Pamela Leora Spratlen (born 1954) [1] is a U.S. diplomat. She is the former United States Ambassador to Uzbekistan and United States Ambassador to Kyrgyzstan. [2]
Pamela Spratlen was born in Columbus,Ohio and was raised in Washington state and California. [3] Her father,Thaddeus Spratlen,was a professor in the Department of Marketing at the University of Washington’s School of Business. As a younger man,Thaddeus Spratlen also applied to join the Foreign Service,but was blocked by more racially restrictive hiring policies by the State Department at that time. Pamela Spratlen's mother,Lois Price Spratlen,was an associate professor and ombudsman at the University of Washington's School of Nursing. [3]
Pamela Spratlen graduated from Crenshaw High School in Los Angeles in 1972. [3] Spratlen earned her bachelor's degree from Wellesley College in 1976. She also has master's degrees from the United States Army War College and the University of California,Berkeley. Spratlen speaks Russian,French,and Spanish. [4]
Prior to joining the Foreign Service,Spratlen volunteered for Volunteers in Service to America and served for almost nine years as a staff member in the California State Legislature. [3] [2]
Spratlen joined the Foreign Service in 1990. Her first tour as a Foreign Service Officer was in Guatemala (1990–1992). [4] Her past assignments include the U.S. Mission to the Organization of American States (1992–1994),the U.S. Mission to the Organisation for Economic Co-operation and Development (1995–1998),and the Executive Secretariat (1999–2000). She has also served as Assistance Coordinator at the U.S. embassy in Moscow (2002–2004),Special Assistant to the Counselor of the Department of State (2005–2006),Director of Central Asian Affairs (2006–2007),Director of Western European Affairs (2007–2008),and Deputy Chief of Mission at the U.S. embassy in Astana,Kazakhstan. [2] She served as the United States Ambassador to Kyrgyzstan from 2011 to 2014. Most recently,she was named as the Department of State's official overseeing the response to the so-called "Havana syndrome",but was replaced after being accused of failing to take the incidents seriously enough. Spratlen was nominated by President Barack Obama on July 28,2014,and confirmed by the Senate on November 20,2014. She was sworn in as United States Ambassador to Uzbekistan on December 18,2014. [4]
Spratlen has received several Meritorious and Superior Honor Awards from the State Department. [2]
One of Spratlen's sisters,Pat Spratlen Etem,was a member of the 1980 and 1984 Olympic rowing teams. [3]

Pamela Jo Howell Slutz was a career member of the United States Foreign Service who served as U.S. Ambassador to Burundi,and as U.S. Ambassador to Mongolia. She was the recipient of two U.S. Department of State Superior Honor Awards and the Presidential Rank Award of Meritorious Executive. After retiring in 2012,Slutz continued to work part-time for the Office of the Inspector General,U.S. Department of State. Since 2019,she has served as president of The Mongolia Society.
Roberta S. Jacobson is an American diplomat who was the United States Ambassador to Mexico from June 2016 to May 2018. She previously served as the Assistant Secretary of State for Western Hemisphere Affairs from March 30,2012,to May 5,2016. The United States Senate approved her nomination as U.S. Ambassador to Mexico on April 28,2016. In March 2018,Jacobson announced her resignation effective May 5. Foreign Policy reported on January 18,2021 that Jacobson would be in charge of Mexico–United States border affairs at the National Security Council under President Joe Biden.

Eisenhower severed relations following the Cuban Revolution of the 1950s. In 1977,U.S. President Jimmy Carter and Cuban leader Fidel Castro signed an Interests Sections Agreement that permitted each government to operate from its former embassy in Havana and Washington D.C.,which were called Interests Sections;they were prohibited from flying their respective flags. Cuban President Raúl Castro and U.S. President Barack Obama restored full diplomatic connections on July 20,2015.

Havana syndrome is a cluster of idiopathic symptoms experienced mostly abroad by U.S. government officials and military personnel. The symptoms range in severity from pain and ringing in the ears to cognitive dysfunction and were first reported in 2016 by U.S. and Canadian embassy staff in Havana,Cuba. Beginning in 2017,more people,including U.S. intelligence and military personnel and their families,reported having these symptoms in other places,such as China,New Delhi,India,Europe,and Washington,D.C. The U.S. Department of State,Department of Defense,and other federal entities have called the events "Anomalous Health Incidents" (AHI).
