The Secretary of State for Science, Innovation and Universities, known in its early years as Secretary of State for Universities and Research, is the second highest office of the Ministry of Science, Innovation and Universities of the Government of Spain. The Secretary of State is appointed by the Monarch on the advice of the Science Minister.
As the second highest office of the Ministry, the Secretary of State is responsible for the direction of the responsibilities assigned to the Ministry over science, R&D&I and universities. The Secretary of State designs and directs, in coordination with the Secretary of State for Education, the scholarship and study aid programs and coordinated the efforts of the different Spanish public administrations and the European institutions.
The Secretary of State also takes care of the well administration and distribution of the European Union funds destined to universities, science and research and it secures the equal and universal access and no discrimination to universities and science with special attention to the role of women in this area. Because of his position, the Secretary of State is also the president of the State Research Agency and the Centre for the Development of Industrial Technology.
The Secretariat of State was created for the first time in 1977 [2] with the name of Secretariat of State for Universities and Innovation and was integrated in the Ministry of Education and Science but it was soon replaced by the Ministry of Universities and Science created in 1979. [3] This ministry was suppressed in 1981 and the secretariat of state was activated again and integrated in the Ministry of Education.
The significant modification happened in 2000. During the Second Aznar Government, the Ministry of Science and Technology was created and assumed the competences over R&D&I and science, [4] but the competences over universities were maintained in the Ministry of Education. At this time, the Secretary of State for Education assumed the competences over universities and in the Ministry of Science was created the Secretariat of State for Scientific and Technological Policy.
In 2004, the Prime Minister José Luis Rodríguez Zapatero merged the Ministry of Education and the Ministry of Science and the Secretariat of State for Universities and Research was created again. In his second government, Zapatero revived the Ministry of Science but split the secretariat of state in two. In 2009 the Secretariat of State for Universities was suppressed and all its competences were assumed by the General Secretariat of Universities in the Ministry of Education. [5]
In 2012, the new government of Mariano Rajoy continued with the major austerity plan started by Zapatero to improve the economy which started with the reduction of dozens of high-ranking officials. This provoked that disappearance of the Ministry of Science and most of its competences were granted to the Ministry of Economy, which had as one of its major departments the Secretariat of State for Research, Development and Innovation. The General Secretariat for Universities was also eliminated and its competences were assumed, once again, by the Secretary of State for Education. [6]
Once that the crisis was over, the change of government in 2018 it brought with it the enlargement of the State Administration with the creation of new ministerial departments like the Ministry of Science, that assumed its old competences.
To carry out its duties, the Secretariat of State is divided in five major departments and two non-ministerial bodies: [7]
Along with the mentioned departments, the Secretariat of State is the directly responsible of the State Research Agency and the Centre for the Development of Industrial Technology.

The Ministry of Foreign Affairs, European Union and Cooperation (MAEUEC) is a department of the Government of Spain in charge of planning, managing, carrying out and evaluating the country's foreign and international cooperation for development policies, paying special attention to the ones in relation to the European Union and Ibero-America, as well as coordinating and supervising all actions done in this areas by the other Ministries and Public Administrations. Likewise, it is responsible for promoting international economic, cultural and scientific relationships, taking part in the proposal and application of the migration policy, promoting cross-border and interterritorial cooperation, protecting Spaniards abroad and preparing, negotiating and processing the international treaties which Spain is part of.
The Ministry of Transport and Sustainable Mobility (MITMA), traditionally known as the Ministry of Development (MIFOM), is the department of the Government of Spain responsible for preparing and implementing the government policy on land, air and maritime transport infrastructure and the control, planning and regulation of the transport services on this areas. It is also responsible for guaranteeing access to housing; urban, soil and architecture policies; planning and controlling the postal and telegraph services, directing the services related to astronomy, geodesy, geophysics and mapping, and planning and programing the government investments on infrastructure and services related to this scope. The Ministry's headquarters are in the New Ministries government complex.
The Ministry of Industry and Tourism (MINCOTUR) is the department of the Government of Spain responsible for the proposal and execution of the government policy on industry, trade and tourism, including among its competences the industrial development and of the SMEs, the promotion and defense of the industrial property, as well as the politics of tourism and the rest of competences and attributions that the legal system attributes to it. Likewise, in coordination with the Foreign Ministry is responsible for the international cooperation on this matters.
The Ministry of Defence (MINISDEF) is the department of the Government of Spain responsible for planning, developing and carrying out the general guidelines of the Government about the defence policy and the managing of the military administration. It is the administrative and executive body of the Spanish Armed Forces.
The Ministry of the Presidency (MPR) was the department of the Government of Spain that, from 1974 to 2023, assured the link between the different Ministries and the Prime Minister and it was responsible for the relations between the Government and the Parliament. This department also supported The Crown in the exercise of its functions.
The Ministry of Labour and Social Economy (MITES) is the department of the Government of Spain responsible for planning and carrying out the government policy on labour relations and social economy.
The Ministry of Education, Vocational Training and Sports (MEFPD) is the department of the Government of Spain responsible for proposing and carrying out the government policy on education and vocational training, including all the teachings of the education system except university education, without prejudice to the competences of the National Sports Council in matters of sports education. Likewise, it is also the responsibility of this Department the promotion of cooperation actions and, in coordination with the Ministry of Foreign Affairs, the promotion of international relations in the field of non-university education.
The Ministry of Science, Innovation and Universities (MICIU) is the department of the Government of Spain responsible for developing and implementing the government policy on scientific research, technological development and innovation in all sectors. In particular, MICIU is responsible for the exercise of research, technological development and innovation competencies in space matters, including representation and participation in European Union and International organizations. It is also responsible for the university policy.
The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is the department of the Government of Spain responsible for developing the government policy on fight against climate change, prevention of pollution, protecting the natural heritage, biodiversity, forests, sea, water and energy for a more ecological and productive social model. Likewise, it is responsible for the elaboration and development of the government policy against the country's demographic challenges.
The Secretary of State for Territorial Administrations, currently named Secretary of State for Territorial Policy is the highest official of the Ministry of Territorial Policy responsible for the development of the Government's policy about Spain's territorial organization as well as responsible for the relations between the central government and the regional and local authorities.
The secretary of state for telecommunications and digital infrastructures (SETID) is senior minister of the Spanish Department of Economic Affairs and Digital Transformation.
The Secretary of State for the European Union (SEUE) is a senior official of the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain. The SEUE is appointed by the Monarch with the advice of the Foreign Minister.
The secretary of state for foreign and global affairs (SEAEX) is a senior minister of the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain. Although he or she has the same rank as the other Secretaries of State of the Department, the SEAEX is considered the second-in-command to the Minister.
The Secretary of State for Tourism (SETUR) is a high-ranking official of the Ministry of Industry, Trade and Tourism of the Government of Spain.
The secretary of state for justice (SEJUS) is the second-in-command to the Spanish minister of justice. The secretary of state is appointed by the monarch at the request of the justice minister and after hearing from the Council of Ministers.
The secretary of state for infrastructure, transport and housing (SEITV) is a high-ranking official of the Ministry of Development of the Government of Spain. The SEITV is appointed by the king of Spain at the proposal of the minister of development.
The Ministry of Social Affairs (MAS), since 2023 known as Ministry of Social Rights, Consumer Affairs and 2030 Agenda, is a department of the Government of Spain responsible for the government policies on social services, family, minors protection, disability and prevention of youth crime, adoptions and foster care and the promotion of cultural communication and youth association. Likewise, the department is responsible for the government policies on animal welfare and UN Sustainable Development Goals.
The Secretariat of State for the Civil Service is a component of the Spanish Department for Digital Transformation and Civil Service responsible for the government policy on General State Administration's civil servants and other policies regarding civil servants of the regional and local administrations. In the past, it also exercised the powers related to e-administration.
The General Secretariat for Research is a component of the Spanish Department of Science and Innovation responsible for promoting the Spanish scientific research, as well as coordinating the different organizations and administrations that are part of it. The general secretariat's budget for 2019 was €2.697 billion.
The National Institute for Safety and Health at Work is an autonomous agency of the Government of Spain. The INSST is considered a technical-scientific agency entrusted with the task of analyze and research on safety and health conditions at work, as well of promoting and supporting the improvement of them, in order to achieve a decrease in occupational hazards, work accidents and occupational diseases.
