Oscar "Richard" Serag Garin Jr. (born December 11,1967) is a Filipino politician and civil engineer serving as the mayor of Miagao since 2022. He was previously the Representative of Iloilo's 1st district,Vice Governor of Iloilo,member of Iloilo's provincial board,and Mayor of Guimbal. [4] [5] [6]
Richard Garin is a civil engineer by profession. He finished his studies at the University of San Agustin in 1990 and passed the Board Examinations for Civil Engineers given that same year.
He's also an alumni member of Central Philippine University. [7] [8]
His career in politics started in 1982 when he was elected as Guimbal Municipal Federation President of the Kabataang Barangay,the precursor of the present day Sangguniang Kabataan. At 24 years old,he was elected in 1992 as Provincial Board Member,representing the First District of Iloilo and was re-elected to the same position in 1995. In 1998 he opted out on his last term as Board Member to become the Municipal Mayor of Guimbal,Iloilo which he served until 2007.
He returned to the Sangguniang Panlalawigan as a Senior Board Member and Floor Leader in 2007. [9] He was elected Vice Governor of the Province of Iloilo in 2010 [10] elections with a margin of about 180,000 votes.
He authored legislations providing social pensions for indigent senior citizens who are at least 70 years old,and the establishment of independent high schools in the country. He has filed several bills in Congress,among the most significant and important are House Bills 2147,3417,3418 and 3420. When he was Vice Governor of Iloilo from 2010 to 2013,he also promoted similar social legislations,like the Senior Citizens Ordinance of 2012,Person with Disability Ordinance of 2012 and the Solo Parents Ordinance of 2013.
In 2021,he transferred his voter's registration to Miagao,where outgoing mayor Macario Napulan is his political ally. [11] In the 2022 election,he was elected mayor of Miagao. [12]
He is the son of Oscar Garin Sr. and Ninfa Serag Garin. He is the older brother of Sharon and Christine Garin. [13]
He is married to Janette Garin of Leyte,a doctor by profession,a former Secretary [14] of the Department of Health (Philippines) and the incumbent Congresswoman of the First District of Iloilo. [15] She was a Member of the House of Representatives for three terms,from 2004 to 2013. They have a daughter.
Miagao,officially the Municipality of Miagao,is a 1st class municipality in the province of Iloilo,Philippines. According to the 2020 census,it has a population of 68,115 people.
Guimbal,officially the Municipality of Guimbal,is a 4th class municipality in the province of Iloilo,Philippines. According to the 2020 census,it has a population of 35,022 people.

Janette Loreto Garin is a Filipina physician and politician who,since 2019,has been serving as the Representative for Iloilo's 1st district,a position she previously served in from 2004 to 2013. She was the Secretary of Health from 2015 to 2016 in the administration of President Benigno Aquino III. She is also a former provincial board member of Leyte.
Dino Carlo Reyes Chua is a Filipino businessman and politician and the current Mayor of Noveleta,Cavite. He is the president of SkyJet Airlines,and also the owner of El Palacio Resort in Coastal Bay,Noveleta,Cavite and One Greenbelt Hotel in Ayala Center,Makati. He is also the president of Palladium Hotels &Resorts with branches in Palawan,Siargao and Boracay. In 2016,he was elected as the youngest mayor of Noveleta,Cavite at the age of 35. In 2004,he became the youngest Vice Mayor of Cavite City at the age of 23. In 2010,he also served as No. 1 Provincial Board Member representing the 1st Congressional District of Cavite. He also became one of the youngest majority leaders of Cavite Province at the age of 29. He often assumes the position of Acting Vice Governor whenever the Governor or Vice Governor is on-leave.

The province of Tarlac held local elections on Monday,May 13,2013,as a part of the 2013 Philippine general election. The Governor of Iloilo is the local chief executive of the Philippine province of Iloilo. The governor holds office at the Iloilo Provincial Capitol located at Bonifacio Drive,Iloilo City. Like all local government heads in the Philippines,the governor is elected via popular vote,and may not be elected for a fourth consecutive term. In case of death,resignation or incapacity,the vice governor becomes the governor. Along with the governors of Aklan,Antique,Capiz,Guimaras and Negros Occidental,he sits in the Regional Development Council of the Western Visayas Region.
Barangay and Sangguniang Kabataan elections (BSKE) in the Philippines were held on October 30,2023. The elected barangay and Sangguniang Kabataan officials will begin their terms at noon on November 30,2023. The barangay is the smallest administrative division in the country.
Iloilo's 1st congressional district is one of the five congressional districts of the Philippines in the province of Iloilo. It has been represented in the House of Representatives of the Philippines since 1916 and earlier in the Philippine Assembly from 1907 to 1916. The district consists of the municipalities of Guimbal,Igbaras,Miagao,Oton,San Joaquin,Tigbauan and Tubungan. It is currently represented in the 19th Congress by Janette Garin of the National Unity Party (NUP).
