Radha Kumar is an Indian feminist, academic and author. Her work focuses on ethnic conflicts and peace processes from a strongly feminist perspective.

Early life

Kumar is the daughter of Lovraj Kumar, a former bureaucrat and member of the elite Indian Administrative Service, and the economic historian Dr Dharma Kumar. While Lovraj Kumar belongs to Uttarakhand, Dharma hails from a Tamil Brahmin family from south India. Radha Kumar grew up in Delhi and studied in Modern School (New Delhi).

She studied for her master's degree in English Literature at Newnham College, Cambridge, [1] (the college at which her mother had previously studied), before taking her PhD at Jawaharlal Nehru University.

Career

Kumar has written several books on a wide range of subjects, mostly dealing with gender issues in a conflict situation. Usually, the conflicts that she has chosen to address in this manner have involved a Muslim party or a communist party or both of these. Kumar has been a director at the Nelson Mandela Centre for Peace and Conflict Resolution at Jamia Milia Islamia, a Muslim minority institution located in Delhi. She is also co-founder and Director-General of the Delhi Policy Group, a think-tank which has received generous funding from US-based agencies including the Ford Foundation. [2]

Kumar, along with over 40 historians, economists, academics, activists, artists, entrepreneurs, lawyers, and media personalities from 13 countries will speak at the South Asia Union Summit Led by Women which will be held virtually from October 2–3, 2021. This goal of the summit is to discuss solutions for peace, social justice and gender equality. [3]

Kashmir interlocutor panel

In October 2010, Kumar was appointed as one of the three interlocutors for Jammu and Kashmir appointed by the Cabinet Committee on Security (CCS) of the Central Government of India. [4] [5] The panel was headed by Dilip Padgaonkar, former editor of the Times of India. and the other member was M.M. Ansari, a former Election Commissioner of India.

Within a few weeks of the panel's constitution, and after private hints had failed, a public reprimand was issued to the panel by P. Chidambaram, home minister of India, for speaking too freely and too frequently to the press; and also for pushing various schemes and solutions, when the assigned job of the panel was to gauge and summarize the views and ideas of Kashmiri society. All of these criticisms pertained to actions taken by Kumar. Her reaction to the reprimand was to tell the press that the home minister (who had appointed the panel) had no business to tell the interlocutors what they should do.

Politics of Jammu and Kashmir Union Territory In India

Jammu and Kashmir is administered by the Republic of India within the framework of a federal parliamentary republic as a union territory, like the union territory of Puducherry, with a multi-party democratic system of governance. Until 2019, it was governed as a state administered by India. Politics in the region reflects the historical tension and dispute that the state has been a part of in the form of the Kashmir conflict. Narinder Nath Vohra

An interlocutor is someone who informally explains the views of a government and also can relay messages back to a government. Unlike a spokesperson, an interlocutor often has no formal position within a government or any formal authority to speak on its behalf, and even when they do, everything an interlocutor says is his own personal opinion and not the official view of anyone. Communications between interlocutors are often useful at conveying information and ideas. Often interlocutors will talk with each other before formal negotiations. Interlocutors play an extremely important role in Sino-American relations.

Dharma Kumar was an Indian economic historian, noted for her work on the agrarian history of India. Her Ph.D at Cambridge on the agrarian history of South India was awarded the Ellen MacArthur Prize, and was published as Land and Caste in South India.

The Cabinet Committee on Security (CCS) of the Government of India discusses, debates and is the final decision-making body on senior appointments in the national security apparatus, defence policy and expenditure, and generally all matters of India's national security. The CCS is chaired by the Prime Minister of India.

Kamla Bhasin Social scientist

Kamla Bhasin was an Indian developmental feminist activist, poet, author and social scientist. Bhasin's work, that began in 1970, focused on gender, education, human development and the media. She lived in New Delhi, India. She was best known for her work with Sangat - A Feminist Network and for her poem Kyunki main ladki hoon, mujhe padhna hai. Nivedita Menon

Nivedita Menon is an Indian feminist writer and a professor of political thought at Jawaharlal Nehru University, Delhi. She previously taught at Lady Shri Ram College and the Department of Political Science at Delhi University. She is known for strong positions on several political issues, including nuclear power and the Kashmir conflict.

Uma Chakravarti Indian historian and filmmaker

Uma Chakravarti is an Indian historian and filmmaker. Beginning in the 1980s, Chakravarti wrote extensively on Indian history highlighting issues relating to gender, caste, and class, publishing seven books over the course of her career. Meenakshi Gopinath

Meenakshi Gopinath is an Indian educationist, political scientist, writer and a former principal of Lady Shri Ram College, New Delhi. She is the founder and incumbent director of the Women in Security Conflict Management and Peace (WISCOMP), a non governmental organization promoting peace and socio-political leadership among the women of South Asia and a former member of the National Security Advisory Board, the first woman to serve the Government of India agency. She has served as a member of the selection panel of the Lokpal, a legal body which has jurisdiction over the legislators and government officials of India. The Government of India awarded her the fourth highest civilian honour of the Padma Shri, in 2007, for her contributions to Indian educational sector. She is a co-editor of the International Feminist Journal of Politics, the leading journal of feminist international relations and global politics.

Shehla Rashid Indian student activist

Shehla Rashid Shora is an Indian human rights student activist who has pursued her Ph.D. at Jawaharlal Nehru University. She was vice-president of the Jawaharlal Nehru University Students' Union (JNUSU) in 2015–16 and was a member of the All India Students Association (AISA). She rose to prominence whilst leading the student agitation calling for the release for Kanhaiya Kumar, Umar Khalid and others who were arrested on charges of sedition in February 2016 for participating and organizing sloganeering in JNU.

Justice Gita Mittal is an Indian judge, she is the former Chief Justice of the Jammu and Kashmir High Court, and the first woman judge to serve in that capacity. She has also served as the Acting Chief Justice and Judge of Delhi High Court.

The Kashmir Conflict has been characterized by large scale usage of sexual violence by multiple belligerents since its inception.

Women's rights in Jammu and Kashmir is a major issue. Many small organisations have been formed to struggle for women's rights in Jammu and Kashmir. The 1947 accession of Jammu and Kashmir to India has led to conflict affecting the region's women. Kashmiri women, members of a patriarchal society, have had to fight inequality and discrimination. Various scholars along with many human rights organisations state that since the onset of the insurgency in Jammu and Kashmir in 1988, rape has been leveraged as a 'weapon of war' by the Indian security forces comprising the Indian Army, Central Reserve Police Force (CRPF) and Border Security personnel. The frequent cases of rape against Kashmiri Muslim women by Indian state security forces regularly goes unpunished. they have also been victims of violence by the militants.
