Prathiba Maninder Singh (born 20 July 1968) is a sitting judge of the Delhi High Court,in India. [1] She has made significant contributions to academic literature and legal developments in Indian intellectual property law,as a practicing lawyer,and as an advisor to several legislative committees concerned with drafting related legislation. [2] [3]
Singh studied law at the University Law College in Bengaluru,Karnataka,and obtained an LL.M. from the University of Cambridge on a Cambridge Commonwealth Trust scholarship. [1] In 2013,she established the Prathiba Singh Scholarship for LL.M candidates at the University of Cambridge,to provide financial support to Indian students who were studying for a Masters in Law. [4]
She is married to former Additional Solicitor General of India,Maninder Singh.[ citation needed ]
Singh joined the bar in 1991 and practiced primarily in the field of intellectual property law,acting as the managing partner in a law firm. She was appointed by the Delhi High Court to consult with them to improve the functioning of the Copyright Office,and also consulted with a High Level Parliamentary Panel on streamlining the patent examination process in India. She has also provided expert advice to parliamentary committees on proposed amendments to intellectual property laws in India,including the Patents Act,and Copyright Amendment Act,2012. [5] Singh was also a member of a panel that was constituted to draft India's National Intellectual Rights Policy in 2014. [6]
In 2013,Singh notably represented Cipla against Novartis in Novartis v. Union of India &Others ,in a case that established Cipla's right to produce generic versions of cancer medication patented by Novartis. [7] [8] The case was widely reported and is significant in intellectual property jurisprudence in India. [9] [10] In 2016,Singh represented the petitioners in a case filed against instant messaging service,WhatsApp,in which the Delhi High Court ordered WhatsApp to remove user information belonging to those who had deleted their WhatsApp accounts in anticipation of changes to WhatsApp's privacy policy. Singh was appointed a senior counsel by the Delhi High Court in 2013. [2]
In her capacity as the president of the Asian Patent Attorney Association,Singh had filed a writ petition in the Delhi High Court,challenging the limited amount of resources that were allocated to the Intellectual Property Appellate Board (IPAB),and following directions from the court in her petition,a permanent office for the IPAB was established in Delhi. Singh was appointed a permanent judge in the Delhi High Court on 15 May 2017. [1] In 2019,Singh issued an order criticising the functioning of the Indian Intellectual Property Appellate Board,calling for reforms and restructuring. [14]
The Central Bureau of Investigation (CBI) is the domestic crime investigating agency of India. It operates under the jurisdiction of the Ministry of Personnel,Public Grievances and Pensions. Originally set up to investigate bribery and governmental corruption,in 1965 it received expanded jurisdiction to investigate breaches of central laws enforceable by the Government of India,multi-state organised crime,multi-agency or international cases. Imatinib,sold under the brand names Gleevec and Glivec (both marketed worldwide by Novartis) among others,is an oral targeted therapy medication used to treat cancer. Imatinib is a small molecule inhibitor targeting multiple tyrosine kinases such as CSF1R,ABL,c-KIT,FLT3,and PDGFR-β. The 2G spectrum case was a political controversy in which politicians and private officials of the United Progressive Alliance (UPA) coalition government India were allegedly involved in selling or allotting 122 2G spectrum licenses on conditions that provided an advantage to specific telecom operators. A. Raja,then Telecom Minister,was accused of selling 2G spectrum licenses at a very low cost which resulted in the loss of ₹1,760 billion in government revenue. Raja was also accused of not following rules and regulations as well as not recognizing any advice from the Ministries of Finance and Law and Justice of India while allotting 2G spectrum licenses to telecom operators. Series of allegations were made on allotting 2G spectrum licenses including allegations from Central Bureau of Investigation after investigating the case alleging Raja for intentionally advancing the cut-off date to favour some specific firms,which were allegedly ineligible for applying for telecom licenses,in return for bribes.
Novartis v. Union of India &Others is a landmark decision by a two-judge bench of the Indian Supreme Court on the issue of whether Novartis could patent Gleevec in India,and was the culmination of a seven-year-long litigation fought by Novartis. The Supreme Court upheld the Indian patent office's rejection of the patent application.

Basheer was a Ministry of Human Resource Development Chaired Professor of Intellectual Property Law at the WBNUJS,Kolkata,and the Frank H. Marks Visiting Associate Professor of Intellectual Property Law at the George Washington University Law School,and a research associate at the Oxford Intellectual Property Research Center (OIPRC). Basheer intervened in the landmark Novartis case,filed a number of other public interest litigations and took initiative to bring about changes in the IPR regime in India.
Ravinder Singh Dhull is a lawyer/politician of the State of Haryana,India. He is currently serving as Legal Advisor to Congress Legislative Party,Haryana headed by Leader of Opposition Haryana Chaudhary Bhupinder Singh Hooda,National Media Penalist Indian National Congress and State Spokesperson Haryana Pradesh Congress Committee. He was appointed to the post on 9 June 2021. He is former Additional Advocate General for the State of Haryana and remained posted in the Punjab and Haryana High Court. He is former State Media Penalist for Bhartiya Janta Party,Haryana. Earlier he has served as State Spokesperson for the Indian National Lok Dal from August 2014 till June 2019. His father Parminder Singh Dhull served as two time Member of Legislative Assembly of Haryana from Julana constituency in Jind District. His grand father Chaudhary Dal Singh was a noted politician of the area and six time M.L.A. from District Jind. He resigned from the office of Advocate General Haryana during the 2020–2021 Indian farmers' protest on 20 October 2020 in protest of the controversial three farmer bills being passed by the Parliament of India.
The Chancellor,Masters and Scholars of the University of Oxford and Others v. Rameshwari Photocopy Services and Others,colloquially known as the DU Photocopy Case,was an Indian copyright law court case in the Delhi High Court filed by academic publishers Oxford University Press,Cambridge University Press and Taylor &Francis,against Rameshwari Photocopy Services and the University of Delhi,the former being a shop licensed to operate within the precincts of the Delhi School of Economics,University of Delhi. The plaintiffs alleged copyright infringement and sought a permanent injunction,and the defendants successfully argued that their actions fell within the bounds of fair dealing.
