Raghava Krishnaswami Raghavan is a former Indian police chief and diplomat. He was the director of the Central Bureau of Investigation from 4 January 1999 to 30 April 2001. [1] [2] [3] [4] [5] [6] He investigated high profile cases such as the Priyadarshini Mattoo murder case,the 2000 South Africa cricket match fixing,and the 2002 Gujarat riots. [7] [8] [9] [10]
Raghavan was assisted by Ashok Malhotra,a former CBI Deputy Inspector General,and SIT lawyer R. S. Jamuwar,both "outsiders to Gujarat" in the Gujarat riots case. [11] [12] In April 2014,the Supreme Court praised the investigations done by the Special Investigation Team (SIT) headed by Raghavan and declined to re-constitute another. [13] [14] [15] He was appointed as India's High Commissioner to the Republic of Cyprus on 30 August 2017. [16]
Raghavan's family moved to Mylapore,in Madras,Tamil Nadu when he was aged seven. [17] His grandfather C.R. Srinivasa Iyengar was deputy director of the Department of Agriculture. He has an M.A. in Politics and Public Administration from Madras University,an M.S. in Criminal Justice from Temple University,Philadelphia,and a Ph.D. in Political Science. He was a visiting fellow at Rutgers University and the Harvard Law School. He is from 1963 cadre. He was also the director of Tamil Nadu Fire Service. Raghavan is a steadfast devotee of Lord Venkateshwara. Raghavan was the director-general of Tamil Nadu's State Vigilance Directorate for six years from 1993 to 1999,overseeing the corruption cases against AIADMK leader Jayalalithaa. In his 15-year stint with the Intelligence Bureau,he was posted to Shillong,Delhi and Chennai.
Raghavan became the 19th CBI director in 1999,from a panel comprising Andhra Pradesh police chief H.J. Dora and officiating director Trinath Mishra. [18] [19] He headed Interpol in India,and set up India's first cyber crime investigation cell. He was also Corporate Security adviser with Tata Consultancy Services. [20] [21] [22] He was also consulting adviser in O.P. Jindal's Board of Management. [23]

BCCI later asked Raghavan to probe 2013 IPL scandal. [34] [35] He was appointed as India's High commissioner[Ambassador] to cyprus on 30/8/2017 [36]
Raghavan is recipient of Indian Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

The Godhra train burning occurred on the morning of 27 February 2002,when 59 Hindu pilgrims and karsevaks returning from Ayodhya were killed in a fire inside the Sabarmati Express near the Godhra railway station in Gujarat,India. The cause of the fire remains disputed. The Gujarat riots,during which Muslims were the targets of widespread and severe violence,took place shortly afterward.
The 2002 Gujarat riots,also known as the 2002 Gujarat violence or the Gujarat pogrom,was a three-day period of inter-communal violence in the western Indian state of Gujarat. The Gulbarg Society massacre took place on 28 February 2002,during the 2002 Gujarat riots,when a crowd started stone pelting the Gulbarg Society,a Muslim neighbourhood in the eastern part of Chamanpura,Ahmedabad in the Indian state of Gujarat. Most of the houses were burnt,and at least 35 victims,including a former Congress Member of Parliament,Ehsan Jafri,were burnt alive,while 31 others went missing after the incident,later presumed dead,bringing the total deaths to 69.

He is known for his role in filing an affidavit in the Supreme Court of India against the then Chief Minister of Gujarat,Narendra Modi,concerning Modi's alleged role in the 2002 Gujarat riots. He claimed to have attended a meeting,during which Modi allegedly asked top police officials to let Hindus vent their anger against the Muslims. However,the Special Investigation Team appointed by the Supreme Court of India concluded that Bhatt did not attend any such meeting,and dismissed his allegations.
The Naroda Patiya massacre took place on 28 February 2002 at Naroda,in Ahmedabad,India,during the 2002 Gujarat riots. 97 Muslims were killed by a mob of approximately 5,000 people,organised by the Bajrang Dal,a wing of the Vishva Hindu Parishad,and allegedly supported by the Bharatiya Janata Party which was in power in the Gujarat State Government. The massacre at Naroda occurred during the bandh (strike) called by Vishwa Hindu Parishad a day after the Godhra train burning. The riot lasted over 10 hours,during which the mob plundered,stabbed,sexually assaulted,gang-raped and burnt people individually and in groups. After the conflict,a curfew was imposed in the state and Indian Army troops were called in to contain further violence.

The Truth:Gujarat 2002 was an investigative report on the 2002 Gujarat riots published by India's Tehelka news magazine in its 7 November 2007 issue. The video footage was screened by the news channel Aaj Tak. The report,based on a six-month-long investigation and involving video sting operations,stated that the violence was made possible by the support of the state police and the then Chief Minister of Gujarat Narendra Modi for the perpetrators. The report and the reactions to it were widely covered in Indian and international media. The recordings were authenticated by India's Central Bureau of Investigation on 10 May 2009.
On 15 June 2004,officers of the Ahmedabad Police Crime Branch and members of the Subsidiary Intelligence Bureau (SIB) of Ahmedabad shot and killed four people. Those killed in the incident were Ishrat Jahan Raza,a 19-year-old woman from Mumbra,Maharashtra,and three men –Javed Ghulam Sheikh,Amjad Ali Rana and Zeeshan Johar. The Indian Central Bureau of Investigation (CBI) made allegations about the entire operation being an instance of "encounter killing". The state agencies and police claimed that Ishrat Jahan and her associates were Lashkar-e-Taiba (LeT) operatives involved in a plot to assassinate the Chief Minister of Gujarat,Narendra Modi.
Tulsiram Prajapati was a man,who was killed while in custody at 5 am on 26 December 2005. The case is widely believed to have been an encounter killing by the Gujarat Police. DIG D.G. Vanzara has been in jail for seven years,on charges of having organised this encounter,among others.
Rahul Sharma is an ex Indian Police Service (IPS) officer of the Gujarat cadre turned practicing lawyer with Gujarat High Court. He was inducted into the service in 1992. He played a crucial role in policing operations during the 2002 Gujarat riots. He was seconded to the Central Bureau of Investigation (CBI) in 2004,and served there for the next three years. Later,he served as the DIG at Rajkot,Gujarat until seeking voluntary retirement from active service in 2015.

Modi has over 33 years of experience in the Indian Police Service (IPS). He served as Director-General of the NIA from October 30,2017 and hold this position till his superannuation on May 31,2021. The Director-General is highest ranking agency executive in the NIA appointed by central/federal government of India,and Y.C. Modi is the 4th person to hold this post after Radha Vinod Raju,SC Sinha and Sharad Kumar.
