An interlocutor is someone who informally explains the views of a government and also can relay messages back to a government. Unlike a spokesperson, an interlocutor often has no formal position within a government or any formal authority to speak on its behalf, and even when they do, everything an interlocutor says is his own personal opinion and not the official view of anyone. Communications between interlocutors are often useful at conveying information and ideas. Often interlocutors will talk with each other before formal negotiations. Interlocutors play an extremely important role in Sino-American relations.
Dharma Kumar was an Indian economic historian, noted for her work on the agrarian history of India. Her Ph.D at Cambridge on the agrarian history of South India was awarded the Ellen MacArthur Prize, and was published as Land and Caste in South India.

She previously taught at Lady Shri Ram College and the Department of Political Science at Delhi University. She is known for strong positions on several political issues, including nuclear power and the Kashmir conflict.
Uma Chakravarti is an Indian historian and filmmaker. Beginning in the 1980s, Chakravarti wrote extensively on Indian history highlighting issues relating to gender, caste, and class, publishing seven books over the course of her career. She has served as a member of the selection panel of the Lokpal, a legal body which has jurisdiction over the legislators and government officials of India. The Government of India awarded her the fourth highest civilian honour of the Padma Shri, in 2007, for her contributions to Indian educational sector. She is a co-editor of the International Feminist Journal of Politics, the leading journal of feminist international relations and global politics.
Shehla Rashid Shora is an Indian human rights student activist who has pursued her Ph.D. at Jawaharlal Nehru University. She was vice-president of the Jawaharlal Nehru University Students' Union (JNUSU) in 2015–16 and was a member of the All India Students Association (AISA). She rose to prominence whilst leading the student agitation calling for the release for Kanhaiya Kumar, Umar Khalid and others who were arrested on charges of sedition in February 2016 for participating and organizing sloganeering in JNU.
Justice Gita Mittal is an Indian judge, she is the former Chief Justice of the Jammu and Kashmir High Court, and the first woman judge to serve in that capacity. She has also served as the Acting Chief Justice and Judge of Delhi High Court.
The Kashmir Conflict has been characterized by large scale usage of sexual violence by multiple belligerents since its inception.
Women's rights in Jammu and Kashmir is a major issue. Many small organisations have been formed to struggle for women's rights in Jammu and Kashmir. The 1947 accession of Jammu and Kashmir to India has led to conflict affecting the region's women. Kashmiri women, members of a patriarchal society, have had to fight inequality and discrimination. Various scholars along with many human rights organisations state that since the onset of the insurgency in Jammu and Kashmir in 1988, rape has been leveraged as a 'weapon of war' by the Indian security forces comprising the Indian Army, Central Reserve Police Force (CRPF) and Border Security personnel. The frequent cases of rape against Kashmiri Muslim women by Indian state security forces regularly goes unpunished. they have also been victims of violence by the militants.
