Sardar Ahmad Nawaz Sukhera is a retired Pakistani civil servant who served in BPS-22 grade,the highest attainable rank for a serving officer,as the Cabinet Secretary of Pakistan. [1] Sukhera did his bachelor's degree in economics from the London School of Economics and obtained his master's degree in Public Administration from Harvard University. Sukhera belongs to the Pakistan Administrative Service and joined the civil service in 1985. He retired as the senior-most grade 22 officer in the country in January 2023. [2]
Sukhera served as the Cabinet Secretary of Pakistan,appointed by Prime Minister Imran Khan in April 2020 and retired from active civil service on 31 January 2023. [3] He was previously serving as the Commerce Secretary of Pakistan. Earlier,he was serving as Secretary Board of Investment (BoI). [4] Prior to BoI,he was the Information Secretary of Pakistan. [5]
Sukhera has also previously tenured as principal secretary to the Governor of Punjab and as deputy commissioner of Faisalabad. [6]
It was reported that Mr. Sukhera is a dual citizen,working in Pakistan's civil service while being an American citizen. If true,he may have also been the first American to become Cabinet Secretary of Pakistan. [7]
He was awarded Hilal-i-Imtiaz by the President of Pakistan in 2023. [8]
Farooq Ahmad Khan Leghari,was a Pakistani politician who served as the eighth president of Pakistan from 14 November 1993 until resigning on 2 December 1997. He was the first Baloch to be elected as President.

Grade 22 is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 3-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan,only a few dozen officers serve in BPS-22 grade at a given time. Hence,not even 1% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country.
Syed Abu Ahmad Akif is a retired Pakistani civil servant who served in BPS-22 grade as the Cabinet Secretary and Climate Change Secretary of Pakistan. Akif belongs to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary by Prime Minister Nawaz Sharif in 2016. He previously served in BPS-22 grade as the Interior Secretary of Pakistan,Chief Secretary Punjab and as Chief Secretary Sindh. Khan was promoted to the rank of Federal Secretary in February 2017 by Prime Minister Nawaz Sharif.
Babar Yaqoob Fateh Muhammad is a retired Pakistani civil servant who served as chairman of the Federal Land Commission of Pakistan from April 2020 to April 2023. Previously,he served in BPS-22 grade as the Cabinet Secretary of Pakistan,Chief Secretary Balochistan and Maritime Secretary. He also served as ECP Secretary and Chief Secretary Gilgit Baltistan. He belongs to the Pakistan Administrative Service and is batchmates with Shehzad Arbab,Tariq Bajwa and Sajjad Saleem Hotiana.
Muhammad Sualeh Ahmad Faruqi is a Pakistani civil servant who serves in BPS-22 grade,the highest attainable rank for a civil servant,as the Commerce Secretary of Pakistan. Faruqi belongs to the Pakistan Administrative Service and holds a master's degree from the London School of Economics. In 2022 after the retirement of Federal Secretary Rizwan Ahmed,Sualeh Faruqi being the next senior-most grade 22 officer from Sindh was appointed as Member of the Central Selection Board- the prestigious body responsible for promotion of the country's senior civil servants.
Asad Rehman Gilani is an officer of the Pakistan Administrative Service (PAS) currently serving as Principal Secretary to the Prime Minister of Pakistan. Gilani belongs to the 24th Common Training Program and is among the very few federal secretaries alongside Sardar Ahmad Nawaz Sukhera and Rizwan Ahmed who are Harvard graduates.
