Norman Dewey "Rocky" Holcomb III (born 1968) is an American politician who served as a member of the Virginia House of Delegates for the 85th district from 2017 to 2018. He is a member of the Republican Party. [1]
Holcomb served in the United States Marine Corps and for the Virginia Beach Sheriff's Office. [2] He won a special election to the Virginia House of Delegates held on January 10,2017,to succeed Scott Taylor,who had been elected to the United States House of Representatives. [3] [4] He went on to lose the November general election in 2017 to Cheryl Turpin,whom he had faced earlier that year in the special election. [5]
During the 2019 election cycle,instead of running for re-election,Cheryl Turpin decided to instead run for Virginia State Senate. The 85th district seat now vulnerable,Holcomb announced he would run for the seat once more. [6] [7] He was challenged by Democrat Alex Askew,who served as a staffer for Barack Obama‘s 2012 presidential campaign. Holcomb lost to Askew by a margin of 3.46% [8]
On August 12,2021,Holcomb was appointed to the Virginia Beach City Council after the seat was vacated by Jessica Abbott. [9] [10]

The Republican Party held a 66–34 majority in the House of Delegates before the election but lost 15 seats to the Democratic Party,resulting in the Republicans holding a 50–49 advantage. After a recount,the result of the election in the 94th district was called a tie. The candidate to hold the seat was determined by random drawing on January 4,2018,which resulted in the Republicans holding a 51–49 majority.

The Virginia Beach mayoral election of 2020 took place on November 3,2020. Voters elected the next Mayor of Virginia Beach,which has a council-manager system of government. The mayor presides over city council meetings and serves as the ceremonial head and spokesperson of the city. The mayor is elected to a four-year term through a direct election and the office has no term limits. The mayoral election occurred simultaneously with the election of four seats on the city council. These elections were nonpartisan,as are all municipal elections in Virginia Beach.

On January 10,2023,voters in the 7th district of the Virginia Senate voted in a special election to fill the seat left vacant by Republican Jen Kiggans,the previous incumbent,who had resigned on January 3,2023,after having being elected to Congress the preceding November. New state legislative maps took effect on January 11,2023,at the start of 2023 legislative. However,this special election took place under previous district lines. As a result of the redistricting process,the 7th district became the 22nd district in November,. Final official vote tallies were not released until January 13 because mail-in ballots were accepted after election day if postmarked for January 10. Democrat Aaron Rouse,an at-large Virginia Beach City Council member and former professional football player defeated Republican Kevin Adams,a retired U.S. Navy lieutenant commander and small business owner.
