Dr. Sarah Mary Liao Sau-tung,GBS,MBE,JP,FRSC (born 25 December 1951) was former Secretary for the Environment,Transport and Works of the Hong Kong Special Administrative Region and a member of the Executive Council of Hong Kong since 2002. She was appointed on 1 August 2002 and served until 2007. [1] She is also a Senior Adviser to the Vice-Chancellor of the University of Hong Kong on Environmental and Sustainability Matters. [2]
Sarah Mary Liao graduated from the Diocesan Girls' School [3] and earned her bachelor's degree (chemistry and botany),master's degree (inorganic chemistry) and doctorate (environmental/occupational health) from the University of Hong Kong. She was also awarded a master's degree (analytical chemistry) by the University of Birmingham. [4] Her brother is Dr. York Liao,a prominent Hong Kong businessman and councillor.
She is a Fellow of the Royal Society of Chemistry and an Honorary Professor in Civil Engineering at the University of Hong Kong. [5] During her university years,Liao joined St. John's College [6] as a residential member from 1970 and has served as the female sports captain from 1971–72.
Liao's career in environmental protection began in 1976 at the University of Hong Kong when she supervised the first government-funded annual air monitoring project. This program was designed to provide extensive background environmental data,which continued for five years. She then spent over seven years establishing and administering the program on Environmental Health &Safety at the University. Another area of work was the management of toxic and hazardous materials (chemical and biological) used in the University,including the procurement,storage,delivery,use,pre-disposal treatment and final disposal of these substances. At the same time she conducted large scale studies relating to workplace health and safety,hazard identification,risk assessment and environmental problems in a range of Hong Kong industries.[ citation needed ]
In 1988 Liao founded EHS Consultants Limited which provided a range of environmental services requiring specialist expertise. Projects in the 1990s included a comprehensive asbestos management consultancy for the Housing Authority,producing drafting instructions for the Asbestos Regulations under the Air Pollution Control Amendment Bill,major environmental impact assessments relating to Port and Airport Developments,and a territory-wide study on Indoor Air Quality. In 1997,EHS Consultants Limited merged with CH2M HILL Ltd.,a US-based environmental consultancy firm with 12,000-employee and US$1.7 billion revenue,and Liao became the managing director for Greater China. Recent projects included the study on air quality in the Pearl River Delta,Toxic Substances and pollution in HK waters. [ citation needed ]
Liao was the senior environmental adviser to Beijing's Olympic Bidding and Organizing Committees from 1999–2008. She was a member of the bidding committee to represent Beijing at the 2008 Olympic Bidding conference in Moscow on 13 July 2001. [7]
Liao was named Secretary for the Environment,Transport and Works in August 2002 as part of Tung Chee Hwa's Principal Officials Accountability System. [8] The portfolio covered environmental protection,transport services and safety management,road and rail infrastructure,water supply,slope safety and flood prevention,electrical and mechanical and architectural services,and a public works program averaging HK$27b per year. Upon her government appointment,there were concerns about her close relations with Beijing and her close links to the tobacco industry. [9]
Liao tackled air pollution head-on by the imposition of emission caps on power stations,and worked with Guangdong to successfully institutionalise emission trading and setting up the first regional air monitoring network. [10] [11]
Liao also implemented the polluters- pay- principle in both solid waste and wastewater,produced a 10-year framework for waste management,encouraged private-public partnerships for private lands to conserve nature while greening of the urban areas was systematically carried out under a territory-wide master plan. [12]
On the transport side,Liao commissioned three new railways,initiated and completed the merger of the two railway companies in HK, [13] and facilitated cross-boundary traffic by building the Lok Ma Chau railway and the Shenzhen Western Crossing where the first co-location of immigration facilities is implemented. [1] She commissioned and implemented the public transportation fare adjustment scheme to help lift the objectivity and transparency of bus fare adjustments. The scheme,although heavily debated,allowed the public to have visibility to major transportation companies' fare policies in relations to micro and macro economic trends and indicators. [14] She has consistently achieved high approval rates in public opinion polls. [15]
Liao is a member of the China Council for International Cooperation on Environment and Development (CCICED), [16] an Environmental Adviser to the Shanghai Municipal Government on the Shanghai World Expo 2010, [17] a Senior Adviser to the Vice-Chancellor of The University of Hong Kong on Environmental and Sustainability Matters,a trustee on the Board of Trustees of the Environmental Defense Fund (EDF), [18] and a member of the School Council of the St. Stephen's Girls' College of Hong Kong. The Mass Transit Railway (MTR) is a major public transport network serving Hong Kong. Operated by the MTR Corporation Limited (MTRCL),it consists of heavy rail,light rail,and feeder bus service centred on a 10-line rapid transit network serving the urbanised areas of Hong Kong Island,Kowloon,and the New Territories. The system included 240.6 km (149.5 mi) of rail as of 2022 with 167 stations,including 98 heavy rail stations,68 light rail stops and one high-speed rail terminus.
The Airport Express is one of the lines of the Hong Kong MTR system. It links the urban area with the Hong Kong International Airport and the AsiaWorld–Expo exhibition and convention centre.

St. John’s College is an Anglican college affiliated to the University of Hong Kong,which provides accommodation to undergraduates and postgraduates. As the successor of St. John’s Hall,which was founded in 1912,the College is the oldest residential hall/college of the University. Constitutionally,the College is a body corporate established by statute,the St. John’s College Ordinance,on 27 April 1956. As such,unlike other residential halls/colleges that are directly administered by the University,the College enjoys financial and administrative independence. The Ricci Hall,run by the Jesuits,is the only other non-University-administered hall.
The Air Pollution Index is a simple and generalized way to describe the air quality,which is used in Malaysia. It is calculated from several sets of air pollution data and was formerly used in mainland China and Hong Kong. In mainland China the API was replaced by an updated air quality index in early 2012 and on 30 December 2013 Hong Kong moved to a health based index.
The Action Blue Sky Campaign is an environmental campaign in Hong Kong,organised by the Environmental Protection Department,to clean up the city's air pollution. It was officially launched by Chief Executive Donald Tsang on July 25,2006. According to a press release of the Hong Kong government,its campaign slogan in Chinese is "全城投入 為藍天打氣",while its campaign slogan in English is "Clean Air for a Cool Hong Kong!" The campaign hopes to win support from the public as well as the business community,including those businesses investing in the Pearl River Delta Region.
Clear The Air is a voluntary organisation aiming at reducing air pollution in Hong Kong. It was founded on 10 December 1997 as a Society under the Societies Ordinance. It is self-sustained and is supported by individual membership fees and member donations.
Air pollution in Hong Kong is considered a serious problem. In 2004,visibility was less than eight kilometers for 30 per cent of the year. Cases of asthma and bronchial infections have soared due to reduced air quality. However,in recent years,the hours of reduced visibility in Hong Kong have decreased by significant amounts compared to the previous ten years.

The Hong Kong General Chamber of Commerce was founded on 29 May 1861,and is the oldest and one of the largest business organizations in Hong Kong. It has around 4,000 corporate members,who combined employ around one-third of Hong Kong's workforce. West Kowloon station,also known as Hong Kong West Kowloon,is the southern terminus of and the only station on the Hong Kong section of the Guangzhou–Shenzhen–Hong Kong Express Rail Link (XRL). The adoption of electric vehicles in Hong Kong is actively supported by the Hong Kong government,which recognizes battery electric vehicles,plug-in hybrids,and conventional hybrid electric vehicles to be environmentally friendly and eligible for financial incentives. As of 31 October 2017,there were 11,039 electric vehicles in Hong Kong,up from less than 100 in 2010. At present,73 EV models from eight countries have been approved by the Transport Department to be eligible for the incentives. These include 51 models for private cars and motorcycles and 22 models for public transport and commercial vehicles.
Kelly Tung Kin-lei is a Hong Kong politician associated with the pro-Beijing Democratic Alliance for the Betterment and Progress of Hong Kong. She was a member of the Sha Tin District Council for the constituency of Tai Wai between 2015 and 2019.
Ng Cho-nam,SBS,JP,was a Hong Kong environmental studies scholar and conservationist who taught as an associate professor within the Department of Geography at the University of Hong Kong. He served as a top advisor on numerous Hong Kong government committees in areas of conservation,sustainable development,environmental protection,urban planning,and was an active member in various environmental NGOs. He was the director of the Conservancy Association from 2000 to 2019.
The election for the Hong Kong deputies to the 14th National People's Congress (NPC) was held on 15 December 2022. 36 Hong Kong deputies were elected by an electoral college composed of 1,420 members.
