Phil Carruthers (born December 8,1953) is an American judge and former Minnesota politician and former member and Speaker of the Minnesota House of Representatives. [1] He is also the former director of the Civil Division at the Ramsey County Attorney's Office. On September 14,2011,Governor Mark Dayton appointed Carruthers as a judge to the Minnesota Fourth District Court. [2]
Carruthers came to Minnesota in 1961 with his parents,who were Canadian citizens. He graduated from St. Anthony Village High School and the University of Minnesota before attending the University of Minnesota Law School. He worked for several years as an attorney before seeking public office. He also served on the Metropolitan Council from 1983–1986. He won election to the House in 1986 from Brooklyn Center,representing District 47B,which included portions of Hennepin County. [1] He also maintained a private practice and served as prosecutor for the city of Shorewood during this same time period.
While in the House,Carruthers served as chair of the Metropolitan Affairs Subcommittee on Government Structure,the Local Government and Metropolitan Affairs Subcommittee on Metro Affairs,the Judiciary Subcommittee on Data Privacy,the Rules and Legislative Administration Committee,and the Rules and Legislative Administration Subcommittee on Administration. In 1993,Carruthers was chosen to be Majority Leader when Irv Anderson became Speaker. He served as majority leader during the next two legislative sessions and became chair of the Rules and Legislative Administration Committee. When Anderson stepped down from the House leadership in 1997,Carruthers succeeded him as Speaker. He remained in that position until 1999,when the DFL majority was defeated by the Republican Party,and Steve Sviggum succeeded him as Speaker. He served one more term in the House before retiring in 2001. [1]

Steven A. Sviggum is a Minnesota politician,a former member of the University of Minnesota Board of Regents,and an executive assistant to and communications director for the Republican caucus in the Minnesota Senate. A former Speaker and member of the Minnesota House of Representatives,Sviggum represented District 28B in the southeastern part of the state. The area was known as District 25A until the 1982 legislative redistricting,and then as District 26A until the 1992 redistricting,and has included all or portions of Dakota,Dodge,Goodhue,Olmsted,Steele,Wabasha,Waseca and Winona counties.
James P. Metzen was an American politician and member of the Minnesota Senate. A member of the Minnesota Democratic–Farmer–Labor Party (DFL),he represented District 52,which included portions of Dakota County in the southeastern Twin Cities metropolitan area.
Paul Thissen is an American politician and jurist serving as an associate justice of the Minnesota Supreme Court. He previously served as the Speaker of the Minnesota House of Representatives and DFL Minority Leader. Thissen was the longest-serving leader of the Minnesota House Democrats since Martin Olav Sabo in the 1970s. A member of the Minnesota Democratic-Farmer-Labor Party (DFL),he represented District 61B in south Minneapolis. First elected in 2002,Thissen was reelected every two years through 2016. On April 17,2018,Governor Mark Dayton appointed Thissen to the Minnesota Supreme Court. He was sworn in on May 14,2018. He is the first person to have served both as Minnesota House Speaker and on the Minnesota Supreme Court.
Margaret Anderson Kelliher is an American politician,Director of the Minneapolis Department of Public Works,former Commissioner of the Minnesota Department of Transportation,and a former member of the Minnesota House of Representatives. A member of the Minnesota Democratic–Farmer–Labor Party,she represented District 60A,which includes portions of the city of Minneapolis in Hennepin County,located in the Twin Cities metropolitan area. First elected in 1999,she served until 2011,also serving as the Speaker from 2007 to 2011. She is the second woman to hold the position of House speaker. She was an unsuccessful candidate for the DFL nomination for Governor of Minnesota in the 2010 gubernatorial election,losing to former Senator Mark Dayton. Anderson left the Minnesota House of Representatives at the conclusion of her term in 2011 and re-entered politics when she ran for the DFL nomination to the U.S. House of Representatives in Minnesota's 5th congressional district in 2018,losing to Ilhan Omar. Since 2019 Kelliher,has worked in transportation management roles for the government,first as Commissioner of MnDOT,and later as Director of Public Works for the city of Minneapolis.
Lawrence "Larry" J. Pogemiller is an American politician from Minnesota,and the Commissioner of the Minnesota Office of Higher Education. A member of the Minnesota Democratic-Farmer-Labor Party,he represented northeast Minneapolis districts in the Minnesota Legislature from 1981 to 2011,and served as the Senate's 9th majority leader from 2007 to 2011. As majority leader,he was chair of the Senate Rules Committee and its subcommittees,and also served on the Senate Tax Committee.
Kathy Tingelstad is a Minnesota politician and a former member of the Minnesota House of Representatives who represented District 49B,which primarily includes portions of the cities of Andover and Coon Rapids in Anoka County in the northern Twin Cities metropolitan area. Prior to the 2002 legislative redistricting,the area was known as District 50B. A Republican,she is also a business consultant.

Robert E. "Bob" Vanasek is a Minnesota politician and a former member and Speaker of the Minnesota House of Representatives. A Democrat,he was first elected to the House in 1972 at just 23 years of age,and was re-elected every two years from 1974 to 1990. He represented the old districts 24A and 25A,which included portions of Dakota,Le Sueur,Rice and Scott counties in the southeastern part of the state.
Aubrey W. Dirlam was a Minnesota politician and a former member of the Minnesota House of Representatives who represented the old District 14,District 17,District 17A,and District 21B,which included all or portions of Brown,Kandiyohi,Redwood,Renville and Yellow Medicine counties in the southwestern part of the state. The district number and boundaries changed through the years due to redistricting.
Michelle Louise Helene Fischbach is an American attorney and politician who is the U.S. representative from Minnesota's 7th congressional district. The district,which is very rural,is Minnesota's largest by area and includes most of the western part of the state. A Republican,Fischbach served as the 49th lieutenant governor of Minnesota from 2018 until 2019. As of 2024,she is the last Republican to have held statewide office in Minnesota.
Linda Lee Berglin is a Minnesota politician and a former member of the Minnesota Senate who represented District 61,which includes portions of the city of Minneapolis in Hennepin County,which is in the Twin Cities metropolitan area. A Democrat,she was first elected to the Senate in 1980,and was re-elected in each election until she resigned on August 15,2011,to take a position with Hennepin County. Prior to the 1982 and 1992 redistricting,the area was known as District 59 and District 60,respectively.
Donald Betzold is a Minnesota politician and a former member of the Minnesota Senate who represented District 51,which includes portions of Anoka,Hennepin and Ramsey counties in the northern Twin Cities metropolitan area. Prior to the 2002 redistricting,the area was known as District 48. A Democrat,he was first elected to the Senate in 1992,and was re-elected in 1996,2000,2002 and 2006. He was unseated by Republican Pam Wolf in the 2010 general election.
Geoff Michel is a Minnesota politician and former member of the Minnesota Senate who represented District 41,which included portions of the southwestern Twin Cities suburbs of Edina and Bloomington in Hennepin County. A Republican,he was first elected to the Senate in 2002,succeeding retiring Senator Roy Terwilliger,who represented the area as District 42 before the 2002 legislative redistricting. Michel was reelected in 2006 and 2010.
Theodore J. "Ted" Winter is a Minnesota politician and a former member of the Minnesota House of Representatives from southwestern Minnesota. First elected in 1986 in the Democratic-Farmer-Labor Party's "firestorm" that swept through the region,giving Democrats unprecedented control of southwestern Minnesota for the next several election cycles,Winter served eight terms. He was re-elected in 1988,1990,1992,1994,1996,1998 and 2000. He represented the old District 28A and,later,District 22A,which included all or portions of Cottonwood,Jackson,Lyon,Murray,Nobles and Redwood counties,changing somewhat through redistricting in 1992.
Erin Murphy is an American politician serving as Majority Leader of the Minnesota Senate since 2024. A member of the Minnesota Democratic–Farmer–Labor Party (DFL),she represents District 64,which includes the Highland Park,Macalester-Groveland,Merriam Park,Summit Hill,and St. Anthony Park,neighborhoods of the city of Saint Paul in Ramsey County in the Twin Cities metropolitan area. She is a former Majority Leader of the Minnesota House of Representatives,executive director of the Minnesota Nurses Association,and is also a registered nurse.
Gary W. Laidig is a Minnesota politician and a former member of the Minnesota Senate and the Minnesota House of Representatives. A Republican,he was first elected to the House in 1972,and represented the old District 51A for five terms. In 1982 he ran successfully for the Senate,and represented the old District 55 and,after the 1992 legislative redistricting,the old District 56 until 2001. While in office,he resided in Bayport and Stillwater. The various configurations of his district included portions of Washington County in the eastern Twin Cities metropolitan area. He was not endorsed for re-election in 2000,and was succeeded by Michele Bachmann.
Mary Jo McGuire is an American politician and former member of the Minnesota Senate who represented District 66,which included portions of Ramsey County in the Twin Cities metropolitan area. She previously served in the Minnesota House of Representatives from 1989 to 2003,representing District 54A. Prior to the 1992 legislative redistricting,the area was known as District 63A. She currently serves on the Ramsey County Board and was reelected in 2020.
Terence M. Dempsey was an American politician who was a member of the Minnesota House of Representatives who represented the old House districts 23A and 28B,which included all or portions of Brown,Cottonwood,Nicollet and Redwood counties in the south central part of the state. A Republican,he was an attorney and partner in the New Ulm law firm of Somsen,Dempsey and Schade. Later,he served as a Minnesota district court judge. His brother Jerry Dempsey also served in the Minnesota Legislature.
