Theodore J. "Ted" Winter (born November 26,1949) is a Minnesota politician and a former member of the Minnesota House of Representatives from southwestern Minnesota. First elected in 1986 in the Democratic-Farmer-Labor Party's "firestorm" that swept through the region,giving Democrats unprecedented control of southwestern Minnesota for the next several election cycles,Winter served eight terms. He was re-elected in 1988,1990,1992,1994,1996,1998 and 2000. He represented the old District 28A and,later,District 22A,which included all or portions of Cottonwood,Jackson,Lyon,Murray,Nobles and Redwood counties,changing somewhat through redistricting in 1992. [1]
From the small farm town of Fulda,Winter graduated from Fulda High School in 1967,then went on to Worthington Community College in Worthington,graduating in 1970. He and his family maintain a farm in Nobles County just outside Fulda. [2]
A farmer himself,Winter earned a reputation as a strong advocate for farmers and agricultural issues during his time in office. [3] He had also been an advocate of the somewhat militant Groundswell movement in the mid-1980s in its quest to bring political and social change on behalf of the region's farmers. [4]
While in the legislature,Winter was a member of the House Agriculture,Economic Development,Environment and Natural Resources,Financial Institutions and Insurance,Governmental Operations,Insurance,Local and Urban Affairs,Rules and Legislative Administration,Taxes,Transportation and Transit,and Ways and Means committees,and of various sub-committees relevant to each area. He served as majority leader during the 1997–1999 biennium under House Speaker Phil Carruthers. [5]
In 1998,Winter appeared before the United States House Committee on Agriculture to testify on behalf of the National Farmer's Union regarding the state of the agricultural economy. [6] [7] He ran for president of the Minnesota branch of the organization in 2002,losing to former Minnesota state representative Doug Peterson.
After his service in the legislature concluded,Winter took a position in Windom as an agent with the Minnesota Farmer's Union,which is a non-profit membership-based organization that works to protect and enhance the economic interests and quality of life of family farmers and ranchers and rural communities. On June 1,2010,Winter filed for the open House seat in District 22A,seeking to regain the position he lost to outgoing Rep. Doug Magnus in 2002. [9] In announcing his candidacy,Winter stated he believed his "leadership abilities and past experience can make a real difference next year as we face another deep budget deficit," adding that he was "especially concerned that rural Minnesota be treated equitably" and "should not be expected to bear more than our fair share of budget cuts." [10] He was unsuccessful in his comeback bid,losing the November 2,2010,general election to Republican newcomer Joe Schomacker of Luverne. [11]
Gene P. Pelowski,Jr. is Minnesota politician and member of the Minnesota House of Representatives. A member of the Minnesota Democratic–Farmer–Labor Party (DFL),he represents District 26A,which includes Winona County in southeastern Minnesota. He was also a teacher at Winona Senior High School in Winona.
James Murray Vickerman was an American politician from Minnesota who served as Minnesota State Senator,first elected in 1986 in the Minnesota Democratic-Farmer-Labor Party's "firestorm" that swept southwestern Minnesota during the height of the 1980s Midwestern farm crisis. In that election,he unseated incumbent Senator Doran Isackson,winning by a substantial margin. He was re-elected in 1990,1992,1996,2000,2002 and 2006. On February 22,2010,he announced that he would not seek an eighth term,noting that he was doing so "with the satisfaction that when it's done right,our government can and does serve people." His term officially ended on January 3,2011.
Terry Morrow is a Minnesota politician and former member of the Minnesota House of Representatives. A member of the Minnesota Democratic–Farmer–Labor Party (DFL),he represented District 23A,which included portions of Nicollet and Sibley counties.
David M. Henry Joseph Kalis was an American politician who was a member of the Minnesota House of Representatives,representing southern Minnesota. First elected in 1974,Kalis was reelected every two years until he opted not to seek reelection in 2002. A Democrat,he represented the old Districts 30A and 29B and,later,26B,which included all or portions of Blue Earth,Faribault,Freeborn,Martin and Waseca counties,changing somewhat through redistricting in 1980 and 1990. He was,along with senators Dennis Frederickson,Earl Renneke and Jim Vickerman,and representatives Gilbert Esau and Wendell Erickson,one of the longest-serving legislators from southern Minnesota in the state's history.
Kurt Zellers is an American politician who served as speaker of the Minnesota House of Representatives from 2011 to 2013 and minority leader from 2009 to 2011. A member of the Republican Party of Minnesota,he represented the 34B district in Hennepin County. He was a candidate in the 2014 Minnesota gubernatorial election,losing in the Republican primary.
Mary Ellen Dinkel Otremba was an American politician and a former member of the Minnesota House of Representatives who represented District 11B,which includes portions of Douglas and Todd counties in the west central part of the state. A Democrat,she was also a substitute teacher and farmer. On May 19,2010,she announced that she would not seek an eighth term.
