Roger Ryberg (born 16 April 1952 in Kirkenes) is a Norwegian politician for the Labour Party. He has held the position as county mayor of Viken since 2020. He previously served as county mayor of Buskerud from 2007 to 2011 and again from 2015 to 2019.
Following the 2007 election,Ryberg became the new county mayor (fylkesordfører) of Buskerud. Behind him was a coalition of the Labour Party,the Socialist Left Party,the Centre Party and the Liberal Party, [1] who kept the right-wing candidate Mette Lund Stake at bay with 22 versus 21 votes in the county council. Before being elected county mayor,Ryberg had been mayor of Hurum municipality. [2] He also served as a deputy representative to the Parliament of Norway from Buskerud during the term 1989–1993. [3]
Following the 2019 Norwegian local election,he was elected as the county mayor of the newly established Viken county. [4]
In April 2022,Ryberg announced that he wouldn't be seeking re-election in the 2023 local elections. [5]

The county municipality was established in its most recent form on 1 January 1976 when the law was changed to allow elected county councils in Norway. The county municipality was dissolved on 1 January 2020,when Akershus was merged with the neighboring counties of Buskerud and Østfold,creating the new Viken county which is led by the Viken County Municipality. The administrative seat is located in Oslo and the county mayor was Anette Solli. On 1 January 2024,Akershus was re-established as an independent county with expanded borders due to municipal amalgamations in 2020,which will not be reversed.

Innlandet is a county in Norway. It was created on 1 January 2020 with the merger of the old counties of Oppland and Hedmark. The new county has an area of 52,113 square kilometres (20,121 sq mi),making it the largest county in Norway after Troms og Finnmark was split up in 2024.
Viken was a short-lived county in Norway that existed from 1 January 2020 to 1 January 2024. Its name was derived from the historical region that has been defined as an area in what is now western Sweden since the late middle ages. The county was located in Eastern Norway when it was established on 1 January 2020 by the merger of Akershus,Buskerud and Østfold with the addition of the municipalities of Jevnaker,Lunner and the former Svelvik Municipality. Both its creation and its name—described as unhistorical by historians—were controversial from the onset,the merger was resisted by all the three counties and the new county had an approval rating of about 20% in the region. Viken has been compared to gerrymandering. The newly constructed coat of arms of Viken lacked a historical basis and was described by experts as an amateurish logo that did not adhere to the rules of heraldry,and as "three flying saucers under a cap." The county executive of Viken determined in 2019,before the merger had taken effect,that the county's disestablishment was its main political goal,and the formal process to dissolve Viken was initiated by the county executive right after the 2021 Norwegian parliamentary election in which parties seeking to reverse the merger won a majority. The political platform of the government of Jonas Gahr Støre stated that the government would dissolve Viken and re-establish Akershus,Buskerud and Østfold based on a request from the county itself. On 22 February 2022,the regional assembly of Viken approved the formal request to disestablish the county,and the disestablishment took effect on 1 January 2024.
