Raman Srivastava was a 1973 batch Indian Police Service officer who served as the Director general of police in Kerala Police from February 2005 till November 2008. [1] He is also a former Director General of the Border Security Force (BSF), the border patrol agency of the Government of India. [2] [3]
Srivastava was a 1973 batch IPS officer of the Kerala cadre. Before becoming Director General of BSF, he was Special Secretary (Internal Security) in the Ministry of Home Affairs. [4] [5] Before that, he served as Director General of Police of Kerala and occupied various policing positions in a 33 year career. [6] He also maintained very cordial relations with all parties and factions, notably K. Karunakaran, Oommen Chandy and Pinarayi Vijayan. [7] In 2017, he was appointed by Pinarayi Vijayan as a special police advisor of the rank of the Chief Secretary. [8]
He was caught in a controversy following his alleged involvement in the ISRO spy ring case in the 1990s which was obviously a fake allegation on the part of other Indian Police Service officers investigating the case. [9] [10] Later, Supreme Court of India itself dismissed the case for being vague and baseless. He also dragged serious controversy over his alleged order resulting in the death of a 11-year-old girl named Sirajunnisa, during his tenure in the State of Kerala as the Deputy Inspector General of Police. Kannoth Karunakaran was an Indian politician and member of the Indian National Congress (INC). He served as the Chief Minister of Kerala four times during the late 1970s through the mid 1990s. He is the founder of the United Democratic Front (UDF), which is a political alliance in Kerala led by INC.

He also served in the government of Kerala as Minister of Electric Power and Co-operatives from 1996 to 1998. ISRO espionage case was a now-disproven allegation of espionage made by Indian investigation agencies in the 1990s against some employees of the Indian Space Research Organisation (ISRO). Various Indian intelligence agencies and the Kerala police arrested these employees on charges of attempting to sell confidential documents containing indigenous rocket engine designs developed by ISRO. The fake case halted the growth of Indian space agency by almost 20 years and brought down the growth of scientific achievements in space research by India by several decades. The victim scientist Nambi Narayanan, who would have been the next ISRO chairman, pointed at the United States and its spy agency CIA in fabricating the case, thereby preventing India from entering into multi-billion dollar commercial space missions. Indian National Congress politicians A. K. Antony and Oommen Chandy led 'A' group caucus inside the Indian National Congress in Kerala, senior Kerala Police officials like Raman Srivastava, Siby Mathews IPS and a daily news paper from Kerala, Malayala Manorama played a vital role in making up the story and in spreading the propaganda of the spy case against ISRO Indian scientist Nambi Narayanan.
