The Shaw Report, officially the Report of the Commission on the Palestine Disturbances of August 1929, commonly known as the Shaw Commission, was the result of a British commission of inquiry, led by Sir Walter Shaw, established to investigate the violent rioting in Palestine in late August 1929. The commission's report was issued in March 1930 and led to the establishment of the Hope Simpson Enquiry in May 1930. It concluded that the cause of the rioting was based in Arab fears of continual Jewish immigration and land purchases, particularly resonating from a growing Arab landless class. This was later reiterated in the Hope Simpson Enquiry and subsequent Passfield white paper, both which called for limited Jewish immigration to Palestine.

The British Commission of Inquiry was chaired by Sir Walter Shaw, a distinguished jurist, and consisting of three members of the British parliament, Sir Henry Betterton (Conservative), R. Hopkin Morris (Liberal) and Henry Snell (Labour). [1] The aim of the Commission was to look into the reasons for the violent rioting in Palestine in late August 1929, which caused the deaths of 243 Jews and Arabs.

The commission of enquiry took public evidence for several weeks, from the first hearing on 25 October to 29 December, hearing 120 witnesses in public testimony, and 20 behind closed doors. Though hearing the claims of both sides, the Commission made its recommendations primarily on the basis of material submitted by Mandatory officials [2]

The Commission addressed two aspects of the disturbances, the immediate nature of the riots and the causes behind them. In the words of Naomi Cohen:-

'Delving beneath the immediate causes – i.e., the Western Wall dispute, inflammatory publications on both sides, the enlargement of the Jewish Agency, inadequate forces to maintain order, the report called attention to the underlying causes of friction in England’s wartime pledges and in the anti-Jewish hostility that had resulted from the political and economic frustrations of the Arabs. It went on to criticise the immigration and land-purchase policies that, it said, gave Jews unfair advantages. The commission also recommended that the British take greater care in protecting the rights and understanding the aspirations of the Arabs. The Shaw report was a blow to Zionists everywhere,’ [3]

It found that the purchase of lands by Jewish Companies had been legal and fair to the tenants, but, at the same time, concluded that there was substance to the Arab claim that Jewish land purchase did constitute a present danger to the Arabs' national survival, since highly productive land was being bought, suggesting that 'immigrants would not be content to occupy undeveloped areas', with the consequence that 'the economic pressure upon the Arab population was likely to increase' [4]

With regard to the conflict arising from the land settlement and purchase problem, it concluded that 'taking Palestine as a whole, the country cannot support a larger agricultural population than it at present carries unless methods of farming undergo a radical change'. [5]

Conclusions

The conclusions of the Commission, especially regarding the riots themselves, were as follows. [6] [Material not in brackets is verbatim] [7]

  1. The long series of incidents connected with the Wailing Wall... These must be regarded as a whole, but the incident among them which in our view contributed most to the outbreak was the Jewish demonstration at the Wailing Wall on 15 August 1929. Next in importance we put the activities of the Society for the Protection of the Moslem Holy Places and, in a lesser degree, of the Pro-Wailing Wall Committee.
  2. Excited and intemperate articles which appeared in some Arabic papers, in one Hebrew daily paper and in a Jewish weekly paper published in English.
  3. Propaganda among the less-educated Arab people of a character calculated to incite them.
  4. The enlargement of the Jewish Agency.
  5. The inadequacy of the military forces and of the reliable police available.
  6. The belief, due largely to a feeling of uncertainty as to policy, that the decisions of the Palestine Government could be influenced by political considerations.

The Commission recommended that the Government reconsider its policies as to Jewish immigration and land sales to Jews. This led directly to the Hope Simpson Royal Commission in 1930.

The main victims of the rioting were Orthodox Jews, however the Orthodox community took a decision to boycott the Commission.[ citation needed ]

Main recommendations

(i) His Majesty's government should issue a clear statement of the policy they intend to pursue in Palestine. The value of this statement would be greatly enhanced if it defined the meaning they attached to the passages in the Mandate safeguarding the rights of non-Jewish communities, and if it laid down more explicit directives on such vital issues as land and immigration.

(ii) Immigration policy should be clearly defined, and its administration reviewed "with the object of preventing a repetition of the excessive immigration of 1925 and 1926" Machinery should be devised through which non-Jewish interests could be consulted on the subject of immigration.

(iii) A scientific enquiry should be made into the possibilities of land development in Palestine, having regard to "the certain natural increase in the present rural population." Meanwhile, the "tendency towards the eviction of peasant cultivators from the land should be checked."

(iv) While making no formal recommendations on constitutional development, the commission observed that the difficulties of the administration were greatly aggravated by the absence of any measure of self-government.

The term came into use in the 1880s, when there were about 25,000 Jews living in that region, and continued to be used until 1948, by which time there were some 630,000 Jews there. The term is still in use to denote the pre-1948 Jewish residents in Palestine, corresponding to the southern part of Ottoman Syria until 1918, OETA South in 1917–1920, and Mandatory Palestine in 1920–1948.

The 1920 Nebi Musa riots or 1920 Jerusalem riots took place in British-controlled part of Occupied Enemy Territory Administration between Sunday, 4 April, and Wednesday, 7 April 1920 in and around the Old City of Jerusalem. Five Jews were killed and several hundred injured; four Arabs were killed, and eighteen injured; 7 Britons were injured. The riots coincided with and are named after the Nebi Musa festival, which was held every year on Easter Sunday, and followed rising tensions in Arab-Jewish relations. The events came shortly after the Battle of Tel Hai and the increasing pressure on Arab nationalists in Syria in the course of the Franco-Syrian War.

The Jaffa riots were a series of violent riots in Mandatory Palestine on May 1–7, 1921, which began as a confrontation between two Jewish groups but developed into an attack by Arabs on Jews and then reprisal attacks by Jews on Arabs. The Passfield White Paper, issued October 20, 1930, by colonial secretary Lord Passfield, was a formal statement of British policy in Palestine, which previously had been set by the Churchill White Paper of 1922. The new statement resulted from the Hope Simpson Commission's investigation into the deeper causes of the 1929 Palestine riots, that initially started over access to the Western Wall. The white paper limited official Jewish immigration to a much greater degree.

The Report on Immigration, Land Settlement and Development, commonly referred to as the Hope Simpson Enquiry or the Hope Simpson Report, was a British Commission managed by Sir John Hope Simpson, established during August 1929 to address Immigration, Land Settlement and Development issues in British Mandate of Palestine, as recommended by the Shaw Commission, after the widespread 1929 Palestine riots.

The Palestine Jewish Colonization Association, commonly known by its Yiddish acronym PICA, was established in 1924. It played a major role in purchasing land and building Jewish settlement in Palestine and later the State of Israel until the association disbanded in 1957.

The Haycraft Commission of Inquiry was a Royal Commission set up to investigate the Jaffa riots of 1921, but its remit was widened and its report entitled "Palestine: Disturbances in May 1921". The report blamed the Arabs for the violence, but identified a series of grievances concerning the way their interests were apparently being subsumed to the interests of the Jewish immigrants, who were then around 10% of the population and increasing rapidly. Some measures to ease Arab unhappiness were taken, but Jewish communities were helped to arm themselves and ultimately the report was ignored. Publishing it was considered a propitiatory measure.

The Hebron massacre was the killing of sixty-seven or sixty-nine Jews on 24 August 1929 in Hebron, then part of Mandatory Palestine, by Arabs incited to violence by rumors that Jews were planning to seize control of the Temple Mount in Jerusalem. The event also left scores seriously wounded or maimed. Jewish homes were pillaged and synagogues were ransacked. Some of the 435 Jews in Hebron who survived were hidden by local Arab families, although the extent of this phenomenon is debated. Soon after, all Hebron's Jews were evacuated by the British authorities. Many returned in 1931, but almost all were evacuated at the outbreak of the 1936–39 Arab revolt in Palestine. The massacre formed part of the 1929 Palestine riots, in which a total of 133 Jews and 110 Arabs were killed, the majority of the latter by British police and military, and brought the centuries-old Jewish presence in Hebron to an end.

<span class="mw-page-title-main">Jewish land purchase in Palestine</span> Pre-1948 acquisition of land/property by Jewish buyers

In the 1880s, Jews began purchasing land and properties across Ottoman Palestine in order to expand the collective territorial ownership of the Yishuv. Large Jewish corporations and private Jewish buyers led this effort through multiple intermittent transactions that continued after Mandatory Palestine was established in 1918. The largest of these arrangements, known as the Sursock Purchases, resulted in the procurement of the Jezreel Valley and the Bay of Haifa by the 1930s. The purchase of land was often accompanied by the eviction of the Arab tenants. On 1 April 1945, the British administration's statistics showed that Jewish buyers had legal ownership over approximately 5.67% of the Mandate's total land area, while state-owned domain was 46%. By the end of 1947, Jewish ownership had increased to 6.6%. This cycle of land acquisition ultimately ended when the Israeli Declaration of Independence yielded the founding of the Jewish state on 14 May 1948.
