Sheila S. Gwaltney (born 1954) [1] [2] is a retired U.S. diplomat.
Gwaltney is from Woodland,California. [3] Gwaltney earned a Bachelor of Arts in international relations at the University of California,Davis,and a Master's degree at George Washington University. Gwaltney speaks Russian,Ukrainian,and Spanish. [2]
Gwaltney joined the Department of State in 1984. [3] Her overseas assignments have included Panama,Pretoria,and St. Petersburg. At the Department of State in Washington,D.C.,she has also served as Deputy Director for the Office of Russian Affairs,Special Assistant to the Under Secretary of State for Political Affairs,and Director of Country Affairs for Eurasia. [4] During her Foreign Service career,Gwaltney also spent one year at the Hoover Institution at Stanford University as a National Security Affairs Fellow. [4] She has also served as the Deputy Chief of Mission at the U.S. embassies in Bishkek (1999–2001),Kyiv (2004–2007),and Moscow (2011–2014). [5]
On August 28,2014,President Barack Obama nominated Gwaltney to be the United States Ambassador to Kyrgyzstan. [3] She was confirmed by the Senate about a year later,on August 5,2015. [4] She retired from that post in August 2017.
Gwaltney is the recipient of several Department of State Superior and Meritorious Honor Awards. [4]

Roza Isakovna Otunbayeva is a Kyrgyz diplomat and politician who served as the President of Kyrgyzstan from 7 April 2010 until 1 December 2011,becoming the first female Central Asian head of state. She was sworn in on July 3,2010,after acting as interim leader following the 2010 April Revolution,which led to the ousting of President Kurmanbek Bakiyev. She previously served as Minister of Foreign Affairs and as head of the parliamentary caucus for the Social Democratic Party of Kyrgyzstan.

Yovanovitch is a diplomat in residence at the Institute for the Study of Diplomacy at Georgetown University. On January 31,2020,it was reported that she had retired from the State Department.

Earl Anthony Wayne is an American diplomat. Formerly Assistant Secretary of State for Economic and Business Affairs,Ambassador to Argentina and Deputy Ambassador to Afghanistan,Wayne served nearly four years as Ambassador to Mexico. He was nominated by President Obama and confirmed by the Senate in August,2011. He departed Mexico City for Washington July 31,2015 and retired from the State Department on September 30,2015. Wayne attained the highest rank in the U.S. diplomatic service:Career Ambassador. He is currently a Professorial Lecturer and Distinguished Diplomat in Residence at American University's School of International Service where he teaches courses related to diplomacy and US foreign policy. Wayne also works with the Woodrow Wilson International Center for Scholars,the Atlantic Council,the Center for Strategic and International Studies,. He is an American former statesman and senior foreign service officer who last served as the United States Ambassador to Georgia,from 2015 to 2018. He previously served as the U.S. Ambassador to the Organization for Security and Cooperation in Europe (OSCE) from 2010 to 2013.
