Richard K. "Rick" Sullivan,Jr. (born January 18,1959) is an American politician who served as chief of staff to Governor Deval Patrick from 2014 to 2015. Before assuming the office,Sullivan was the former secretary of energy and environmental affairs of the Commonwealth of Massachusetts and former mayor of Westfield,Massachusetts.
Sullivan served as Mayor of Westfield from 1994 until 2007 when he was appointed commissioner of the Department of Conservation and Recreation. [1] Under his leadership,the DCR completed several large-scale capital improvements,including a two-year,$21.3 million project at Mount Greylock State Reservation and a $9 million renovation of the visitor center at Georges Island in Boston. [2] In 2011 he succeeded the departing Ian Bowles as Secretary of Energy and Environmental Affairs. In this position,Sullivan was in charge of implementing Governor Deval Patrick's solar,wind,biofuel,and energy efficiency initiatives as well as overseeing land-preservation efforts and the implementation of environmental laws and regulations. [1] On May 22,Governor Patrick appointed Sullivan as his chief of staff for the remainder of his administration. [3]
Sullivan is a graduate of Westfield High School and holds degrees from Bates College and Western New England School of Law. [2]

The Metropolitan Park System of Greater Boston is a system of reservations,parks,parkways and roads under the control of the Massachusetts Department of Conservation and Recreation (DCR) in and around Boston that has been in existence for over a century. The Massachusetts Bottle Bill is a container-deposit legislation dealing with recycling in the United States that originally passed in the U.S. state of Massachusetts in 1982 as the Beverage Container Recovery Law. Implemented in 1983,the law requires containers of carbonated beverages to be returnable with a minimum return value of $0.05. The bottle bill does not cover containers of non-carbonated beverages like water,tea,or sports drinks. The law also establishes the handling fee paid by distributors to redemption centers,$0.0325 per unit as of July 5,2013,and to retailers $0.0225 per unit. As the number of non-deposit beverage containers has increased to represent over one-third of beverage containers sold,the Bottle Bill has no influence on these non-deposit containers,with the result that these containers are three times more likely to be found as litter in Massachusetts communities. Additional studies indicate that beverage containers covered by the state's container deposit system are redeemed at approximately 70% and another 9% are recycled via curbside programs. Conversely,containers that are not covered,such as bottled water,juices,and sports drinks,are recycled at approximately 25%.

Agnes Jr. is a former justice of the Massachusetts Appeals Court as an Associate Justice,having been appointed by Governor Deval Patrick in 2011 and serving until reaching the mandatory retirement age of 70 in 2020.
