Shane Leslie Stone AC , KC (born 25 September 1950) is an Australian political figure. He is a member and former leader of the Country Liberal Party,and was the Chief Minister of the Northern Territory between May 1995 and February 1999. [1] Since October 2023,Stone is the president of the party.
Stone served as the Chair of the Council for the Order of Australia from 2018 to 2023. He was also the Coordinator-General of the National Recovery and Resilience Agency and its predecessors until August 2022. He was also the federal president of the Liberal Party of Australia (affiliate of the Country Library Party) between July 1999 and 2005.
First elected to the Northern Territory Legislative Assembly Electoral division of Port Darwin as a member of the Country Liberal Party (CLP) in 1990,Stone held several portfolios,including Attorney-General,Education and the Arts,Employment and Training,Mines and Energy,Industries and Development,and Asian Relations and Trade. [1] In late 1997 Stone attracted sustained criticism when as the First Law Officer being the Attorney-General he appointed himself a Queen's Counsel.
Stone was the Chief Minister during the referendum for statehood for the Northern Territory in 1998. Electors were asked to vote on whether the Northern Territory should become a state with a constitution that had been approved by a Constitutional Assembly. A bipartisan committee of the Northern Territory Legislative Assembly had recommended a constitution and that it should be further considered by an elected Constitutional Assembly. The CLP Government put forward a different constitution to a non-elected Constitutional Assembly. The referendum failed narrowly. The following year Stone resigned as Chief Minister;18 months later the CLP under Denis Burke lost the next Territory election after 27 years in power. In 1999 he became the federal President of the Liberal Party of Australia,and was appointed a Commander of the Order of Kinabalu by the Malaysian state of Sabah. [2]
In 2001 he wrote a memo,later leaked to the press,that suggested that the government of John Howard was seen as "mean and tricky". [3] The ensuing controversy quickly mushroomed,with Stone and Howard both being accused of leaking the memo.
Stone is the Executive Chairman of the APAC Group of Companies. [4] He was the National Chairman of the Duke of Edinburgh's International Award - Australia from 2012 to 2018. He is currently an Award Ambassador. Awarded the Centenary Medal in 2001,Stone was appointed a Companion of the Order of Australia in the 2006 Queen's Birthday Honours for his service to politics,industry,and bi-lateral relations between Australia and the Asia-Pacific region. [5] In 2018,Stone was appointed chair of the Council for the Order of Australia. [6] In 2019 he was presented with the Gold Distinguished Service Medal,The Duke of Edinburgh's International Award –Australia,this being the highest level of recognition made by the Award in Australia. The award was made by Prince Edward,Earl of Wessex.
In March 2019,he was appointed by Prime Minister Scott Morrison as head of the North Queensland Livestock Industry Recovery Agency following the North Queensland floods. [7] [8] In December 2019,North Queensland Livestock Industry Recovery Agency was expanded to include drought and renamed into a new National Drought and North Queensland Flood Response and Recovery Agency,with Stone appointed the Coordinator-General of the new agency. [9] The agency was further subsumed into the National Recovery and Resilience Agency (NRRA) on 5 May 2021 and Stone continued to be the Coordinator-General of the new agency. [10] During the Queensland and New South Wales floods in March 2022,Stone suggested inundated homes in flood-prone areas should not be rebuilt,and residents of flood-prone areas needed to "face realities". He was criticised by the opposition Labor Party for being "insensitive to those who had lost properties and livelihoods" and should be sacked for "victim blaming". [11]
Following Labor's victory at the May 2022 federal election,in July 2022,the new Albanese government announced the merger of the NRRA and the Emergency Management Australia on 1 September 2022 to form the National Emergency Management,Resilience and Recovery Agency (NEMRRA). [12] Following the announcement,Stone took leave and left the NRRA on 31 August. [13]
After his departure from the NRRA,Stone was elected as the president of the Country Liberal Party in October 2023. [14] During his presidency,the party won the 2024 Northern Territory general election.
The Country Liberal Party of the Northern Territory (CLP),commonly known as the Country Liberals,is a centre-right and conservative political party in Australia's Northern Territory. In territory politics,it operates in a two-party system with the Australian Labor Party (ALP). It also contests federal elections as an affiliate of the Liberal Party of Australia and National Party of Australia,the two partners in the federal coalition.
The chief minister of the Northern Territory is the head of government of the Northern Territory. The office is the equivalent of a state premier. When the Northern Territory Legislative Assembly was created in 1974,the head of government was officially known as majority leader. This title was used in the first parliament (1974–1977) and the first eighteen months of the second. When the Northern Territory acquired limited self-government in 1978,the title of the head of government became chief minister with greatly expanded powers,though still somewhat less than those of a state premier.
Denis Gabriel Burke is a former Australian politician. A former Australian Army officer,he served as a Country Liberal Party member of the Northern Territory Legislative Assembly from 1994 to 2005. He spent two years as Chief Minister after succeeding Shane Stone,but oversaw the CLP's defeat at the 2001 election,ending 27 years of continuous CLP government in the Northern Territory. Burke later served as Opposition Leader from 2001 to 2003 before being toppled,but was re-elected as leader in 2005. He subsequently took the party to its largest-ever defeat at the 2005 election,culminating in the shock loss of his own seat.
The Legislative Assembly of the Northern Territory is the unicameral legislature of the Northern Territory of Australia. The Legislative Assembly has 25 members,each elected in single-member electorates for four-year terms. The voting method for the Assembly is the full-preferential voting system,having previously been optional preferential voting. Elections are on the fourth Saturday in August of the fourth year after the previous election,but can be earlier in the event of a no confidence vote in the government. The most recent election for the Legislative Assembly was the 2020 election held on 22 August. The next election is scheduled for 24 August 2024.
David William Tollner is an Australian politician. He was the Country Liberal Party member for Solomon in the Australian House of Representatives from 2001 to 2007,and then served in the Northern Territory Legislative Assembly as the member for Fong Lim from 2008 to 2016. He was the Deputy Chief Minister of the Northern Territory under chief minister Adam Giles from 2013 to 2014. During his time in federal parliament,he sat with the Liberal Party.
Susan Jill Carter is an Australian politician. She was a Country Liberal Party member of the Northern Territory Legislative Assembly from 2000 to 2005,representing the central Darwin electorate of Port Darwin. After winning a by-election upon the resignation of former Chief Minister Shane Stone,Carter served as Opposition Whip and Shadow Minister for Health,and was briefly touted as a leadership aspirant before being unexpectedly defeated at the 2005 election.
Paul Anthony Edward Everingham is a former Australian politician who was the head of government of the Northern Territory of Australia from 1977 to 1984,serving as the second and last Majority Leader (1977–1978) and the first Chief Minister of the Northern Territory from 1978 to 1984. He represented the northern Darwin seat of Jingili in the Northern Territory Legislative Assembly from 1974 to 1984. He was then elected to the federal House of Representatives,representing the Northern Territory between 1984 and 1987.
A general election was held in the Northern Territory,Australia on Saturday 7 March 1987. Although the incumbent Country Liberal Party (CLP) won a majority under new leader Stephen Hatton,the party's vote was down almost 20 percentage points.
A referendum was held in the Northern Territory on Saturday,3 October 1998,to decide whether the Territory should become a State of the Commonwealth of Australia. The Country Liberal Party government,and its federal counterpart,supported the Yes case. The opposition Labor Party supported the No case.
John Edward Reeves is a former Australian politician,lawyer and judge. He was a Labor member of the Australian House of Representatives from 1983 to 1984,a prominent barrister in Darwin afterwards,the author of the controversial 1999 Reeves Report on Aboriginal land rights in Australia. He served as a Judge of the Federal Court of Australia from November 2007 to January 2022.
Peter Glen Chandler is an Australian politician. He was a Country Liberal Party member of the Northern Territory Legislative Assembly,and held the seat of Brennan from 2008 to 2016. He was Deputy Chief Minister from 2014 to 2015 and a minister under both Terry Mills and Adam Giles. He lost his seat at the 2016 general election. Chandler lives in Palmerston with his wife,Robyn,and four children.
Adam Graham Giles is an Australian former politician and former Chief Minister of the Northern Territory (2013–2016) as well as the former leader of the Country Liberal Party (CLP) in the unicameral Northern Territory Parliament. Giles is the first Indigenous Australian to serve as a head of government in Australia.
Kezia Dorcas Tibisay Purick is an Australian politician. She was an independent member of the Northern Territory Legislative Assembly,first elected in the seat of Goyder in the 2008 election. Prior to entering Parliament,Purick was the CEO of the NT Minerals Council for 16 years. Originally elected as a member of the Country Liberal Party,she became an independent in 2015.

Gary John Higgins is an Australian former politician. A member of the Country Liberal Party,he was elected to represent the seat of Daly in the Northern Territory Legislative Assembly at the 2012 election. After the 2016 election,the CLP was reduced to only two members in the Legislative Assembly,with Higgins becoming party leader and Leader of the Opposition. Following health problems,he resigned both positions in favour of Lia Finocchiaro in February 2020,and retired at the 2020 election.
The Burke Ministry was the ministry of the sixth Chief Minister of the Northern Territory,Denis Burke. It was sworn in on 9 February 1999,following the resignation of former Chief Minister Shane Stone the previous day. While Stone told the media that his resignation was "pretty much" of his own timing and he wished to give the new CLP leader sufficient time to prepare for the 2001 election,it followed a meeting of backbenchers and some cabinet ministers advocating his removal. Burke was elected unopposed as leader. It was in office until 26 August 2001,when the Burke government lost the 2001 election to Clare Martin's Labor Party.
The National Recovery and Resilience Agency (NRRA) was an Australian government executive agency to help those affected by natural disasters,including droughts,bushfires,and floods. It was an agency of the Department of Home Affairs from 1 July 2022 until it was replaced by the National Emergency Management Agency (NEMA) in September 2022. Before this,it was an agency of the Department of the Prime Minister and Cabinet.
The National Emergency Management Agency (NEMA) is an executive agency of the Australian federal government under the Department of Home Affairs. The agency is responsible for coordinating and managing a national-level emergency response to help those affected by natural disasters,including droughts,bushfires and floods. NEMA was formed on 1 September 2022 from the merger of the two major disaster agencies,the National Recovery and Resilience Agency and Emergency Management Australia.
