Richard Andrew Davies CStJ CF (born 1959) is a British-born New Zealand doctor. He is the viceregal consort of New Zealand as the husband of Dame Cindy Kiro,who has been the Governor-General since 21 October 2021. Davies previously served as a member of the Falkland Islands Legislative Council from 2005 to 2007,and represented the Falkland Islands at the United Nations Special Committee on Decolonization meetings in 2006 and 2007.
Davies was born in Cannock,Staffordshire,England,in 1959,the son of Peter Richard Davies and Margaret "Tiggy" Davies (née Allen). [1] [2] [3] His father was ordained at Lichfield Cathedral in 1958,and served as curate at St Chad's,Cannock,for three years. The family moved to Kenya where Peter Davies taught and was chaplain at the Prince of Wales (later Nairobi) School for 13 years. [2] Richard Davies was educated at Marlborough College as a boarder in C3 House from 1972 to 1977,and the family returned permanently to Britain in 1974 when Peter Davies was appointed as a teacher and chaplain at Bedford School. [4]
After studying philosophy and psychology at the University of Oxford from 1979 to 1981,Davies spent two years in the merchant navy. He subsequently undertook medical studies at Queen's University Belfast,graduating MB BCh BAO in 1988. [5] [6]
Davis trained as a junior doctor at Withybush General Hospital in Haverfordwest,Pembrokeshire,Wales,and trained in general practice in Ipswich,Suffolk,England,and subsequently worked there as a general practitioner. [1] [5] [7] In 1993,he married Sarah Griffiths,a hospice nurse,in Ipswich. [7] [8] [9]
Davies saw a job advertisement for a medical officer in the Falkland Islands,and in July 1996 he and his wife sailed from Britain on their 36-foot steel yacht,Cowrie. After visiting the Azores,the Canary Islands,Cape Verde,and Brazil,they arrived in the Falklands in February 1997,and settled in the capital,Stanley. Their first son was born a few weeks after their arrival,and their second son was born in 1999. [7] [9]
Davies' work as a medical officer included general practice,emergency medicine,evacuations and looking after in-patients at the hospital. [5] [9]
At the 2005 Falkland Islands general election,Davies stood for a seat on the Falkland Islands Legislative Council in the five-member Stanley constituency,and was elected as the highest-polling candidate. [7] [10] He was given the land use,heritage,housing,and environment portfolios. [11]
In 2006 and 2007,Davies was one of the Falkland Islands' two representatives at the annual meeting of the UN Special Commission on Decolonization. [12] At the 2006 meeting,Davies opined that a resolution calling for dialogue between the British and Argentinian governments regarding the status of the Falklands "would accomplish nothing" and that it was "an annual ritual which ignored the rights of the people of the Falklands and betrayed their right to self-determination". He further said: [13]
"Argentina’s claim of territorial integrity had no historical,legal or other basis. The claim that the people of the Falkland Islands had no political rights was unjust and contrary to the principles on which the United Nations was based. The people had made a free and informed choice to associate themselves with a Member State."
In his presentation at the 2007 meeting of the UN Special Commission on Decolonization,Davies reiterated the view that the territorial claim by Argentina over the Falkland Islands lacked any legal legitimacy,and that the political future of the territory should be determined in accordances with the wishes of the islanders themselves. He called on the commission to censure Argentina for the imposition of economic sanctions against the Falkland Islands,and stated that British sovereignty over the Falklands did not imply a colonial relationship. Davies emphasized that Falkland Islanders were strongly opposed to Argentinian sovereignty over the islands and wished to maintain their constitutional link with Britain. Nevertheless,he stated that the Falkland Islands were committed to improving relations with Argentina,and had demonstrated this by inviting the families of Argentinian military personnel killed in the 1982 Falklands War to hold a commemoration on the islands. [14]
On 19 November 2007,Davies' seat on the Legislative Council was declared vacant by the governor,Alan Huckle,following a ruling that it was unconstitutional for Davies to hold the seat. On three occasions during his term as a councillor,Davies had been acting chief medical officer. He had previously been given advice by officials that a constitutional prohibition on the holder of a government post serving as a legislative councillor did not apply as he was only undertaking the post of chief medical officer in an acting capacity. [10] Davies stood for re-election in the resulting by-election,but was unsuccessful,polling second,behind John Birmingham. [15]
After 15 years in the Falkland Islands,Davies and his family moved to New Zealand. [5] He subsequently remarried to Cindy Kiro,and became a stepfather to Kiro's two sons. [16]
From 2014,Davies worked as a general practitioner at the Calder Medical Centre,part of the Auckland City Mission,providing care to vulnerable communities including the homeless and people dealing with mental health and addiction issues. [5] [17] In 2018,Davies was awarded a Churchill Fellowship,which allowed him to travel to the United Kingdom where he visited and observed general practice clinics for homeless people and other vulnerable groups,to inform the delivery of medical services to those groups in New Zealand. [18]
On 21 October 2021,Davies' wife,Dame Cindy Kiro,was sworn in as the governor-general of New Zealand. [19]
On 4 January 2022,Davies was appointed an Officer of the Order of St John. [20] In March 2022,he took up the role of patron of St John New Zealand's community health services,and two months later he undertook an induction tour of a number of St John's community activities in the Auckland area. On the 12 February 2024,Davies was upgraded to a Commander of the Order of St John. [23]
The politics of the Falkland Islands takes place in a framework of a constitutional monarchy and parliamentary representative democratic dependency as set out by the constitution,whereby the Governor exercises the duties of head of state in the absence of the monarch and the Chief Executive is the head of the Civil Service,with an elected Legislative Assembly to propose new laws,national policy,approve finance and hold the executive to account.
The Falkland Islands are a British overseas territory and,as such,rely on the United Kingdom for the guarantee of their security. The other UK territories in the South Atlantic,South Georgia and the South Sandwich Islands,fall under the protection of British Forces South Atlantic Islands (BFSAI),formerly known as British Forces Falkland Islands (BFFI),which includes commitments from the British Army,Royal Air Force and Royal Navy. They are headed by the Commander,British Forces South Atlantic Islands (CBFSAI),a brigadier-equivalent appointment that rotates among all three services.
Stanley is the capital city of the Falkland Islands. It is located on the island of East Falkland,on a north-facing slope in one of the wettest parts of the islands. At the 2016 census,the city had a population of 2,460. The entire population of the Falkland Islands was 3,398 on Census Day on 9 October 2016.
The governor of the Falkland Islands is the representative of the British Crown in the Falkland Islands,acting "in His Majesty's name and on His Majesty's behalf" as the islands' de facto head of state in the absence of the British monarch. The role and powers of the governor are set out in Chapter II of the Falkland Islands Constitution. The governor in office resides at Government House,which serves as the official residence.

Sovereignty over the Falkland Islands is disputed by Argentina and the United Kingdom. The British claim to sovereignty dates from 1690,when they made the first recorded landing on the islands,and the United Kingdom has exercised de facto sovereignty over the archipelago almost continuously since 1833. Argentina has long disputed this claim,having been in control of the islands for a few years prior to 1833. The dispute escalated in 1982,when Argentina invaded the islands,precipitating the Falklands War.
The Falkland Islands Defence Force (FIDF) is the locally maintained volunteer defence unit in the Falkland Islands,a British Overseas Territory. The FIDF works alongside the military units supplied by the United Kingdom to ensure the security of the islands.
The Falkland Islands is an archipelago in the South Atlantic Ocean on the Patagonian Shelf. The principal islands are about 300 mi (480 km) east of South America's southern Patagonian coast and about 752 mi (1,210 km) from Cape Dubouzet at the northern tip of the Antarctic Peninsula,at a latitude of about 52°S. The archipelago,with an area of 4,700 sq mi (12,000 km2),comprises East Falkland,West Falkland,and 776 smaller islands. The capital and largest settlement is Stanley on East Falkland.
Nigel Robert Haywood is a British diplomat,who served as British ambassador to Estonia from 2003 until 2008 and Governor of the Falkland Islands from 2010 until 2014.
Richard Sawle is a British born,Falkland Islands politician,who has been Complaints Commissioner since 15 January 2014 and previously served as a Member of the Legislative Assembly for the Stanley constituency from 2009 until 2013.
A referendum on political status was held in the Falkland Islands on 10–11 March 2013. The Falkland Islanders were asked whether or not they supported the continuation of their status as an Overseas Territory of the United Kingdom in view of Argentina's call for negotiations on the islands' sovereignty.
Dame Alcyion Cynthia Kiro;née Simpson;born 1958) is a New Zealand public-health academic,administrator,and advocate,who has served as the 22nd governor-general of New Zealand since 21 October 2021. Kiro is the first Māori woman and the third person of Māori descent to hold the office.
Alejandro Jacobo Betts was a Falklands-born Argentine air-traffic controller and activist who worked with the Argentine government as a technical advisor on the Tierra del Fuego's Malvinas Question Provincial Observatory Advisory Council. Betts supported Argentina's claim to the Falkland Islands and was a controversial figure in the Falklands as a result. Betts also was the older brother of Terry Betts,who served as a member of the Falkland Islands Legislative Council and assisted British forces in the Falklands War. His younger brother Peter served in the British Task Force.
The hijacking of Aerolíneas Argentinas Flight 648 occurred on 28 and 29 September 1966 when a group of Argentine nationalists hijacked a civilian Aerolíneas Argentinas aircraft en route from Buenos Aires to Río Gallegos and forced the captain at gunpoint to land in the Falkland Islands in protest to the UK's presence on the islands. After landing,the hijackers raised the Argentine flag,took several islanders hostage and demanded the Governor of the Falkland Islands recognise Argentine sovereignty over the islands. On 29 September 1966,after negotiating through a Catholic priest,the hijackers surrendered and were returned to Argentina for trial.
The Falkland Islands general election of 2021 was held on Thursday 4 November 2021 to elect all eight members of the Legislative Assembly through universal suffrage using block voting,with the Chief Executive of the Falkland Islands acting as returning officer. It was the fourth election since the new Constitution came into force replacing the Legislative Council with the Legislative Assembly.
There were approximately 30,000 land mines laid in British overseas territory of the Falkland Islands by Argentinian forces following their 1982 invasion. Some of the mines were cleared immediately following the successful British operation to retake the islands,but following a series of accidents,demining operations ceased. In the following years the mine fields were fenced off and,with human access limited,became havens for Falklands flora and the native penguin population. The British government ratified the Ottawa Treaty in 1998 that required the removal of all mines within its territory. Demining operations,which had to be carried out by hand due to the climate and local condition,restarted in 2009. The last mines were cleared in November 2020.
Dame Helen Diana Winkelmann is the 13th and current chief justice of New Zealand –head of the New Zealand judiciary –having been sworn in on 14 March 2019. She is the second woman to hold the position,following her immediate predecessor,Sian Elias.
