The Speaker of the Koshi Provincial Assembly is the title given to the presiding officer (chair) of the Koshi Provincial Assembly. The Speaker is elected in the every first meeting of the Koshi Provincial Assembly after the general elections for a term of 5 years from among the members of the assembly. Speakers holder office until ceasing to be a member of the assembly or resigning from the office. The Speaker can be removed from office by a resolution passed in the assembly by an effective majority of its members. In the absence of Speaker, the meeting is presided by the Deputy Speaker. Qualification

The Constitution of Nepal sets the qualifications required to become eligible for the office of the Speaker and Deputy Speaker. A Speaker and Deputy Speaker must meet the qualifications to become a member of the provincial assembly. [3] A member of the provincial assembly must be:

Removal

"Speaker and Deputy Speaker of the Provincial Assembly shall fall vacant in any of the following circumstances:- [4]

(a) "In case he or she ceases to be a member of the Provincial Assembly;
Provided that, in the event of the dissolution of the Provincial Assembly, the Speaker of Province and the Deputy Speaker holding their respective offices shall continue in office until the previous day of the filing of nominations for another election to the Provincial Assembly;

(b) "In case he or she tenders resignation in writing;

(c) "In case a resolution is adopted by a majority of two-thirds of the total number of the then members of the Provincial Assembly to the effect that his or her conduct is not compatible with his or her office."

The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

Provincial assembly elections were held in Nepal on 20 November 2022 along with the general election. 330 seats in the seven provincial assemblies will be elected by first-past-the-post voting and 220 by proportional representation.

The first Koshi Provincial Assembly was elected by the 2017 provincial elections. 93 members were elected to the assembly, 56 of whom were elected through direct elections and 37 of whom were elected through the party list proportional representation system. The term of the assembly started on 5 February 2018 and ended in September 2022. Sher Dhan Rai and Bhim Acharya served as chief ministers from CPN and Rajendra Kumar Rai served as chief minister from CPN during the term of the assembly. Pradeep Kumar Bhandari served as the speaker of the assembly and Saraswati Pokharel served as deputy speaker.

The first Gandaki Provincial Assembly was elected by the 2017 provincial elections. 60 members were elected to the assembly, 36 of whom were elected through direct elections and 24 of whom were elected through the party list proportional representation system. The term of the assembly started on 4 February 2018 and ended in September 2022. Prithvi Subba Gurung from the CPN (UML) and Krishna Chandra Nepali Pokharel from the Nepali Congress served as chief ministers during the term of the assembly. The 2nd Koshi Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 56 constituency seats in which members are elected through direct elections and 36 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly commenced from 1 January 2023.

The chief minister of the Koshi Province is the head of government of Koshi Province. The chief minister is appointed by the governor of the province according to Article 167 of the Constitution of Nepal. The chief minister remains in office for five years or until the provincial assembly is dissolved, and is subject to no term limits, given that they have the confidence of the assembly.

Uddhav Thapa is a Nepalese politician, belonging to the Nepali Congress. He has served twice within a month as the chief minister of Koshi Province, from 7 July 2023 to 2 August 2023, from 2 August 2023 to 8 September 2023. Thapa was elected parliamentary party leader of the Nepali Congress on 30 December 2022. He is a member of the Koshi Provincial Assembly from Nepali Congress. In the 2022 Nepalese provincial election he was elected as a proportional representative from the Khas people category.
