fatalities are also commonly called “occupational deaths” or “work-related deaths/fatalities” and can occur in any industry or occupation.

Functional safety is the part of the overall safety of a system or piece of equipment that depends on automatic protection operating correctly in response to its inputs or failure in a predictable manner (fail-safe). The automatic protection system should be designed to properly handle likely human errors, hardware failures and operational/environmental stress.

One definition of a Safety Case is that it is a structured argument, supported by evidence, intended to justify that a system is acceptably safe for a specific application in a specific operating environment. Safety cases are often required as part of a regulatory process, a certificate of safety being granted only when the regulator is satisfied by the argument presented in a safety case. Industries regulated in this way include transportation and medical devices. As such there are strong parallels with the formal evaluation of risk used to prepare a Risk Assessment, although the result will be case specific. A vehicle safety case may show it to be acceptably safe to be driven on a road, but conclude that it may be unsuited to driving on rough ground, or with an off-center load for example, if there would then be a greater risk of danger e.g. a loss of control or an injury to the occupant. The information used to compile the safety case may then formally guarantee further specifications, such as maximum safe speeds, permitted safe loads, or any other operational parameter. A safety case should be revisited when an existing product is to be re-purposed in a new way, if this extends beyond the scope of the original assessment.

Human factors are the physical or cognitive properties of individuals, or social behavior which is specific to humans, and influence functioning of technological systems as well as human-environment equilibria. The safety of underwater diving operations can be improved by reducing the frequency of human error and the consequences when it does occur. Human error can be defined as an individual's deviation from acceptable or desirable practice which culminates in undesirable or unexpected results.

Dive safety is primarily a function of four factors: the environment, equipment, individual diver performance and dive team performance. The water is a harsh and alien environment which can impose severe physical and psychological stress on a diver. The remaining factors must be controlled and coordinated so the diver can overcome the stresses imposed by the underwater environment and work safely. Diver training Processes by which people develop the skills and knowledge to dive safely underwater

Diver training is the set of processes through which a person learns the necessary and desirable skills to safely dive underwater within the scope of the diver training standard relevant to the specific training programme. Most diver training follows procedures and schedules laid down in the associated training standard, in a formal training programme, and includes relevant foundational knowledge of the underlying theory, including some basic physics, physiology and environmental information, practical skills training in the selection and safe use of the associated equipment in the specified underwater environment, and assessment of the required skills and knowledge deemed necessary by the certification agency to allow the newly certified diver to dive within the specified range of conditions at an acceptable level of risk. Recognition of prior learning is allowed in some training standards.

A diver training standard is a document issued by a certification, registration regulation or quality assurance agency, that describes the prerequisites for participation, the aim of the training programme, the specific minimum competences that a candidate must display to be assessed as competent, and the minimum required experience that must be recorded before the candidate can be registered or certified at a specific grade by the agency. A standard is a description of the quality required of a product, or a way of doing something that has usually been derived from the experience of experts in a specific field. The purpose is to provide a reliable method for people to share a reasonably consistent expectation regarding the scope and quality of the product or service. Training standards allow objective comparison between the training provided by various agencies and the competence indicated by certification or registration to the specific standard, though in most cases, training and competence may exceed the minimum requirement much of the time, and variation between newly certified divers can be considerable, partly due to differences in the training, and partly due to qualities of the candidate. Training standards may narrowly prescribe the training, or may concentrate on assessment of exit level competence, and allow recognition of prior learning based on various forms of evidence. To be useful, a training standard must be sufficiently specific to allow agreement on the requirements by most readers reasonably competent in the field, including the instructors, assessors, and learners who must use it, the employers of persons trained, the potential customers, and any quality assurance personnel who may need to enforce it. A training standard may be linked to a code of practice referring to how the training should be carried out.
