Samuel Peter Hibbins (born 18 February 1982) is an Australian politician who served as the member for Prahran in the Victorian Legislative Assembly between 2014 and 2024. He served as the co-deputy leader of the Victorian Greens from April 2024 until resigning from the party to sit as an independent in November 2024. [1]
Prior to his election,Hibbins was a councillor on the City of Stonnington from 2012 to 2014. Before that,Hibbins was a youth worker at the Victorian Government's Department of Human Services. [2] He had previously contested the seat of Malvern at the 2010 state election,and the seat of Higgins at the federal election in the same year. [3]
Hibbins contested the Victorian seat of Prahran,the state's smallest seat,in 2014. The seat was tightly contested,with Hibbins preferred over Labor's Neil Pharaoh by only 31 votes,and defeating incumbent Clem Newtown-Brown on the two-party preferred vote. [4] The Hibbins campaign focus included building a new secondary school and the redevelopment of South Yarra railway station. [5]
Hibbins was re-elected in 2018. He has held the Victorian Greens' portfolios of Spokesperson Major Events,Education and Youth since December 2018. [6] He has also held the portfolios of Spokesperson for Consumer Affairs,Housing,Planning,Local Government,and Industrial Relations since June 2020. [6] In 2021,Hibbins's proposed South Yarra railway station upgrades were completed. [7]
On 1 November 2024,Hibbins stepped down as co-deputy leader of the Victorian Greens and resigned from the Greens party room to sit as an independent,after it emerged that he had been having an extramarital affair with a staff member from his office. [8] Hibbins described the affair as a "human mistake". [9] [8] Hibbins resigned as a member of parliament on 23 November,triggering a by-election in the seat of Prahran. [10] [11]

The Division of Higgins is an Australian Electoral Division in Victoria for the Australian House of Representatives. The division covers 41 km2 (16 sq mi) in Melbourne's inner south-eastern suburbs. The main suburbs include Armadale,Ashburton,Carnegie,Glen Iris,Kooyong,Malvern,Malvern East,Murrumbeena,Prahran and Toorak;along with parts of Camberwell,Ormond and South Yarra. Though historically a safe conservative seat,Higgins was won by the Liberal Party by a margin of just 3.9 percent over the Labor Party at the 2019 election,the closest result in the seat’s history. It then flipped to Labor in the 2022 election.

The incumbent centre-right Coalition minority government,led by Liberal Party leader and Premier Denis Napthine and National Party leader and Deputy Premier Peter Ryan,was defeated by the centre-left Labor Party opposition,led by Daniel Andrews. The Greens won two lower house seats,their first Legislative Assembly seats in a Victorian state election,whilst increasing their share of upper house seats. The new Andrews Ministry was sworn in on 4 December 2014.
Cr. George Tomas Gahan JP was an Australian politician and Victorian amateur boxer. He was born in Inglewood,Victoria to Benjamin Edward Gahan and Emma Gahan née Walker. The Gahan family later moved to the Melbourne suburb of Prahran where George became a building contractor. At a young age George began training as an amateur boxer. In his mid 30s Gahan attempted to join the Australian Army and defend his country in World War II. Despite being rejected by army due to a duodenal ulcer,Gahan applied a second time,only be to turned away again. This tenacious streak proved to be a valuable attribute as George again turned his focus towards amateur boxing,winning a Yarraville boxing competition and in 1949 in the final of the Welter division was beaten by the Australian champion Bill Seewitz. George had his last fight at 42 years of age when he was stopped in the 2nd round by his opponent 20 years his junior. George's tenacity and fighting talent soon shifted from the boxing ring to the political arena,becoming known as Prahran's George the Giant Killer. From 1957 to 1959,George Gahan was the president of the Prahran-South Yarra branch of the Helping Hand League of Victoria;now known as Inclusion Melbourne.

The 2018 Victorian state election was held on Saturday,24 November 2018 to elect the 59th Parliament of Victoria. All 88 seats in the Legislative Assembly and all 40 seats in the Legislative Council were up for election. The first-term incumbent Labor government,led by Premier Daniel Andrews,won a second four-year term,defeating the Liberal/National Coalition opposition,led by Opposition Leader Matthew Guy in a landslide victory. Minor party the Greens led by Samantha Ratnam also contested the election.

The 2026 Victorian state election is expected to be held on 28 November 2026 to elect the 61st Parliament of Victoria. All 88 seats in the Legislative Assembly and all 40 seats in the Legislative Council will be up for election,presuming there are no new electorates added in a redistribution.
A by-election for the electorate of Prahran in the Victorian Legislative Assembly is scheduled to be held sometime in 2025,following the resignation of incumbent member Sam Hibbins,which occurred on 23 November 2024.
