Robert William Noel Tooley (born 18 June 1960) is a South African politician and civil servant who served as Limpopo's Member of the Executive Council (MEC) for Treasury from 2015 to 2019 under Premier Stan Mathabatha. He represented the African National Congress (ANC) in the Limpopo Provincial Legislature from 1994 to 2007 and later from 2014 to 2019.
Tooley was born on 18 June 1960 [1] in Tzaneen in present-day Limpopo province,then part of the Transvaal. He matriculated at Pretoria Boys High School in 1978 and graduated with a degree in agriculture from Stellenbosch University in 1983. [2] According to Tooley,he joined the ANC in the same year,at the height of apartheid. [2] After several months working in Europe as a farm labourer,he returned to South Africa in mid-1984 and established a subtropical fruit farm. [2]
In 1994,following South Africa's first democratic elections,Tooley left farming to begin his first stint in the Limpopo Provincial Legislature,which lasted from 1994 to 2007. During that time he served on the legislature's Standing Committee on Public Accounts (Scopa) from 1995 to 2004 and its Portfolio Committee on Finance from 2004 to 2007. [2]
He left the provincial legislature in February 2007 when he was appointed head of department in the Limpopo Treasury,then under MEC Saad Cachalia. [2] [3] In April 2010,he moved to the Limpopo Tourism Agency, [4] [5] where he was chief executive officer until 2012. [2]
Pursuant to the 2014 general election,Tooley returned to the Limpopo Provincial Legislature,ranked 37th on the ANC's provincial party list, [6] and in June 2014 he was appointed to chair Scopa. [7] On 27 May 2015,he was appointed to the Limpopo Executive Council by Stan Mathabatha,the incumbent Premier of Limpopo,who named him MEC for Treasury in a cabinet reshuffle. The opposition Democratic Alliance and Economic Freedom Fighters both welcomed his appointment. [8]
Tooley remained in the Treasury until 2019 and he was additionally appointed acting MEC for Sports,Arts and Culture,after the incumbent,Onicca Moloi,resigned in 2018. [9] Also in 2018,he entered into a public spat with David Masondo,who had been Treasury MEC between 2011 and 2013,when he allegedly publicly that Masondo and Julius Malema had contributed to the financial mismanagement of the province. [10] Masondo accused Tooley of "lying",pointed out that Tooley had been a public servant in the Treasury only shortly before Masondo was appointed MEC,and suggested that Tooley was attempting to divert attention from ongoing maladministration in his department. [11]
Ahead of the 2019 general election,the Citizen reported that Tooley was one of three individuals whom the party had nominated to stand as the ANC's candidate for Premier of Limpopo;also on the list were Mathabatha and Nandi Ndalane. [12] However,Tooley was only listed 41st on the ANC's party list in the election and he did not secure re-election to his seat in the legislature. [6] In July 2019,he was instead appointed as chairperson of the Musina-Makhado Special Economic Zone. [13] In this role he worked alongside Lehlogonolo Masoga,another former MEC,who was appointed chief executive officer of the zone the following month. [14]

She was first appointed to the national executive in February 2018 when President Cyril Ramaphosa named her as Deputy Minister of Communications,an office she held until she was appointed to her current position in August 2021.
Mavhungu Maureen Lerule-Ramakhanya is a South African politician. A member of the African National Congress,Lerule-Ramakhanya is a former mayor of the Vhembe District Municipality. She was elected as a Member of the Limpopo Provincial Legislature in May 2019. She was then elected as the speaker of the legislature. In March 2020,Lerule-Ramakhanya was appointed as the Member of the Executive Council (MEC) for Transport and Community Safety. She was moved to the Education portfolio of the executive council in June 2022.
Chritian Nkakareng Rakgoale is a South African politician. As of June 2022,she has been the Member of the Executive Council (MEC) for Public Works,Roads and Infrastructure in the Limpopo provincial government. She previously served as the MEC for Social Development from May 2019 to June 2022. Rakgoale was elected to the Limpopo Provincial Legislature in May 2019. Before that,she served as the Executive Mayor of the Mopani District Municipality. Rakgoale is a member of the African National Congress.
Namane Dickson Masemola is a South African politician who has been a Delegate to the National Council of Provinces since October 2022. Between 2009 and 2022,he was a Member of the Provincial Legislature in the Limpopo provincial government,representing the African National Congress (ANC),and held a variety of positions in the Limpopo Executive Council.

Molapi Soviet Lekganyane is a South African politician from Limpopo province. A member of the African National Congress (ANC),he was Member of the Limpopo Executive Council for Local Government and Housing from 2009 to 2012 under Premier Cassel Mathale. He served two terms as Provincial Secretary of the ANC in Limpopo,from 2011 to 2013 under Mathale and from 2018 to 2022 under Stan Mathabatha. Thandi Moraka is a South African politician who is currently serving as a Member of the Limpopo Provincial Legislature. She was Member of the Executive Council (MEC) for Sports,Arts and Culture in the Limpopo provincial government between July 2018 and October 2022. She is a member of the African National Congress (ANC) and in 2022 was elected to a five-year term on the party's National Executive Committee. She formerly served as Deputy Secretary-General of the ANC Youth League from 2015 to 2019 and as a member of the Limpopo ANC's Provincial Executive Committee from 2018 to 2022.
Rodgers Basikopo Makamu is a South African politician who is currently serving as Member of the Executive Council (MEC) for Cooperative Governance,Human Settlements and Traditional Affairs in the Limpopo provincial government. He was formerly MEC for Agriculture and Rural Development between 2018 and 2019. A teacher by training and a member of the African National Congress (ANC),Makamu was elected to a second term as Deputy Provincial Secretary of the ANC's Limpopo branch in June 2022.
Seaparo Charles Sekoati,sometimes mispelled Seaparo Sekwati,is a South African politician who is currently serving in the Limpopo provincial government as Member of the Executive Council (MEC) for Finance. He has been a Member of the Limpopo Provincial Legislature since 2004 and was previously MEC for Health and Social Development from 2004 to 2009 and,before his appointment to his current position,MEC for Economic Development,Environment and Tourism from 2013 to 2019. From 2013 to 2017,he was also Regional Chairperson of the Mopani branch of his political party,the African National Congress.
Nandi Annah Ndalane is a South African politician who has served in the Limpopo Executive Council since 2014 and in the Limpopo Provincial Legislature since 1999. She is currently serving,since October 2022,as Member of the Executive Council (MEC) for Social Development.
Nakedi Sibanda-Kekana is a South African politician who is currently serving as Member of the Executive Council (MEC) for Sports,Arts and Culture in the Limpopo provincial government. She was appointed to that position in October 2022,shortly after she was elected Provincial Treasurer of the Limpopo branch of her political party,the African National Congress (ANC). She was first elected as a Member of the Limpopo Provincial Legislature in the 2019 general election and before that was Mayor of Lepelle-Nkumpi Local Municipality from August 2016 until December 2018,when the ANC asked her to resign during the corruption scandal at VBS Mutual Bank.

In December 2022,he was elected to a five-year term on the National Executive Committee of the African National Congress (ANC),and he was formerly the spokesperson of the ANC's Limpopo branch from 2018 to 2022.

She formerly served as a Member of the Executive Council (MEC) in Limpopo from 2014 to 2019,during the first full term of Premier Stan Mathabatha. She was MEC for Social Development from 2017 to 2019,MEC for Agriculture and Rural Development from 2016 to 2017,and MEC for Transport,Safety and Liaison from 2014 to 2016. She was also elected to four-year terms on the Limpopo ANC's Provincial Executive Committee in 2018 and 2022.
Bertha Amanda Joyce Matshoge,commonly known as Joy Matshoge,was a South African politician who served as Limpopo's Member of the Executive Council (MEC) for Agriculture and Rural Development from May 2014 until her death in June 2016. Before that,from 2013 to 2014,she was the Deputy Speaker of the Limpopo Provincial Legislature,where she had represented the African National Congress (ANC) since 2008. At the time of her death,she was also the Provincial Chairperson of the ANC Women's League in Limpopo,a position to which she had been elected in September 2015.
Falaza Philemon Mdaka is a South African politician who has represented the African National Congress (ANC) in the Limpopo Provincial Legislature since 2014. He was formerly the Executive Mayor of Vhembe District Municipality from 2007 to 2011 and served as Regional Chairperson of the ANC's Vhembe branch for two terms until 2012.

Matjie Lehlogonolo Alfred Masoga is a South African politician who represented the African National Congress (ANC) in the Limpopo Provincial Legislature from 2009 to 2019. He was Limpopo's Member of the Executive Council for Roads and Transport from July 2013 to May 2014 and he subsequently served as Deputy Speaker of the Limpopo Provincial Legislature from 2014 to 2019. He also served as the chairperson of the ANC's influential Mopani branch from 2009 to 2013 and before that was the Provincial Chairperson of the ANC Youth League in Limpopo.
Maaria Ishmael Kgetjepe is a South African politician who represented the African National Congress (ANC) in the Limpopo Executive Council between 2013 and 2019,most prominently as Member of the Executive Council (MEC) for Health from 2015 to 2019. He was also MEC for Education from 2014 to 2015 and MEC for Human Settlements from 2013 to 2014.
Wisani Goodman Mitileni,sometimes also spelled Mtileni,is a South African politician who represented the African National Congress (ANC) in the Limpopo Provincial Legislature from 2014 to 2021. He resigned from the legislature after being elected Regional Secretary of the ANC's Mopani branch in June 2021. Less than a year later,in March 2022,he was elected as Provincial Chairperson of the Limpopo branch of the South African Communist Party (SACP).
