The San Remo conference was an international meeting of the post-World War I Allied Supreme Council as an outgrowth of the Paris Peace Conference, held at Castle Devachan in Sanremo, Italy, from 19 to 26 April 1920. The San Remo Resolution passed on 25 April 1920 determined the allocation of Class "A" League of Nations mandates for the administration of three then-undefined Ottoman territories in the Middle East: "Palestine", "Syria" and "Mesopotamia". The boundaries of the three territories were "to be determined [at a later date] by the Principal Allied Powers", leaving the status of outlying areas such as Zor and Transjordan unclear.
The conference was attended by the four Principal Allied Powers of World War I who were represented by the prime ministers of Britain (David Lloyd George), France (Alexandre Millerand), Italy (Francesco Nitti) and by Japan's Ambassador Keishirō Matsui.
It was convened following the February Conference of London where the allies met to discuss the partitioning of the Ottoman Empire and the negotiation of agreements that would become the Treaty of Sèvres.
On 30 September 1918 supporters of the Arab Revolt in Damascus had declared a government loyal to Sharif Hussein, who had been declared "King of the Arabs" by religious leaders and other notables in Mecca. [1] During the meetings of the Council of Four in 1919, British Prime Minister Lloyd George stated that the McMahon–Hussein Correspondence was the basis for the Sykes–Picot Agreement, which proposed an independent Arab state or confederation of states. [2] In July 1919 the parliament of Greater Syria had refused to acknowledge any right claimed by the French Government to any part of Syrian territory. [3]
On 6 January 1920 Hussein's son Prince Faisal initialled an agreement with French Prime Minister Georges Clemenceau which acknowledged "the right of the Syrians to unite to govern themselves as an independent nation". [4] A Pan-Syrian Congress, meeting in Damascus, had proclaimed an independent Arab Kingdom of Syria on 8 March 1920. [5] The new state included modern Syria and Jordan, portions of northern Mesopotamia which had been set aside under the Sykes–Picot Agreement for an independent Arab state or confederation of states, and nominally the areas of modern Israel–Palestine and Lebanon, although the latter areas were never under Faisal's control. Faisal was declared the head of state. At the same time Prince Zeid, Faisal's brother, was declared regent of Mesopotamia.

The peace treaty with Turkey, the granting of League of Nation mandates in the Middle East, Germany's obligations under the Versailles Peace Treaty of 1919, and the Allies' position on Soviet Russia. [7]
Asserting that not all parts of the Middle East were ready for full independence, mandates were established for the government of three territories: Syria, Mesopotamia and Palestine. In each case, one of the Allied Powers was assigned to implement the mandate until the territories in question could "stand alone." Great Britain and France agreed to recognize the provisional independence of Syria and Mesopotamia, while claiming mandates for their administration. Palestine was included within the Ottoman administrative districts of the Mutasarrifate of Jerusalem together with the Sanjak of Nablus and Sanjak of Akka (Acre). [8] [9] [10]
The decisions of the San Remo conference confirmed the mandate allocations of the Conference of London. The San Remo Resolution adopted on 25 April 1920 incorporated the Balfour Declaration of 1917. It and Article 22 of the Covenant of the League of Nations were the basic documents upon which the British Mandate for Palestine was constructed. Under the Balfour Declaration, the British government had undertaken to favour the establishment of a national home for the Jewish people in Palestine without prejudice to the civil and religious rights of existing non-Jewish communities in Palestine or the rights and political status enjoyed by Jews in any other country. [11] Article 22, para.4 of the Covenant, classified certain populations as "communities formerly belonging to the Turkish Empire" as having "reached a stage of development where their existence as [an] independent nation can be provisionally recognized" (the Class A mandates under the League of Nations), and tasked the mandatory with rendering to those territories "administrative advice and assistance until such time as they are able to stand alone" [12] [13] . Britain received the mandate for Palestine and Iraq; France gained control of Syria, including present-day Lebanon. Following the 1918 Clemenceau–Lloyd George Agreement, Britain and France also signed the San Remo Oil Agreement, whereby Britain granted France a 25 percent share of the oil production from Mosul, with the remainder going to Britain [14] and France undertook to deliver oil to the Mediterranean. The draft peace agreement with Turkey signed at the conference became the basis for the 1920 Treaty of Sèvres. Germany was called upon to carry out its military and reparation obligations under the Versailles Treaty, and a resolution was adopted in favor of restoring trade with Russia. [7]
Whilst Syria and Mesopotamia were provisionally recognized as states which would be given Mandatory assistance, Palestine would instead be administered by the Mandatory under an obligation to implement the Balfour Declaration and Article 22 of the Covenant of the League of Nations.
It was agreed –
(a) To accept the terms of the Mandates Article as given below with reference to Palestine, on the understanding that there was inserted in the procès-verbal an undertaking by the Mandatory Power that this would not involve the surrender of the rights hitherto enjoyed by the non-Jewish communities in Palestine; this undertaking not to refer to the question of the religious protectorate of France, which had been settled earlier in the previous afternoon by the undertaking given by the French Government that they recognized this protectorate as being at an end.
(b) that the terms of the Mandates Article should be as follows:
The High Contracting Parties agree that Syria and Mesopotamia shall, in accordance with the fourth paragraph of Article 22, Part I (Covenant of the League of Nations), be provisionally recognized as independent States, subject to the rendering of administrative advice and assistance by a mandatory until such time as they are able to stand alone. The boundaries of the said States will be determined, and the selection of the Mandatories made, by the Principal Allied Powers. [15]
The High Contracting Parties agree to entrust, by application of the provisions of Article 22, the administration of Palestine, within such boundaries as may be determined by the Principal Allied Powers, to a Mandatory, to be selected by the said Powers. The Mandatory will be responsible for putting into effect the declaration originally made on the 8th [2nd] November, 1917, by the British Government, and adopted by the other Allied Powers, in favour of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country. The terms of the mandates in respect of the above territories will be formulated by the Principal Allied Powers and submitted to the Council of the League of Nations for approval.
Turkey hereby undertakes, in accordance with the provisions of Article [132 of the Treaty of Sèvres] to accept any decisions which may be taken in this connection.

In reference to the above decision the Supreme Council took note of the following reservation of the Italian Delegation:

[The Italian delegation, in view of the great economic interests that Italy, as an exclusively Mediterranean power, possesses in Asia Minor, withholds its approval of this resolution until Italian interests in Turkey in Asia shall have been settled.] [16]
While Transjordan was not mentioned during the discussions, [17] three months later, in July 1920, the French defeat of the Arab Kingdom of Syria state precipitated the British need to know 'what is the "Syria" for which the French received a mandate at San Remo?' and "does it include Transjordania?" [18] – it subsequently decided to pursue a policy of associating Transjordan with the mandated area of Palestine but not to apply the special provisions which were intended to provide a national home for the Jewish people West of the Jordan [lower-alpha 2] [lower-alpha 3] [lower-alpha 4] [lower-alpha 5] – and the French proclaimed Greater Lebanon and other component states of its Syrian mandate on 31 August 1920. For France, the San Remo decision meant that most of its claims in Syria were internationally recognized and relations with Faisal were now subject to French military and economic considerations. The ability of Great Britain to limit French action was also significantly diminished. [19] France issued an ultimatum and intervened militarily at the Battle of Maysalun in July 1920, deposing the Arab government and removing King Faisal from Damascus in August 1920. In 1920, Great Britain appointed Herbert Samuel, 1st Viscount Samuel as high commissioner and established a mandatory government in Palestine that remained in power until 1948. [20]
Article 22 of the League of Nations Covenant, which contained the general rules to be applied to all Mandated Territories, was written two months before the signing of the Versaille Peace Treaty. It was not known at that time to which territories paragraphs 4, 5 and 6 would relate. The territories which came under the regime set up by this article were three former parts of the Ottoman Empire and seven former overseas possessions of Germany referred to in Part IV, Section I, of the treaty of peace. Those 10 territorial areas were originally administered under 15 mandates. [21]
The Emirate of Transjordan, officially known as the Amirate of Trans-Jordan, was a British protectorate established on 11 April 1921, which remained as such until achieving formal independence in 1946.
Faisal I bin al-Hussein bin Ali al-Hashemi was King of Iraq from 23 August 1921 until his death in 1933. A member of the Hashemite family, he was a leader of the Great Arab Revolt during the First World War, and ruled as the unrecognized King of the Arab Kingdom of Syria from March to July 1920 when he was expelled by the French.
The Sykes–Picot Agreement was a 1916 secret treaty between the United Kingdom and France, with assent from Russia and Italy, to define their mutually agreed spheres of influence and control in an eventual partition of the Ottoman Empire.
The McMahon–Hussein correspondence is a series of letters that were exchanged during World War I, in which the government of the United Kingdom agreed to recognize Arab independence in a large region after the war in exchange for the Sharif of Mecca launching the Arab Revolt against the Ottoman Empire. The correspondence had a significant influence on Middle Eastern history during and after the war; a dispute over Palestine continued thereafter.
The Churchill White Paper of 3 June 1922 was drafted at the request of Winston Churchill, then Secretary of State for the Colonies, partly in response to the 1921 Jaffa Riots. The official name of the document was Palestine: Correspondence with the Palestine Arab Delegation and the Zionist Organisation. The white paper was made up of nine documents and "Churchill's memorandum" was an enclosure to document number 5. While maintaining Britain's commitment to the Balfour Declaration and its promise of a Jewish national home in Mandatory Palestine, the paper emphasized that the establishment of a national home would not impose a Jewish nationality on the Arab inhabitants of Palestine. To reduce tensions between the Arabs and Jews in Palestine the paper called for a limitation of Jewish immigration to the economic capacity of the country to absorb new arrivals. This limitation was considered a great setback to many in the Zionist movement, though it acknowledged that the Jews should be able to increase their numbers through immigration rather than sufferance.
The Treaty of Sèvres was a 1920 treaty signed between some of the Allies of World War I and the Ottoman Empire, but not ratified. The treaty would have required the cession of large parts of Ottoman territory to France, the United Kingdom, Greece and Italy, as well as creating large occupation zones within the Ottoman Empire. It was one of a series of treaties that the Central Powers signed with the Allied Powers after their defeat in World War I. Hostilities had already ended with the Armistice of Mudros.
The Faisal–Weizmann agreement was signed by Emir Faisal, the third son of Hussein ibn Ali al-Hashimi, King of the short-lived Kingdom of Hejaz, and Chaim Weizmann, President of the Zionist Organization on 3 January 1919. Signed two weeks before the start of the Paris Peace Conference, it was presented by the Zionist delegation alongside a March 1919 letter written by T. E. Lawrence in Faisal's name to American Zionist leader Felix Frankfurter as two documents to argue that the Zionist plans for Palestine had prior approval of Arabs.
Southern Syria is a geographical term referring to the southern portion of either Ottoman-Period Vilayet of Syria, or modern-day Arab Republic of Syria.
The Franco-Syrian War took place during 1920 between the Hashemite rulers of the newly established Arab Kingdom of Syria and France. During a series of engagements, which climaxed in the Battle of Maysalun, French forces defeated the forces of the Hashemite monarch King Faisal, and his supporters, entering Damascus on July 24, 1920. A new pro-French government was declared in Syria on July 25, headed by 'Alaa al-Din al-Darubi and the region of Syria was eventually divided into several client states under the Mandate for Syria and the Lebanon. The British government, concerned for their position in the new mandate in Iraq, agreed to declare the fugitive Faisal as the new king of Iraq.
The partition of the Ottoman Empire was a geopolitical event that occurred after World War I and the occupation of Constantinople by British, French, and Italian troops in November 1918. The partitioning was planned in several agreements made by the Allied Powers early in the course of World War I, notably the Sykes–Picot Agreement, after the Ottoman Empire had joined Germany to form the Ottoman–German alliance. The huge conglomeration of territories and peoples that formerly comprised the Ottoman Empire was divided into several new states. The Ottoman Empire had been the leading Islamic state in geopolitical, cultural, and ideological terms. The partitioning of the Ottoman Empire after the war led to the domination of the Middle East by Western powers such as Britain and France, and saw the creation of the modern Arab world and the Republic of Turkey. Resistance to the influence of these powers came from the Turkish National Movement but did not become widespread in the other post-Ottoman states until the period of rapid decolonization after World War II.
The Paulet–Newcombe Agreement or Paulet-Newcombe Line, was a 1923 agreement between the British and French governments regarding the position and nature of the boundary between the Mandates of Palestine and Iraq, attributed to Great Britain, and the Mandate of Syria and Lebanon, attributed to France. The 1923 line defined the border of Mandatory Palestine from the Mediterranean up to Al-Hamma, Tiberias. The 1920 line defined, in less detail, the border of the French Mandate for Syria and Lebanon from the Mediterranean up to Jeziret-ibn-Omar.
The 1921 Cairo Conference, described in the official minutes as Middle East Conference held in Cairo and Jerusalem, March 12 to 30, 1921, was a series of meetings by British officials for examining and discussing Middle Eastern problems, and to frame a common policy. The secret conference of British experts created the blueprint for British control in both Iraq and Transjordan. By offering nominal leadership of those two regions to the sons of the Sharif of the Mecca, Churchill felt that the spirit if not the actual letter of Britain's wartime promises to the Arabs were fulfilled.
The modern borders of Israel exist as the result both of past wars and of diplomatic agreements between the State of Israel and its neighbours, as well as an effect of the agreements among colonial powers ruling in the region before Israel's creation. Only two of Israel's five total potential land borders are internationally recognized and uncontested, while the other three remain disputed; the majority of its border disputes are rooted in territorial changes that came about as a result of the 1967 Arab–Israeli War, which saw Israel occupy large swathes of territory from its rivals. Israel's two formally recognized and confirmed borders exist with Egypt and Jordan since the 1979 Egypt–Israel peace treaty and the 1994 Israel–Jordan peace treaty, while its borders with Syria, Lebanon and the Palestinian territories remain internationally defined as contested.
The Arab Kingdom of Syria was a self-proclaimed, unrecognized monarchy existing briefly in the territory of historical Syria. It was announced on 5 October 1918 as a fully independent Arab constitutional government with the permission of the British military. It gained independence as an emirate after the withdrawal of the British forces from OETA East on 26 November 1919, and was proclaimed as a kingdom on 8 March 1920.

The Mandate for Palestine was a League of Nations mandate for British administration of the territories of Palestine and Transjordan – which had been part of the Ottoman Empire for four centuries – following the defeat of the Ottoman Empire in World War I. The mandate was assigned to Britain by the San Remo conference in April 1920, after France's concession in the 1918 Clemenceau–Lloyd George Agreement of the previously agreed "international administration" of Palestine under the Sykes–Picot Agreement. Transjordan was added to the mandate after the Arab Kingdom in Damascus was toppled by the French in the Franco-Syrian War. Civil administration began in Palestine and Transjordan in July 1920 and April 1921, respectively, and the mandate was in force from 29 September 1923 to 15 May 1948 and to 25 May 1946 respectively.
The Palestine Arab Congress was a series of congresses held by the Palestinian Arab population, organized by a nationwide network of local Muslim-Christian Associations, in the British Mandate of Palestine. Between 1919 and 1928, seven congresses were held in Jerusalem, Jaffa, Haifa and Nablus. Despite broad public support their executive committees were never officially recognised by the British, who claimed they were unrepresentative. After the British defeat of Ottoman forces in 1918, the British established military rule and (later) civil administration of Palestine. The Palestine Arab Congress and its organizers in the Muslim-Christian Associations were formed when the country's Arab population began coordinated opposition to British policies.
The Interregnum period in Transjordan was a short period during which Transjordan had no established ruler or occupying power that lasted from the end of the Franco-Syrian War on 25 July 1920 until the Establishment of the Emirate of Transjordan in April 1921.
The Sharifian or Sherifian Solution was an informal name for post-Ottoman British Middle East policy and French Middle East policy of nation-building. As first put forward by T. E. Lawrence in 1918, it was a plan to install the three younger sons of Hussein bin Ali al-Hashimi as heads of state in newly created countries across the Middle East, whereby his second son Abdullah would rule Baghdad and Lower Mesopotamia, his third son Faisal would rule Syria, and his fourth son Zeid would rule Upper Mesopotamia. Hussein himself would not wield any political power in these places, and his first son, Ali would be his successor in Hejaz.
