Ribka Haluk (born 10 January 1971) is an Indonesian bureaucrat and current acting governor of Central Papua. She previously held office as head of Women Emancipation Office of Jayawijaya Regency in 2004 and then become acting regent of Mappi Regency in 2017 and also acting regent of Yalimo Regency in 2021. She was appointed as a special staff under Ministry of Home Affairs before being appointed again as the acting governor of newly formed province of Central Papua. She is the first female Papuan to be appointed as a governor. [1] [2] [3]
Haluk was born in Piramid, a district of Jayawijaya Regency in the Papua province, on 10 January 1971. Upon graduating from high school, Haluk attended the Cenderawasih University and received a degree in social studies after finishing his studies there. Haluk continued her studies at the University of Garut and received a graduate degree in administrative sciences. She later received a doctor degree from the Cenderawasih University in management. Haluk joined the civil service upon her graduation from Cenderawasih University. She was assigned to the Jayawijaya regional government, where she become the head of the family welfare improvement sub-agency of the region in 2001. Three years later, Haluk received a promotion and was entrusted to lead the region's women empowerment office. [4] [5]
After five years leading the women empowerment office, Haluk became the head of the region administrative sub-bureau. She returned to the women empowerment office—which was renamed to women empowerment and family planning agency—a year later and became its secretary. She became the new agency's head in 2011. [4] [5]
Haluk was called to the government of the Papua province after about a decade in Jayawijaya. Ribka became the Head of the Social Welfare and Isolated Communities Agency of Papua in 2013. [4] [5] The agency was renamed to the Social and Settlement Agency a year later, and Haluk was installed as the head of the new agency on 6 March 2014. [6] [7] During her tenure as head of the agency, Haluk twice served as an acting regent. She first served as acting regent in the Mappi Regency from 11 April to 22 May 2017, [8] replacing Stefanus Kasima, another acting regent whose term have ended. [9] Her second time as acting regent came during the riots that occurred as a result of the dispute after the commencement of the June 2021 Yalimo regent election. Haluk was appointed as the acting regent of the region on 26 August 2021, with the main task of pacifying the region through communication with all stakeholders involved. [10] There were some doubts by the Minister of Home Affairs Tito Karnavian regarding her ability to resolve the riots and the electoral dispute. The conflict later ended following a decision by the constitutional court [11] and a definitive regent was installed in place of her on 1 April 2022. [12] Haluk's success in resolving the conflict, as well as the fact that her husband is from Nabire, were cited as one of the reasons Tito appointed her as the acting governor of Central Papua. [2]
After eight years serving as the head of the agency, Haluk was discharged from the post and became the expert staff for personnel and public services on 9 November 2022. [13] She became the acting governor of Central Papua two days later. [2]
Lukas Enembe was an Indonesian politician from West Papua, who served as the 13th Governor of Papua Province from April 2013 to January 2023. He had previously served as Regent of Puncak Jaya Regency between 2007 and 2012, and Vice Regent of the same regency from 2001 until 2006.
The 2018 Papua gubernatorial election took place in Papua, Indonesia on 27 June 2018 as part of the simultaneous local elections. It was held to elect the governor of Papua along with their deputy, whilst members of the provincial council will be re-elected in 2019.

He participated in the 2018 Papua gubernatorial election, but lost to incumbent Lukas Enembe.

Central Papua, officially the Central Papua Province is an Indonesian province located in the central region of Western New Guinea. It was formally established on 11 November 2022 from the former eight western regencies of the province of Papua. It covers an area of 61,072.91 km2 and had an officially estimated population of 1,452,810 in mid 2023. Nikolaus Kondomo is an Indonesian attorney and bureaucrat who is serving as the governor of Highland Papua province in an acting capacity since 11 November 2022 until 13 November 2023. He also held office in the attorney general's office of Indonesia as the attorney general's expert staff for inter-institutional relations and international cooperation since 10 November 2022. Prior to that, he was the attorney general of Papua from 2019 to 2022. He was the first ethnic Papuan (Muyu) to be appointed as the attorney general of a province.
Muhammad Abud Musa'ad is an Indonesian academic and bureaucrat who is serving as the Acting Governor of Southwest Papua since 9 December 2022. He also held office in the Ministry of Investment as the minister's expert staff for competitiveness improvement. Musaad was previously head of Papua's Regional Development Planning Agency from 2014 until 2019 and Second Assistant to the Papuan Regional Secretary from 2020 until 2022. He was also a lecturer in the Cenderawasih University, with his last position in the university being the head of the university's democratic center.
