The speaker is elected generally in the first meeting of the Lumbini Provincial Assembly following provincial elections. The position of Speaker holds significant importance in the assembly process, presiding over the proceedings, maintaining order, and ensuring fair debate and discussion. The current speaker is Tularam Gharti Magar since 18 January 2023. [3] [4]

Qualification

The Constitution of Nepal sets the qualifications required to become eligible for the office of the Speaker and Deputy Speaker. A Speaker and Deputy Speaker must meet the qualifications to become a member of the provincial assembly. [5] A member of the provincial assembly must be:

The Provincial Assembly of Lumbini Province also known as the Lumbini Pradesh Sabha is a unicameral governing and law making body of Lumbini Province, one of the 7 provinces in Nepal, and is situated at Dang, the interim province capital of Lumbini Province, with 60 Members of the Provincial Assembly (MPA).

The Deputy Speaker of the Koshi Provincial Assembly is subordinate to the speaker of the Koshi Provincial Assembly. The 14th General Convention of the Nepali Congress, in which delegates of the Nepali Congress Party re-elected Sher Bahadur Deuba as chairman, was held 13–15 December 2021, at Bhrikuti Mandap, Kathmandu. Similarly, the convention of the six Province was held from 2–3 December. The convention of the Pradesh 2 was delayed and held after National Convention on 22–23 December 2021.

Kul Prasad KC is a Nepalese politician and former Chief Minister of Lumbini Province, a province in western Nepal. He was unanimously selected Parliamentary Party leader of CPN(Maoist-centre) for Lumbini Province in 2018. KC was elected from Rolpa 1(A) to provincial Assembly of Lumbini province.

The People's Progressive Party is a political party in Nepal. Although the party's primary base is in the Terai Madhesh area of Madhesh and Lumbini provinces, it has tried to expand to a pan-Nepalese base.

The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

Provincial assembly elections were held in Nepal on 20 November 2022 along with the general election. 330 seats in the seven provincial assemblies will be elected by first-past-the-post voting and 220 by proportional representation.

The first Lumbini Provincial Assembly was elected by the 2017 provincial elections. 87 members were elected to the assembly, 52 of whom were elected through direct elections and 35 of whom were elected through the party list proportional representation system. The term of the assembly started on 4 February 2018 and ended in September 2022. Shankar Pokharel from the CPN (UML) and Kul Prasad KC from the CPN served as chief ministers during the term of the assembly. Purna Bahadur Gharti served as the speaker of the assembly and Krishni Tharu served as the deputy speaker.

The 2nd Koshi Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 56 constituency seats in which members are elected through direct elections and 36 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly commenced from 1 January 2023.

The 2nd Madhesh Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 64 constituency seats in which members are elected through direct elections and 43 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly started from 2 January 2023.

The second Lumbini Provincial Assembly was elected by the 2022 provincial elections on 20 November 2022. 87 members were elected to the assembly, 52 of whom were elected through direct elections and 35 of whom were elected through the party list proportional representation system. The first session of the assembly commenced from 2 January 2023.

The Speaker of the Koshi Provincial Assembly is the title given to the presiding officer (chair) of the Koshi Provincial Assembly. The Speaker is elected in the every first meeting of the Koshi Provincial Assembly after the general elections for a term of 5 years from among the members of the assembly. Speakers holder office until ceasing to be a member of the assembly or resigning from the office. The Speaker can be removed from office by a resolution passed in the assembly by an effective majority of its members. In the absence of Speaker, the meeting is presided by the Deputy Speaker.
