Cluj-Napoca, or simply Cluj, is the second-most populous city in Romania and the seat of Cluj County in the northwestern part of the country. Geographically, it is roughly equidistant from Bucharest, Budapest and Belgrade. Emil Boc is a Romanian politician who was Prime Minister of Romania from 22 December 2008 until 6 February 2012 and is the current Mayor of Cluj-Napoca, the largest city of Transylvania, where he was first elected in July 2004. Boc was also the president of the Democratic Liberal Party (PDL), which proposed and supported him as Prime Minister in late 2008, from December 2004 until July 2012.

Positions contested included half the seats in the Senate, which are elected for six-year terms, and all the seats in the House of Representatives, who were elected for three-year terms. Parliamentary elections were held in Romania on 30 November 2008. The Democratic Liberal Party (PDL) won three more seats than PSD in the Chamber of Deputies and the Senate, although the alliance headed by the Social Democratic Party (PSD) won more votes and a fractionally higher vote share. The two parties subsequently formed a governing coalition with Emil Boc of the PDL as Prime Minister.

The coat of arms of Cluj-Napoca is the heraldic symbol standing for the city of Cluj-Napoca, Romania. The city's first recorded coat of arms dates back to 1369, and since then, the coat of arms has mostly kept its features, until 1948. In 1970 a new coat of arms was designed by the communist authorities, inserting the original heraldic symbol.

The Democratic Liberal Party was a liberal-conservative political party in Romania. The party was formed on 15 December 2007, when the Democratic Party (PD) merged with the Liberal Democratic Party (PLD). On 17 November 2014 the PDL officially merged into the National Liberal Party (PNL), ceasing to exist. The PDL was associated with Traian Băsescu, who was previously leader of the PD and President of Romania from 2004 to 2014.

Péter Eckstein-Kovács is a Romanian lawyer and politician. A former member of the Democratic Alliance of Hungarians in Romania (UDMR), he was a member of the Romanian Chamber of Deputies for Cluj County from 1990 to 1992 and a member of the Cluj-Napoca city council from 1992 to 1996. That year, he was elected to the Romanian Senate, where he served until 2008, except for a stint as Minister-Delegate for National Minorities in the Radu Vasile cabinet (1999) and a break until he was elected again in November 2000.

The 2020 Ukrainian local elections took place on Sunday 25 October 2020. In the election, deputies of district councils and rural townships were elected and elections for city mayors were held. The 2022 United Kingdom local elections took place on Thursday 5 May 2022. These included elections for all London borough councils, for all local authorities in Wales and Scotland. Most seats in England were last up for election in 2018 and in Scotland and Wales in 2017. The elections coincided with the 2022 Northern Ireland Assembly election. In 91 cases, most of them in Wales, council seats were uncontested, each having only one candidate. Three seats in Scotland remained unfilled as no one nominated to fill them.

Local elections were held in Taiwan on 26 November and 18 December 2022 to elect county magistrates, county (city) councilors, township mayors, township councilors and chiefs of village (borough) in 6 municipalities and 16 counties (cities). Elected officials would serve a four-year term. The election was held alongside the 2022 Taiwanese constitutional referendum.
