Peter Tomka (born 1 June 1956) [1] is a Slovak judge of the International Court of Justice. Prior to his election to the ICJ in 2003,Tomka was a Slovak diplomat.
Tomka was born in BanskáBystrica,Czechoslovakia. [1] He earned LLM and PhD degrees from Charles University in Prague in 1979 and 1985 respectively. In addition,he has also undertaken studies at the Faculty of International Law and International Relations in Kyiv,Ukraine,at the Institut du droit de la paix et du développement in Nice,France,at the Institute of International Public Law and International Relations in Thessaloniki,Greece,and The Hague Academy of International Law in the Netherlands. In 1986,Tomka joined Czechoslovakia's Foreign Ministry as an assistant legal adviser,and in 1990 was promoted to head of the Ministry's Public International Law Division. The following year,he was transferred to the country's United Nations Mission,where he served as legal adviser. Following the division of Czechoslovakia,he served as Slovakia's deputy permanent representative from 1993 to 1994. From 1994 to 1997,he served as Slovakia's ambassador to the United Nations. Returning to the Foreign Ministry,he served as director of the International Law Department from 1997 to 1998,when he transferred to the post of director-general for international legal and consular affairs. After a year in that post,he was reappointed as Slovakia's UN ambassador,serving until his appointment to the court. He also held a seat on the International Law Commission between 1999 and 2002. He is member of the Slovak Society of International Law and has served as the organization's honorary president since 2003. He is also a member of the American Society of International Law and the European Society of International Law. [1]
Tomka was elected to the ICJ by the United Nations General Assembly and Security Council;his first term began on February 6,2003.
In parallel to his ICJ Membership,Tomka served in 2005 as an Arbitrator of the Belgium/Netherlands Iron Rhine Tribunal, [2] which was presided over by ICJ President Rosalyn Higgins and in 2007 Tomka has been Member of the ICSID ad hoc Committee in the case of Malaysian Historical Salvors v. Government of Malaysia, [3] which also comprises ICJ s Stephen M. Schwebel (President) and Mohamed Shahabuddeen. In 2009,Tomka was also on the ad hoc Committee in the MCI Power Group v. Republic of Ecuador Annulment Decision. [4]
The judges of the ICJ elected Tomka as their vice-president on 6 February 2009. [5]
In 2011 Tomka was re-elected to a second nine-year term on the ICJ by the UN General Assembly and the Security Council;. [6] In 2020 he was re-elected to a third nine-year term on the ICJ. [7]
In February 2012 Tomka was elected president of the court for a three-year term from 6 February 2012 until 2015. [8]
The International Court of Justice,or colloquially the World Court,is the only international court that adjudicates general disputes between nations,and gives advisory opinions on international legal issues. It is one of the six organs of the United Nations (UN),and is located in The Hague,Netherlands.
Hisashi Owada is a Japanese former jurist,diplomat and law professor. He served as a judge on the International Court of Justice from 2003 until June 7,2018,and was President of the Court from 2009 to 2012. He is the father of Empress Masako and the father-in-law of the incumbent Emperor of Japan,Naruhito.
Rosalyn C. Higgins,Baroness Higgins,is a British former president of the International Court of Justice (ICJ). She was the first female judge elected to the ICJ,and was elected to a three-year term as its president in 2006.
Bernardo Sepúlveda Amor is a Mexican diplomat and jurist. He was Secretary of Foreign Affairs during the 1980s under President Miguel de la Madrid and is a former judge of the International Court of Justice.
Sir Christopher John Greenwood is Master of Magdalene College,Cambridge and a former British judge at the International Court of Justice. Prior to his election,he was professor of international law at the London School of Economics and a barrister who regularly appeared as counsel before the International Court of Justice,the European Court of Human Rights,the English courts,and other tribunals.
Stephen Myron Schwebel,is an American jurist and international judge,counsel and arbitrator. He previously served as judge of the World Bank Administrative Tribunal (2010–2017),as a member of the U.S. National Group at the Permanent Court of Arbitration,as president of the International Monetary Fund Administrative Tribunal (1993–2010),as president of the International Court of Justice (1997–2000),as vice president of the International Court of Justice (1994–1997),and as Judge of the International Court of Justice (1981–2000). Prior to his tenure on the ICJ,Schwebel served as deputy legal adviser to the U.S. Department of State (1974–1981) and as assistant legal adviser to the U.S. Department of State (1961–1967). He also served as a professor of law at Harvard Law School (1959–1961) and Johns Hopkins University (1967–1981). Schwebel is noted for his expansive opinions in momentous cases such as Legality of the Threat or Use of Nuclear Weapons, Military and Paramilitary Activities in and Against Nicaragua and Oil Platforms.
Abdul Gadire Koroma is a Sierra Leonean jurist. He was the ambassador of Sierra Leone to the United Nations between 1981 and 1985. He served two terms as judge at the International Court of Justice.
James Richard Crawford,AC,SC,FBA was an Australian academic and practitioner in the field of public international law. He was a Judge of the International Court of Justice from February 2015 to his death in 2021. From 1990 to 1992 Crawford was Dean of the Sydney Law School where he was also the Challis Professor of International Law from 1986 to 1992. From 1992 to 2014,he was Whewell Professor of International Law at the University of Cambridge and Fellow in Law at Jesus College,Cambridge. He was formerly Director of the Lauterpacht Centre for International Law,also at Cambridge.
Mohamed Bennouna is a Moroccan diplomat and jurist. He worked as a professor at the Mohammed V University,as a permanent representative of his native country at the United Nations from 1998 to 2001,as a Judge of the International Criminal Tribunal for the former Yugoslavia,and as a judge of the International Court of Justice from 2006 to 2024.
United Nations Security Council Resolution 1914,adopted unanimously on 18 March 2010,after noting the resignation of International Court of Justice (ICJ) judge Shi Jiuyong and that the vacancy must be filled in accordance with the Statute of the ICJ,the Council decided that the election to fill the vacancy would take place on 29 June 2010 at a meeting of the Security Council and at a meeting of the General Assembly at its 64th session.
Xue Hanqin is a Chinese jurist at the International Court of Justice. On 29 June 2010,she was elected to fill the vacancy created by Shi Jiuyong's resignation on 28 May 2010. She is one of three female judges serving on the International Court of Justice (ICJ) and one of only four women elected as members of the Court to date. Xue is the fifth Chinese judge at the ICJ,and the third representing the People's Republic of China.
Joan E. Donoghue is an American lawyer,international legal scholar,former U.S. State Department official,and former president of the International Court of Justice (ICJ). She was first elected to the court in 2010,re-elected in 2014,and elected by the ICJ judges to be president of the ICJ in 2021. She was the third woman to be elected to the ICJ and the first American woman elected as president of the Court.
Julia Sebutinde is a Ugandan jurist. She is currently serving her second term on the International Court of Justice (ICJ) following her re-election on 12 November 2020. She also is the current chancellor of Muteesa I Royal University,a university owned by Buganda kingdom. She has been a judge on the court since March 2012. She is the first African woman to sit on the ICJ. Before being elected to the ICJ,Sebutinde was a judge of the Special Court for Sierra Leone. She was appointed to that position in 2007.
The Sixty-sixth Session of the United Nations General Assembly opened on 13 September 2011 at 15:00 and was presided over by former Qatari permanent representative to the UN Nassir Abdulaziz Al-Nasser. The session ended on 18 September as al-Nasser symbolically passed the gavel to the president of the next session,Vuk Jeremic.

In the set of triennial elections,the General Assembly and the Security Council concurrently elect five judges to the Court for nine-year terms,in this case beginning on 6 February 2021. From the eight candidates,Yuji Iwasawa (Japan),Xue Hanqin (China),Peter Tomka (Slovakia),Julia Sebutinde (Uganda),and Georg Nolte (Germany) have been elected members of the International Court of Justice for a term of office of nine years,as both the Security Council and the General Assembly have agreed on the same candidates.
Géza Herczegh was a Hungarian judge and academic. In 1990,Herczegh was appointed to the Constitutional Court of Hungary. From 1993 to 2003,he was unanimously elected by the United Nations to one of the International Court of Justice,succeeding Manfred Lachs. He filled the remaining year of Lachs' nine-year term and was re-elected to a full term in 1994. In 2003,he was succeeded by Peter Tomka. His daughter,Judge Anita Herczegh,is married to János Áder,former President of Hungary. His successor at the ICJ,Tomka,described him as "a dedicated and open-minded judge interested in finding areas of consensus."
