The Royal Naval Canadian Volunteer Reserve (RNCVR) was a naval reserve that was established in Canada in May 1914 and existed until 1923. Initially divided into three subdivisions stretching across the nation, the RNCVR could serve either with the Royal Canadian Navy or the Royal Navy during wartime. During the First World War, an Overseas Division was created and by the end of the war, over 8,000 men served either in Canadian service or abroad. Following the war, the reservists were demobilized and Canada's volunteer reserve was reorganized into the Royal Canadian Naval Volunteer Reserve.
In 1910, Canada created the Royal Canadian Navy with the Naval Service Act . The Act also authorized the creation of a naval reserve and a naval volunteer force. [1] On 14 May 1914, under the provisions of Naval Service Act, the RNCVR was established with an initial authorized strength 1,200 of officers and ratings. The men who enrolled as volunteers, agreed to serve in wartime, either with the Royal Canadian Navy or the British Royal Navy. [2] The service was to be patterned on the Royal Navy Reserve, with volunteers drawn from seasoned seafarers. [3] As initially created, the RNCVR consisted of three geographic commands, or subdivisions:
Within each subdivision, companies of 100 men would be formed, initially to be organized in the larger cities and then in smaller locales. The decision to create the RNCVR was criticized by the Opposition in the House of Commons, with some claiming that it was a pipeline for strengthening the British Royal Navy rather than Canada's service. The RNCVR program was estimated to cost $200,000. However, any effort to create the companies was left to interested individuals and no active recruitment to the RNCVR was performed by the Royal Canadian Navy in the beginning. [5]
Volunteers enrolled for three-year terms and could renew their terms for additional three-year periods up to the age of 45. Volunteers trained for 21 days per year of the equivalent in military drills. The British Admiralty provided instructional officers for training in seamanship, company and field drill, torpedo and electrical instruction, engineer and stokehold work, signaling, wireless telegraphy and first aid. Those volunteers who were seamen or fisherman in their civilian careers were to receive training at sea, while those who lived near to the sea would do some of their training at sea and those who lived inland would receive their training at their company's headquarters. During the First World War, members of the RNCVR saw immediate service with the Royal Canadian Navy, as members of the Victoria, British Columbia company, which was the only operational naval reserve company in the country at the time, were recalled to fill out the crew of the Canadian cruiser HMCS Rainbow. The cruiser deployed south off the western coast of North America, responding to reports of German raiders operating along it. Though Rainbow never interacted with the German raiders, Rainbow did capture two German merchant vessels as war prizes. [6] [7] The Victoria company went on to fill out the crews of the submarines CC-1 and CC-2 and their tender Shearwater soon after the war began. [8]
As volunteer numbers grew, an Overseas Division was created in February 1916 to recruit Canadians for service with the Royal Navy. [3] Recruiting for this division was divided into nine districts, headquartered in the provincial capitals except in British Columbia, where the headquarters was in Vancouver. [9] By early 1917, roughly 1,200 men had been shipped to the United Kingdom. [3] Though 5,000 men had been authorized, by the end of the war, only 1,700 volunteers were enrolled into the Overseas Division, a number that was limited after the East Coast Patrol along Canada's Atlantic Coast became the focal point of the Canadian naval reserve. During the war, 8,000 officers and ratings joined the RNCVR for service at home or overseas, including those in the Overseas Division. [9] The RNCVR crewed 160 vessels, mainly patrol vessels protecting the shores around Canada and convoy escort duty. [10]
The RNCVR quickly rose to prominence during the war, but, along with the Royal Canadian Navy, was neglected after the war drew to a close in 1918. Reservists were demobilized, and the organization of the RNCVR was allowed to lapse due to cuts to the Royal Canadian Navy's budget. By 1922, debates in the House of Commons proposed to rework Canada's naval reserve. The reserve would be reworked into a militia model and would train two to three times a year, supplementing the much smaller regular force on the coasts. This new reserve force replaced the RNCVR, being renamed the Royal Canadian Naval Volunteer Reserve in 1923. [9] [11]
The history of the Royal Canadian Navy goes back to 1910, when the naval force was created as the Naval Service of Canada and renamed a year later by King George V. The Royal Canadian Navy (RCN) is one of the three environmental commands of the Canadian Forces. Over the course of its history, the RCN has played a role in the First World War, contributed significantly to the Battle of the Atlantic during the Second World War, and was a part of NATO's force buildup during the Cold War. In 1968, the RCN was amalgamated with the Canadian Army and the Royal Canadian Air Force to form what is today the unified Canadian Armed Forces. The naval force was known as Maritime Command until 2011, when the environmental command was renamed as the Royal Canadian Navy.

HMCS Rainbow was an Apollo-class protected cruiser built for Great Britain's Royal Navy as HMS Rainbow entering service in 1892. Rainbow saw time in Asian waters before being placed in reserve in 1909. In 1910 the cruiser was transferred to the Royal Canadian Navy for service on the west coast. At the outbreak of the First World War, Rainbow was the only major Commonwealth warship on the western coast of North America. Due to age, the cruiser was taken out of service in 1917 and sold for scrap in 1920 and broken up.
HMCS Armentières was one of twelve Battle-class naval trawlers used by the Royal Canadian Navy (RCN). Armentières entered service in 1918 near the end of the First World War on the Atlantic coast of Canada. Following the war, the ship was transferred to the Department of Marine and Fisheries for a short period before reverting to RCN service in 1923 on the Pacific coast of Canada. The ship sank in 1925, was raised and re-entered service, remaining with the fleet through the Second World War as an examination vessel at Prince Rupert, British Columbia. After the end of the war, the vessel entered mercantile service becoming A.G. Garrish in 1947, later renamed Arctic Rover in 1958, Laforce in 1962 and Polaris in 1973. The ship's registry was deleted in 1991.
HMCS Messines was one of twelve Battle-class naval trawlers constructed for and used by the Royal Canadian Navy (RCN) during the First World War. Following the war the ship was transferred to the Canadian Department of Marine and Fisheries and converted into a lightvessel. Re-designated Lightship No. 3, the vessel was sold for scrap and broken up in 1962.
HMCS St. Eloi was one of twelve Battle-class naval trawlers constructed for and used by the Royal Canadian Navy (RCN) during the First World War. Following the war the ship was transferred to the Canadian Department of Marine and Fisheries and converted into a lightvessel. Re-designated Lightship No. 20, the vessel returned to RCN service in 1940 to become the gate vessel Gate Vessel 12 during the Second World War. After the war, the trawler returned to government service and was discarded in 1962.
CGS Canada was a patrol vessel, sometimes referred to as a cruiser, in the Fisheries Protection Service of Canada, an enforcement agency that was part of the Department of Marine and Fisheries. Canada is considered to be the nucleus of the Royal Canadian Navy for her role in training Canadian naval officers and asserting Canadian sovereignty. Canada saw service in the First World War and was commissioned into the Royal Canadian Navy as HMCS Canada during that conflict. Following the war, the vessel was sold for commercial use and renamed MV Queen of Nassau. On the verge of being sold again, the ship sank in Straits of Florida on 2 July 1926.
A military reserve force is a military organization composed of citizen-soldiers of a country who combine a military role or career with a civilian career. They are not normally kept under arms and their main role is to be available to fight when their military requires additional manpower. Reserve forces are generally considered part of a permanent standing body of armed forces. The existence of reserve forces allows a nation to reduce its peacetime military expenditures while maintaining a force prepared for war. It is analogous to the historical model of military recruitment before the era of standing armies.
Provincial Marine was a coastal protection service in charge of the waters in the Great Lakes, the St. Lawrence River and parts of Lake Champlain under British control. While ships of the Provincial Marine were designated HMS, they were operated in more of a coast guard manner than as a full-fledged navy. Operations were maintained and staffed by the Royal Navy. Most ships of the Provincial Marine were built on the Great Lakes.
HMS Niobe was a ship of the Diadem class of protected cruisers in the Royal Navy. She served in the Boer War and was then given to Canada as the second ship of the newly created Naval Service of Canada as HMCS Niobe. The Naval Service of Canada became the Royal Canadian Navy in August 1911. The ship was nearly lost when she went aground off Cape Sable Island, Nova Scotia overnight 30–31 July 1911. Repairs were completed at the end of 1912 and the ship returned to service in late 1914. During the First World War, Niobe patrolled the approaches to the St. Lawrence River and then joined the Royal Navy's 4th Cruiser Squadron to patrol off New York City. The cruiser returned to Halifax, Nova Scotia on 17 July 1915 and never put to sea again. Niobe was paid off in September and served as a depot ship in Halifax. Damaged in the 1917 Halifax Explosion, she was sold for scrap and broken up in the 1920s.

The class derived its name from the gates of the French fortifications of Québec and Louisbourg and was designed by the RCN as a replacement for World War I-era Battle-class trawlers used to operate anti-submarine booms during World War II.
