Richard Thomas Crowder (born 1939) is an American government official and academic who served as Chief Agricultural Negotiator in the Office of the United States Trade Representative and Under Secretary of Agriculture for International Affairs and Commodity Programs. [1]
Crowder was born and raised in Southern Virginia. His father was a tenant farmer. Crowder served in the United States Army for two years. He then earned a Bachelor of Science and Master of Science from Virginia Tech and a Ph.D. in Agricultural Economics from Oklahoma State University–Stillwater. [2] [3]
Crowder was a member of the boards of directors of Mendel Biotechnology,Inc. and Neogen. He was also a trustee of the Farm Foundation. [4]
Prior to entering public service,Crowder first worked for Exxon as a staff economist,then for Wilson,the Pillsbury Company,and Eckrich. [5] Crowder served as the Under Secretary of Agriculture for International Affairs and Commodity Programs from 1989 to 1992 before becoming the Senior Vice President of DeKalb Genetics Corporation,then head of the American Seed Trade Association. [5] [2] He served as Chief Agricultural Negotiator from January 2006 to May 2007 in the Bush administration. [6] [7]
In 2008 Crowder joined the agricultural economics faculty of Virginia Tech. In 2013,Crowder was the recipient of the American Farm Bureau's Distinguished Service to Agriculture Award. [8] In Crowder was appointed C.G. Thornhill Professor of Agricultural Trade at Virginia Tech. [9] He was reappointed to the position in 2018. [10]
Clayton Keith Yeutter,ONZM was an American politician who served as United States secretary of agriculture under President George H. W. Bush from 1989 to 1991 before serving as counselor to the president in 1992. He served as United States trade representative from 1985 to 1989 and as chairman for the Republican National Committee from 1991 until 1992. Yeutter was employed as a senior advisor at the international law firm Hogan Lovells in Washington,D.C. He additionally founded the Clayton Yeutter Institute of International Trade and Finance at his alma mater,the University of Nebraska–Lincoln. The university subsequently published his biography,Rhymes with Fighter.
The Foreign Agricultural Service (FAS) is the foreign affairs agency with primary responsibility for the United States Department of Agriculture's (USDA) overseas programs –market development,international trade agreements and negotiations,and the collection of statistics and market information. It also administers the USDA's export credit guarantee and food aid programs and helps increase income and food availability in developing nations by mobilizing expertise for agriculturally led economic growth. Richard Eugene Hoagland is a career ambassador in the United States Department of State. He was Principal Deputy Assistant Secretary in State's Bureau of South and Central Asian Affairs from 2013-2015. In the summer of 2016,based at the U.S. Embassy in Amman,Jordan,he was the senior U.S. liaison to the Russian Reconciliation Center at the Russian military base in Latakia,Syria. In 2017 he served as interim U.S. co-chair of the OSCE Minsk Group,the group appointed by the Organization for Security and Cooperation in Europe to coordinate international peace-making efforts on the conflict in Nagorno-Karabakh.
The Ministry of Foreign Affairs is the governmental body responsible for conducting foreign relations of the Republic of Turkey. The Under Secretary of Agriculture for Farm and Foreign Agricultural Services was the third-ranking official in the United States Department of Agriculture prior to reorganization of several mission areas,announced on May 11,2017. The mission area of USDA's purpose was to "help to keep America's farmers and ranchers in business as they face the uncertainties of weather and markets..." and that "...deliver[s] commodity,credit,conservation,disaster,and emergency assistance programs that help improve the stability and strength of the agricultural economy." The Under Secretary was traditionally appointed to serve as the President of the Commodity Credit Corporation.

John William Blaney was a United States State Department official and former U.S. Ambassador to Liberia. Ambassador Blaney led successfully U.S. efforts to end Liberia's long civil war,including crossing no man's land in 2003 to negotiate an end to the fighting,which enabled the formal peace process in Ghana to conclude successfully the Comprehensive Peace Agreement. For his achievements in Liberia,Ambassador Blaney was awarded the Secretary of State's Distinguished Service Award,the highest diplomatic honor of his nation. Previous diplomatic assignments included Chief of Mission at the U.S. Embassy in South Africa,Director for Southern African Affairs at the State Department,Presidential designation as the U.S. Deputy Representative to the ECOSOC of the United Nations,Minister-Counselor at U.S. Embassy Moscow,and positions working on several nuclear arms control negotiations. He also served as a Legislative Assistant in both houses of Congress,and as an economist at the U.S. Treasury and State Departments. During the course of his career,Ambassador Blaney received many State Department honors as well as Presidential and foreign awards,including Liberia's Order of the Knight Great Band,and an honorary doctorate in Political Science. He is the author/editor of Successor States to the USSR,and many journal articles including,"The Art of Strategy Creation for Complex Situations". Prior to his diplomatic career,Blaney served as an officer in the U.S. Army.
Richard Rahul Verma is an American diplomat,who serves as the deputy secretary of state for management and resources,a position he has held since April 5,2023. He served as the assistant secretary of state for legislative affairs from 2009 to 2011,and as the U.S. ambassador to India from 2014 to 2017. He served as the chief legal officer and head of global public policy at Mastercard,from 2020 to 2023,and as the vice chair of the Asia Group from 2017 to 2020,where he oversaw the firm's South Asia practice. He also practiced law for many years at Steptoe &Johnson LLP in Washington DC,and served as a Senior Counselor and Lead of the India and South Asia practice at Albright Stonebridge Group.
Earl Anthony Wayne is an American diplomat. Formerly Assistant Secretary of State for Economic and Business Affairs,Ambassador to Argentina and Deputy Ambassador to Afghanistan,Wayne served nearly four years as Ambassador to Mexico. He was nominated by President Obama and confirmed by the Senate in August,2011. He departed Mexico City for Washington July 31,2015 and retired from the State Department on September 30,2015. Wayne attained the highest rank in the U.S. diplomatic service:Career Ambassador. He is currently a Professorial Lecturer and Distinguished Diplomat in Residence at American University's School of International Service where he teaches courses related to diplomacy and US foreign policy. Wayne also works with the Woodrow Wilson International Center for Scholars,the Atlantic Council,the Center for Strategic and International Studies,. Wayne is co-chair of the Mexico Institute's Advisory Board at the Wilson Center. He is also on the board of the American Academy of Diplomacy and the Public Diplomacy Council of America. Wayne is an independent consultant,speaker and writer and works with several not-for-profit professional associations. He was an adviser for HSBC Latin America on improving management of financial crime risk from 2015 until 2019 and served on the board of the American Foreign Service Association from 2017 to 2019.
An agricultural attaché is a diplomat who collects,analyzes,and acts on information on agriculture,agribusiness,food,and other related spheres in a foreign country or countries. Agricultural attachés may be directly employed by the sending country's agriculture ministry,or they may be employed by the foreign ministry. Typical activities of an agricultural attachéinclude reporting on crop conditions,food availability,domestic agricultural policy and the foreign trade outlook in agricultural commodities;negotiating food aid agreements and agricultural credit lines;implementing agricultural technical assistance programs;facilitating professional contacts,exchanges,and technology transfer;assisting in negotiating bilateral and multilateral trade agreements;and promoting the exports of agricultural and food products. In many cases,agricultural attachés may also bear responsibility for issues related to the environment,food security,food safety,fisheries,forestry,and indeed anything related to rural areas and the rural economy.
