The Southern Maryland Delegation refers to the delegates who are elected from legislative districts in or shared by Calvert, Charles, Prince Georges or St. Mary's Counties to serve in the Maryland House of Delegates. [1] [2]
The Delegation is responsible for representing the interests, needs and concerns of the citizens of Southern Maryland in the Maryland General Assembly. [2] [3]

The Maryland House of Delegates is the lower house of the legislature of the U.S. state of Maryland. It consists of 141 delegates elected from 47 districts. The House of Delegates Chamber is in the Maryland State House on State Circle in Annapolis. The State House also houses the Maryland State Senate and the offices of the Governor and Lieutenant Governor of the State of Maryland. Each delegate has offices in Annapolis, in the nearby Casper R. Taylor Jr. House Office Building.
The Maryland Senate, sometimes referred to as the Maryland State Senate, is the upper house of the General Assembly, the state legislature of the U.S. state of Maryland. Composed of 47 senators elected from an equal number of constituent single-member districts, the Senate is responsible, along with the Maryland House of Delegates, for passage of laws in Maryland, and for confirming executive appointments made by the Governor of Maryland.
Richard Stuart Madaleno Jr., commonly known as Rich Madaleno, is an American politician from Maryland. A Democrat, he was a member of the Maryland State Senate, representing the state's 18th district in Montgomery County, which includes Wheaton and Kensington, as well as parts of Silver Spring, Bethesda and Chevy Chase. Madaleno served as chair of the Montgomery County Senate Delegation from 2008 to 2011. He previously served four years in the House of Delegates.
The Maryland Democratic Party is the affiliate of the Democratic Party in the state of Maryland, headquartered in Annapolis. The current acting state party chair is Kenneth Ulman. It is currently the dominant party in the state, controlling all but one of Maryland's eight U.S. House seats, both U.S. Senate seats, all statewide executive offices and supermajorities in both houses of the state legislature.
Margaret L. "Maggie" McIntosh is an American politician from the state of Maryland. She was a member of the Maryland House of Delegates from 1993 to 2023. She is a former Baltimore City Public School teacher who now chairs one of the six standing committees of the Maryland House of Delegates. A Democrat, she represented the state's 43rd district in Baltimore City. Following her retirement from the Maryland House of Delegates in 2023, McIntosh has worked as a senior consultant at the Cornerstone Government Affairs lobbying group.
Luiz R. S. Simmons is an American politician who represented the 17th legislative district of the state of Maryland in the Maryland House of Delegates. The 17th district is located in Montgomery County, and includes Gaithersburg, Rockville and Garrett Park. Simmons was first elected to the Maryland House of Delegates as a Republican in 1975. After serving 4 years, Simmons ran for County Executive in Montgomery County but was defeated in 1982. Simmons was elected again to the House of Delegates, as a Democrat in 2002.
Michael D. Smigiel Sr. was an American politician who was a member of the Maryland House of Delegates, where he represented District 36, which covers Caroline, Cecil, Kent, and Queen Anne's Counties. He was first elected in 2002 along with fellow Republicans Richard Sossi and Mary Roe Walkup after the legislative boundaries were redrawn. Prior to 2002, District 36 had a separate representative for Cecil, Kent, and Queen Anne's Counties. After combining the districts, Smigiel won the seat previously occupied by former Elkton Mayor, James Crouse. Crouse was appointed to the seat in July 2001 following Governor Parris Glendenning's appointment of longtime Elkton Delegate Ronald A. Guns to the Public Service Commission. In 2006, he defeated Democratic challenger Mark Guns for reelection. In the 2006 election, the voting method returned to voting for a representative for each county.
Barrie Ciliberti is an American professor and politician. He is a professor at the University of Maryland University College and current Republican legislator in the Maryland House of Delegates, representing District 4. He previously represented District 39 in the House of Delegates from 1995 to 1999.
The Baltimore City Delegation refers to the delegates who are elected from districts in Baltimore to serve in the Maryland House of Delegates in the United States. By 1983, the Baltimore City Delegation had 27 members, 3 each from 9 districts totally within Baltimore City. At the beginning of the 2023 legislative session that number had dropped to 14 members due to a loss in population in Baltimore City.
