The Philippine Aerospace Development Corporation (PADC) is a state-owned aerospace and defense technological development corporation integrated to the Department of National Defense through Executive Order No. 78, s. 2019. [1] As of 2021, PADC is under organizational realignment with the Philippine Department of National Defense's and National Security Council's highly classified plans and programs, including but not limited to its vital functions under Presidential Decree No. 415 and amended by Presidential Decree No. 1081. PADC operates a joint venture with Airbus known as Airbus Helicopters Philippines. [4]
The corporation was established on September 5, 1973, by the virtue of Presidential Decree No. 286, which was issued by then-President Ferdinand Marcos. [5] [6] The decree served as the charter of the corporation was revised through Presidential Decree No. 696 issued by Marcos on May 9, 1975. [7]
The mandate of the firm is to establish a "reliable aviation and aerospace industry" in the Philippines, design, manufacture and sell "all forms" of aircraft, as well as to develop indigenous capabilities in the maintenance, repair, and modification of aviation equipment. [8]
It attempted to develop local aircraft such as the PADC Hummingbird helicopter and the PADC Defiant single-engine trainer in the 1980s but the programs were scrapped due to licensing issues and lack of government support [5] with problem of legal issues on intellectual property rights. [9]
Following a meeting of the Governance Commission for GOCCs in late 2017, the option of abolishing PADC was floated. Those present in the meeting citing that the PADC had failed its mandate particularly in successfully designing a plane for the last 45 years. [5]
Then-PADC director, Rene Abad, called for the PADC's ‘revitalization’ instead, to contribute to the country's development and security in 2018. [10]
On March 15, 2019, through Executive Order No. 78 signed by President Rodrigo Duterte, the corporation was effectively transferred from the transportation department to the Department of National Defense. [11]
On May 16, 2022, PADC signed a MOU with HAL to potentially acquire the Prachand [LCH], LUH and the Tejas [Light Combat Aircraft]. [12]
On November 7, 2022, House Bill 3622 was passed in the Senate, which called for extending PADC. [13] On March 21, 2023, Senator Imee Marcos passed Senate Bill No. 2033, which is currently pending in the Senate. [14] It called for the extension of the PADC by 50 years. [14]
Hindustan Aeronautics Limited (HAL) is an Indian public sector aerospace and defence company, headquartered in Bangalore. Established on 23 December 1940, HAL is one of the oldest and largest aerospace and defence manufacturers in the world. HAL began aircraft manufacturing as early as 1942 with licensed production of Harlow PC-5, Curtiss P-36 Hawk and Vultee A-31 Vengeance for the Indian Air Force. The Messerschmitt-Bölkow-Blohm Bo 105 is a light, twin-engine, multi-purpose helicopter developed by Bölkow of Ottobrunn, West Germany. It was the first light twin-engine helicopter in the world, and the first rotorcraft that could perform aerobatic maneuvers such as inverted loops. The Bo 105 features a hingeless rotor system, a pioneering innovation in helicopters when it was introduced into service in 1970. Production of the Bo 105 began at the then-recently merged Messerschmitt-Bölkow-Blohm.

The Airbus Helicopters H155 is a long-range medium-lift passenger transport helicopter developed by Eurocopter from its Dauphin family for civil aviation use. It is a twin-engined aircraft and can carry up to 13 passengers along with 1 or 2 crew, depending on customer configuration. The helicopter is marketed for passenger transport, offshore support, VIP corporate transport and casualty transport duties. In 2015, the EC155 was formally renamed to the H155, in line with Eurocopter's corporate rebranding as Airbus Helicopters. It was succeeded in the product line by the Airbus Helicopters H160.
Iloilo International Airport, also known as Iloilo Airport, and as Cabatuan Airport, after the municipality of Cabatuan, Iloilo, where it is located, is an international airport serving the province of Iloilo in the Philippines, including its capital city, Iloilo City, the regional center of the Western Visayas region. It opened its doors to commercial traffic on June 14, 2007, after a decade of planning and construction, replacing Mandurriao Airport in Mandurriao, Iloilo City, which had been in service for over seventy years. As a result, the new airport inherited its IATA and ICAO airport codes, as well as its position as the fourth-busiest airport in the Philippines, from its predecessor. It was the fifth-busiest airport in the Philippines in 2022. It is the first airport in both Western Visayas and the island of Panay to be built to international standards, and it is also considered to be the primary gateway into the region. It is classified as an international airport by the Civil Aviation Authority of the Philippines.

The Philippine Air Force (PAF) is the aerial warfare service branch of the Armed Forces of the Philippines. Initially formed as part of the Philippine Army as the Philippine Army Air Corps (PAAC) in 1935, the PAAC eventually saw combat during World War 2 and was formally separated from the Army in 1947 as a separate service branch of the AFP under Executive Order No. 94. At present, the PAF is responsible for both defending Philippine airspace, and conducting aerial operations throughout the Philippines, such as close air support operations, combat air patrols, aerial reconnaissance missions, airlift operations, helicopter tactical operations, special operations, and aerial humanitarian operations, which includes search and rescue operations. The Armed Forces of the Philippines (AFP) Modernization Act, officially designated as Republic Act No. 7898, was a Philippine law that was enacted on February 23, 1995, by President Fidel V. Ramos. It was aimed to modernize all branches of the Armed Forces of the Philippines (AFP) such as the Philippine Air Force, Philippine Navy, and the Philippine Army. The law was amended by Republic Act No. 10349, also known as the Revised AFP Modernization Act, on December 11, 2012.
