Rita Puspa Zakaria (born 20 November 1967), also known as Rita Puspita, is an Indonesian civil servant, lecturer, teacher, activist, and actress who currently serving as the Vice Director of the Bengkalis Regional General Hospital and Fourth Deputy Chairman of Empowerment of Family Welfare in Bengkalis Regency, Riau, Indonesia. Zakaria is known as a women leader in Bengkalis, Riau, who made various contributions in public health by inventing programs to improve community nutrition, reduce maternal mortality rates, and reduce stunting rates in children. As the daughter of ulama Zakaria bin Muhammad Amin and actress Siti Zainab, the younger sister of educator Gamal Abdul Nasir Zakaria.

Born as the fifth child, Zakaria was an English literature major at University of Riau and came out as the honored graduate. After teaching at MDTA Mahbatul Ulum, an Islamic school founded by her father, Zakaria shifted her focus onto public healthcare administration and started her research at IPB University, [1] with a master's degrees in 2003. Zakaria was born on 20 November 1967 in Kelapapati, a village in Bengkalis, Riau, at 12:00 AM, as the fifth child and second daughter of the seven children of Zakaria bin Muhammad Amin (1913–2006), an ulama, and his second wife, Siti Zainab binti Kimpal (1935–2014), an actress. [3] [4] Her older brothers Zulkarnain (b. 1957) and Nukman (b. 1960) were civil servants, and Gamal Abdul Nasir Zakaria (b. 1965), a lecturer. [4] Her elder sister Rinie Yuslina Fairuz (1964–2021) was a civil servant, the younger Nida Suryani (b. 1971) a science teacher, and the youngest, Sri Purnama Zakaria (b. 1973) an English teacher. [4] Zakaria had three half brothers from her father's first marriage with Nashruddin (1934–1999), a civil servant: and they were a lecturer Azra'ie (1947–2019), a harbormaster Syakrani Zakaria (b. 1952), and four half sisters as a school principal Aminah (1938–2011), a politician Zaharah (1942–2007), a gynecologist Ulfah (b. 1943), and Hanim Zakaria (b. 1950) a teacher. In 1986, Zakaria enrolled to Faculty of Humanities at University of Riau majoring in English literature and was accepted. However, Padang Nutrition Academy accepted her application the same year, where Zakaria chose to continue her education there, graduated in 1989 with a thesis on integrated health service with the advisor Saukani Isa and Sudihati Hamid.

After graduation, Zakaria started her career as an actress with a single film role as a bit part in a comedy directed by Ida Farida, or Sabar Dulu Dong...! (1989), co-starred with Warkop DKI.

Zakaria then resumed her research as a public health major at the Faculty of Public Health in University of Indonesia, graduating in 1999. Her thesis focused on those village midwives in Bengkalis Regency and factors for achieving antenatal care services, with her thesis advisor Ratna Djuwita. [1] A master degree thesis on the participation-based community health services was accepted at the IPB University in 2003 under advisor Arya Hadi Dharmawan. [2]

During her undergraduate years at University of Riau as the Student Senate, Zakaria served as the student president at both graduate schools, at UI and IPB.

Zakaria then worked as a fourth grade teacher at MDTA Mahbatul Ulum, an Islamic school founded by her father. [6]

During May 1998 riots, Zakaria led demonstrations together with her friends as a women leader to bring down Suharto government and demand justice for cases of looting, rape, and murder which was experienced by women and minority at that time.

In 1997, Zakaria was resided at Warung Buncit Raya street in Kalibata, South Jakarta. [3]

In 2002, she met Muhammad Yahman, a preacher, and later married him in Kelapapati, Bengkalis, on 28 January 2003. [7] Their marriage was celebrated with the pencak silat tradition and was covered by Riau Pos in February 2005. [7] They had a son, Muhammad Asyrof Al-Ghifari (b. 5 January 2005), and two daughters, Erin Kartika Puspa (b. 16 November 2003) and Asy Syifa Kaila Saidah (b. 16 April 2008). [8]

Career

Zakaria started her career by working as nutrition coordinator at the Bengkalis Health Service from 1991 until 1995. She later served as head of nutrition coordinator at the same office from 1995 until 1997 while implementing a nutritional succession program for the community. In 2000, Zakaria was appointed as Head of Nutrition at the Bengkalis Health Service until 2008, followed by served as Head of Maternal and Child Health from 2005 until 2008.

In 2008, Zakaria was appointed as the Head of Natural Resources at National Institute of Health Research and Development until 2009, followed by being appointed as Head of the Field of eradicating health problems at the Bengkalis Health Service.

In May 2009, during the increase number of dengue fever cases in Bengkalis Regency, Riau, Zakaria leading the fogging activities in areas of patients affected by dengue fever attacks and providing abatements to residents as well as providing education on maintaining environmental cleanliness, and taking preventive measures. [9] She also led an epidemiological investigations and succeeded in minimizing the spread of the case in several affected areas in Bengkalis Regency. [9]

In 2011, Zakaria was appointed as secretary at National AIDS Commission of Indonesia and actively participates as committee in various forums regarding HIV/AIDS prevention.

Starting in 2013, Zakaria headed the Health Services Division at the Bengkalis Health Service, starting the Adolescent Care Health Services (literally Pelayanan Kesehatan Peduli Remaja, abbreviated as PKPR) from 5 until 7 September, and advocated for the importance of health services for adolescents, especially their psychological conditions. [10]

In 2014, Zakaria became a lecturer at STAIN Bengkalis, majoring in public health and actively teaches every weekend. On 1 October that year, Zakaria provided an exclusive breast milk program to help around 1,090 infant who suffered from malnutrition, and the problem was fixed six months after. [11]

In 2015, when the maternal mortality rate was high in Bantan District, Zakaria called a team to provide counseltation and advocated for midwives in the area, aiming at to improve coordination between patients and health facilities. The project succeeded in reducing the death rate. [12] On 26 June that year, Zakaria focused on implementing green energy at the healthcare hubs in rural areas, and developed the concept-based health centers in Riau. It was planned that such a health center in the province would be the best and easily accessible facility to the local population, especially in those areas that still lack health personnel facilities. [13]

It was in 2020 and during Zakaria's tenant as the Vice Director of the Bengkalis Regional General Hospital, she rescued five tourists with Thai and British nationality, stranded at Tanjung Mayat Beach in Bengkalis District after a yacht accident. Zakaria ordered and teamed up an emergency aid team, during the coronavirus pandemic: quickly responded to provide those rescued with medical check-up and observation against the infection. [14]

Zakaria was appointed on 13 April 2021 by Bengkalis Regent Kasmarni, as the fourth deputy chairman of the Empowerment of Family Welfare in Bengkalis Regency (PKK, aka Pemberdayaan Kesejahteraan Keluarga) with the tenure by 2026. [15] On 16 November 2022, Zakaria's activities to lower the levels of stunted growth was awarded by the Governor Syamsuar of Riau, reputed as the Foster Mother of the Stunting Children. [16]

In 2023, Zakaria became a producer for Zakaria: Pahlawan Dalam Kenangan (literally Zakaria: a Hero in Memory; 2023), a documentary film directed by his son, Muhammad Asyrof Al-Ghifari, which was based on a footage from the thanksgiving ceremony for her father award as a regional hero.
