Mothakapalli Venkatappa Rajeev Gowda [2] is an Indian politician and academician. He is a former member of parliament in the Rajya Sabha and a national spokesperson for the Indian National Congress. He also currently serves as Chairman of the "Congress Research Department". [3] He was Professor of Economics and Social Sciences [4] and the Chairperson of the Centre for Public Policy at the Indian Institute of Management, Bangalore and taught a range of courses. He served as the Director of the Central Board, Reserve Bank of India. [5] He is currently the Advisor for Bridge India, [6] a progressive non-profit think tank set up in London in 2018.

Personal life

Rajeev Gowda was born into an eminent family in Bangalore and his father's and uncle's public lives influenced his own political ambitions. [7] His father, M. V. Venkatappa (1932–2013), held the positions of speaker of the Karnataka Legislative Assembly and chairperson of the Karnataka Legislative Council. Venkatappa had worked as a member of Land Reforms Committee from 1972 to 1974 during the chief ministership of D. Devaraj Urs. He was also a prominent politician and was elected twice from the Mulbagal constituency, and also served as member of the upper house of the legislature for two terms. [8] Gowda's mother, Subhadra, is a social worker and has served as president of the Karnataka Mahila Sabha. His uncle M. V. Krishnappa was involved in India's independence movement and was also the founder of the Bangalore Dairy. He was a minister in Jawaharlal Nehru's cabinet and was elected to the Lok Sabha six times. In his youth, Gowda was active in student politics and was the vice-president of the students union at St. Joseph's College, Bangalore in 1982–83. [9] Later, he moved to the United States for his higher education and built his academic career there, attaining tenure as a professor at the University of Oklahoma before moving back to India after more than 16 years abroad to teach at the Indian Institute of Management, Bangalore and pursue his political ambitions. [9]

Rajeev Gowda is married to Sharmila Bhaktaram. [7] [9]

Education

Gowda studied economics and political science at St. Joseph's College, Bangalore. He was awarded the Bangalore University gold medal in political science and secured a fully funded scholarship to pursue Masters in Economics in Fordham University, New York. He holds a PhD in Public Policy & Management from Wharton School, University of Pennsylvania, USA. He was also a postdoctoral fellow in Law & Economics from University of California, Berkeley.

Professional career

In 1991, Gowda was awarded the John M. Olin Post-doctoral Fellow in Law and Economics- Law School (Boalt Hall), University of California, Berkeley, USA. He was a visiting scholar at the Center for Jurisprudence and Social Policy- Law School (Boalt Hall), University of California. In the year 1992, he joined the University of Oklahoma as assistant professor of Political Science. From 1999 to 2000 he held the positions of associate professor of Political Science and Research Fellow in Science and Public Policy at the University of Oklahoma. He was also the Coordinator, Interdisciplinary Perspectives on the Environment Program at the university in 1999. [4] In 2000, he moved to India to help set up the Centre for Public Policy at Indian Institute of Management, Bangalore and was chairperson of the centre. [10] At present he is a professor at Indian Institute of Management, Bangalore.

His other professional appointments include being a Carnegie Council Global Ethics Fellow and a Member of the Central Board, Reserve Bank of India. He has also held the positions of Director, General Insurance Corporation of India, 2007–2010 and Member, Executive Council, Rajiv Gandhi National Institute of Youth Development, 2008–present. He has been an invited columnist for several publications including Deccan Herald, Economic Times, India Today, Times of India and Outlook. [2]

Prof. Gowda also co-founded the acclaimed Karnataka Quiz Association in 1983, and was the national runner up on BBC TV's Mastermind India in 2001. [11]

Gowda is a renowned expert in election law. He contributed to the Routledge Handbook of Election Law. [12]

Political career

Rajeev Gowda was chosen to launch the Congress party's younger generation election campaign nationally in Guwahati, 2004.

At the Karnataka Pradesh Congress Committee, he is the official Spokesperson and Member of the Manifesto Committee. He was the Chairman of the BBMP Election Manifesto Drafting Committee, 2010 and an Ex-Convenor, Vichar Vibhag.

Jawaharlal Nehru was an Indian anti-colonial nationalist, secular humanist, social democrat, author and statesman who was a central figure in India during the middle of the 20th century. Haradanahalli Doddegowda Deve Gowda is an Indian politician who served as the prime minister of India from 1 June 1996 to 21 April 1997. He was previously the 14th Chief Minister of Karnataka from 1994 to 1996. He presently is a Member of Parliament in the Rajya Sabha representing Karnataka. He is the national president of the Janata Dal (Secular) party. Born in a farming family, he joined the Indian National Congress party in 1953, and remained a member until 1962. He was imprisoned during the Emergency. He became President of the state unit of Janata Dal in 1994, and was considered to be a driving force in the party's victory in Karnataka. He served as the 8th Chief Minister of Karnataka from 1994 to 1996. In the 1996 general elections, no party won enough seats to form a government. When the United Front, a coalition of regional parties, formed the central government with the support of the Congress, Deve Gowda was unexpectedly chosen to head the government after V. P. Singh and Jyoti Basu declined the post and he was elected Prime Minister. During his tenure as prime minister, he also served as Home Minister for some time. His prime ministerial tenure lasted for less than a year. After his prime ministerial tenure, he was elected to the 12th (1998), 14th (2004), 15th, and 16th Lok Sabha, as Member of Parliament for the Hassan Lok Sabha constituency. He lost Lok Sabha elections in 2019 from Tumkuru but has been elected to Rajya Sabha since.

Somanahalli Mallaiah Krishna is an Indian politician who served as Minister of External Affairs of India from 2009 to October 2012. He was the 10th Chief Minister of Karnataka from 1999 to 2004 and the 19th Governor of Maharashtra from 2004 to 2008. SM Krishna had served as the Speaker of the Karnataka Vidhan Sabha from December 1989 to January 1993. He was also a member of Lok Sabha and Rajya Sabha at various times from 1971 to 2014. In 2023, Krishna was awarded the Padma Vibhushan, the second highest civilian award of India.

Jairam Ramesh is an Indian politician belonging to INC. He is a Member of Parliament representing Karnataka state in the Rajya Sabha. In July 2011, Jairam was elevated to the Union Council of Ministers of India and appointed Minister of Rural Development and Minister of the new Ministry of Drinking Water and Sanitation. However, in the cabinet reshuffle in October 2012, he was divested of the portfolio of Ministry of Drinking Water and Sanitation. He was previously the Indian Minister of State at the Ministry of Environment and Forests from May 2009 to July 2011.

Siddaramaiah, also referred to by his nickname Siddu, is an Indian politician who is serving as the 22nd Chief Minister of Karnataka from 20 May 2023. He also held that position previously from 2013 to 2018, being only the second person to hold that office for a full five-year term. He belongs to the Indian National Congress and is presently the leader of the Congress Legislative Party. He represented the Varuna Assembly constituency from 2023, previously from 2008 to 2018, Badami Assembly constituency from 2018 to 2023, and from Chamundeshwari Assembly constituency from 2004 to 2007, 1994 to 1999 and from 1983 to 1989 in the Karnataka Legislative Assembly. He served as the Deputy Chief Minister of Karnataka from 1996 to 1999 and from 2004 to 2005 while he was a member of the Janata Dal and Janata Dal (Secular). He was also the leader of the opposition in the Karnataka Legislative Assembly from 2013 to 2014. He is currently the president of the Karnataka State Janata Dal (Secular). He is a member of Lok Sabha, having been elected from Mandya and the former member of the Karnataka Legislative Assembly from Channapatna from 2018 to 2024, Ramanagara from 2004 to 2009 and from 2013 to 2018. He is the son of former prime minister of India & former Chief Minister of Karnataka H. D. Deve Gowda.

The 2013 Karnataka Legislative Assembly election was held on 5 May 2013 to elect members from 223 constituencies in the Indian state of Karnataka. The election for the Piriyapatna constituency was postponed to 28 May 2013 due to the death of the BJP candidate for the seat. The voter turnout in the state was 70.23%.

The 2018 Karnataka Legislative Assembly election was held on 12 May 2018 in 222 constituencies to the Karnataka Legislative Assembly. The election was postponed in Jayanagar and Rajarajeshwari Nagar, following the death of the MLA B. N. Vijaya Kumar and a voter fraud scandal respectively till 28 May. The election saw a voter turnout of 72.13 per cent, the highest in Karnataka since several decades. The counting of votes took place on 15 May 2018.

Gowda defeated the incumbent MP and former Chief Minister of Karnataka R. Gundu Rao and thus BJP won the elections for the 1st time in Bangalore South.
