Serapio Rukundo is a Ugandan accountant and politician. He was the State Minister for Tourism and Wildlife in the Ugandan Cabinet, from 1 June 2006 until 27 May 2011. [1] In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and replaced by Agnes Akiror. [2] He also served as the elected Member of Parliament representing Kabale Municipality from 2001 until 2011. During the 2011 national election cycle, he lost the Kabale Municipality parliamentary seat to Andrew Baryayanga. [3]

Background and education

He was born in Kabale District on 6 April 1952. He studied at Ntare School. Serapio Rukundo holds the degree of Bachelor of Commerce, majoring in Accounting, obtained from Makerere University, Uganda's oldest university. [4] [5] [6]

Career

From 1976 until 1978, he worked as an accountant at Mvule Saw Mill, a private lumber factory. He then served as Senior Accountant at Woods Industries Corporation Limited, another private company, from 1978 until 1980. In 1980 he moved to the Uganda Development Bank, serving as the Accounts Manager until 1989. In 1989, he was appointed Chief Accountant at National Housing and Construction Corporation, serving in that capacity for twelve years until 2001. In 2001, at the age of 49, he entered politics, contesting for the parliamentary seat of Kabale Municipality. He won and was re-elected in 2006. However, in 2011, he lost his parliamentary seat on 18 March, [3] and was dropped from the cabinet on 27 May. [2]

Controversy

During his five-year tenure as State Minister for Tourism, he came under criticism on two counts:

  1. While appearing before the Public Accounts Committee of the Parliament of Uganda in December 2009, he denied recommending the inclusion of an unfinished hotel on the list of establishments earmarked to host delegates for the Commonwealth Heads of Government Meeting 2007 which took place in Kampala, Uganda's capital. J&M Hotel received government funds amounting to USh2.7 billion (approx.1.2 million in 2007 money), only two days to the opening day of CHOGM 2007, hosted no conference event and no delegate slept there because it was still under construction, according to the report issued by the government's Auditor General. [7]
  2. In July 2011, the former State Minister for Tourism stated that he did not know much about the Protected Areas Management and Sustainable Use (PAMSU) project under the tourism ministry. "Rukundo also admitted that he supported a proposal for an additional US$43 million, to ostensibly complete unfinished activities without getting a report on how the previous US$38 million was spent". "Rukundo admitted that the PAMSU project had flaws and that there was no value for money". All this took place during the proceedings of the Commission of Inquiry into alleged mismanagement of Uganda Wildlife Authority funds. The chairman of the commission, retired Justice George Kanyeihamba described the former minister as incompetent. [8]

Nsaba Buturo insisted on contesting the general elections as an Independent candidate; but he still lost.

Syda Namirembe Bbumba is a Ugandan accountant, politician and banker. She served in the Cabinet of Uganda as Minister of Energy and Minerals from 2002 to 2006, Minister of Gender, Labor and Social Development from 2006 to 2008, Minister of Finance from 2009 to 2011, and Minister of Gender, Labor and Social Development again from 2011 to 2012. She was also the elected Member of Parliament for Nakaseke County North, Nakaseke District She was the Chairperson of the Parliamentary Committee on National Economy and also Chairperson of the Parliamentary Islamic Banking Forum. She was Sub-Saharan Africa's representative to the OIC Women Advisory Panel.

Janat Balunzi Mukwaya is a politician and former Major in the military of Uganda. Currently she is a Senior Presidential Advisor Before that, she previously served as the Minister for General Duties in the Office of the Prime Minister from 16 February 2009 until 27 May 2011. the Minister of Gender, Labour and Social Affairs from 6 June 2016 until December 2019. Minister of Trade and Industry from June 2006 until February 2009. In May 2011, she temporarily retired from politics and was replaced in the cabinet by Kiddu Makubuya. She also served as the elected member of Parliament for Mukono South Constituency in Mukono District, from 2006 until her retirement in 2011.

Hope Ruhindi Mwesigye is a Ugandan lawyer and politician. She is the former Minister for Agriculture, Animal Industry & Fisheries from 16 February 2009 until 27 May 2011. Prior to that, she served as the State Minister for Local Government, from June 2006 until February 2011. In the cabinet reshuffle of 27 May 2011, she was dropped from the cabinet and replaced by Tress Bucyanayandi.

Tarsis Bazana Kabwegyere is a Ugandan sociologist, academic and politician. He is the current{{when minister of general duties, Office of the Prime Minister in the Ugandan cabinet. He was appointed to that position on 23 May 2013. Before that, from 15 August 2012 until 23 May 2013, he was the minister of gender, labour and social affairs. At first, the parliamentary committee vetting cabinet appointments rejected his selection, but after discussions between President Yoweri Museveni and Speaker Rebecca Kadaga, he was finally approved on 7 September 2012. Earlier, he was the minister of disaster relief and planning in the Ugandan cabinet, from 1 June 2006 until 27 May 2011. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and was replaced by Stephen Mallinga. He was also the elected member of parliament representing Igara County West, Bushenyi District, from 1996 until 2011.

Gabriel Opio is a Ugandan economist and politician. He was the Minister of Gender, Labor & Social Development in the Cabinet of Uganda from 16 February 2009 to 27 May 2011. Before his service at the Gender Ministry, he served as the State Minister for Higher Education from June 2006 to February 2009.

Daniel Omara Atubo is a Ugandan lawyer, educator and politician. He is the former Minister of Lands, Housing and Urban Development, in the Ugandan Cabinet, a position he served in from May 2006 until May 2011. In the cabinet reshuffle on 27 May 2011, he was dropped from the Cabinet. He represented "Otuke County", in present-day Otuke District in the Ugandan Parliament, between 1987 and 2011. He lost his re-election bid to parliament in March 2011.

Henry Aggrey Bagiire is a Ugandan politician and educator. He served as the State Minister for Agriculture in the Cabinet of Uganda from 16 February 2009 until 27 May 2011. He also served as the elected Member of Parliament (MP) for Bunya County West, Mayuge District, from 2006 to 2009.

Frederick Douglas Mwanja Mukisa was a Ugandan educator and politician. He served as the State Minister for Fisheries in the Ugandan Cabinet, from 1 June 2006 until 27 May 2011. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and replaced by Ruth Nankabirwa. He also served in the elected Ugandan Parliament, representing "Bukooli County Central", Bugiri District, from 2006 until 2011. He was appointed to that position on 14 December 2019. Previously he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

Emmanuel Otiam Otala is a Ugandan physician and politician. He served as the State Minister for Labor in the Ugandan Cabinet from February 2009 until May 2011. Before that, he served as the State Minister of Health for Primary Care from June 2006 until February 2009. In the cabinet reshuffle of 27 May 2011, he was dropped and replaced by Mwesigwa Rukutana. He also served as the elected Member of Parliament (MP) for West Budama South Constituency, Tororo District, from 2006 until 2011. During the 2011 national elections, he lost to Jacob Marksons Oboth, an independent politician.

Jenipher Kacha Namuyangu, also Jennifer Namuyangu Byakatonda, but commonly referred to as Jennifer Namuyangu, is a Ugandan politician and environmentalist. She belongs to the National Resistance Movement political party. She is the Minister of State for Local Government in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. Namuyangu contested for the parliamentary seat of Kibuku County, Kibuku District. She lost to Saleh Kamba by a wide margin.

Simon Ejua is a Ugandan politician. He was the state minister for transport in the Ugandan Cabinet from 1 June 2006 until 27 May 2011. He survived the cabinet reshuffle of 16 February 2009. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and was replaced by Stephen Chebrot He also served as the elected Member of Parliament, representing Vurra County, Arua District, from 2006 until 2011. In the 2011 national elections, he lost his parliamentary seat to Sam Agatre Okuonzi, an independent politician, who is the incumbent MP for that constituency.

Fredrick Ruhindi, more commonly known as Freddie Ruhindi or Fred Ruhindi, is a Ugandan lawyer and politician. He was Attorney General of Uganda from 1 March 2015 to 2016. Between 2 June 2006 and 28 February 2015, he served as the State Minister for Justice & Constitutional Affairs in the Ugandan Cabinet. He has served in that capacity since 2006. In the cabinet reshuffle of 16 February 2009, and that of 27 May 2011, he retained his cabinet post. He is also the elected Member of Parliament representing Nakawa Division in Kampala District.

Perez Ahabwe is a Ugandan economist and politician who was the State Minister for Local Government in Uganda from 16 February 2009 to 27 May 2011. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and replaced by Alex Onzima. He also served as the elected member of Parliament, representing Rubanda County East, Kabale District, from 2001 to 2011, before losing to Henry Musasizi in the 2011 general election. On 7 June 2019, Ahabwe was appointed by Monica Azuba Ntege, Uganda's Minister of Works and Transport as the Chairman of the newly inaugurated Uganda Airlines National Company Board of Directors.

Agnes Akiror Egunyu, known as Agnes Akiror, is a Ugandan politician. She is the current State Minister for Teso Affairs in the Cabinet of Uganda. She was appointed to that position on 6 June 2016. Prior to that, from 27 May 2011 until 6 June 2016, she served as Minister of State for Tourism. She replaced Serapio Rukundo, who was dropped from the cabinet. In the cabinet reshuffle of 1 March 2015, she retained her cabinet post. On account of being a cabinet minister, she is an ex-officio Member of Parliament.

Henry Banyenzaki is a Ugandan politician who served as the elected Member of Parliament for Rubanda County West, Kabale District. From 2011 to 2016, he served as the State Minister for Economic Monitoring in the Office of the President in the Cabinet of Uganda.

Sarah Achieng Opendi, sometimes Sarah Opendi Achieng, is a Ugandan accountant and politician. She was the State Minister of Mineral Development in the Ugandan cabinet, since 14 December 2019.
