The Speaker of the Karnali Provincial Assembly is the presiding officer (chair) of the Provincial Assembly of Karnali Province. The speaker is elected generally in the first meeting of the Karnali Provincial Assembly following provincial elections. Serving for a term of five years, the speaker is chosen from sitting members of the assembly. [1] [2]

The position of Speaker holds significant importance in the assembly process, presiding over the proceedings, maintaining order, and ensuring fair debate and discussion. The current speaker is Nanda Gurung since 15 January 2023. [3] [4] [5]

Qualification

The Constitution of Nepal sets the qualifications required to become eligible for the office of the Speaker and Deputy Speaker. A Speaker and Deputy Speaker must meet the qualifications to become a member of the provincial assembly. [6] A member of the provincial assembly must be:

Karnali Province is one of the seven federal provinces of Nepal formed by the new constitution, which was adopted on 20 September 2015. The total area of the province is 27,984 square kilometres (10,805 sq mi), making it the largest province in Nepal with 18.97% of the country's area. The Provincial Assembly of Karnali Province also known as the Karnali Pradesh Sabha, is a unicameral governing and law making body of Karnali Province, one of the seven provinces in Nepal The assembly is seated in the provincial capital at Birendranagar in Surkhet District at the Irrigation Division Office. The assembly has 40 members of whom 24 are elected through first-past-the-post voting and 16 are elected through proportional representation. The term of the assembly is 5 years unless dissolved earlier.

Mahendra Bahadur Shahi is a Nepalese politician and former Chief Minister of Karnali, a province in western Nepal. He was member of the 1st Nepalese Constituent Assembly and as Minister of Energy, Nepal. He was unanimously selected as the Parliamentary Party leader of the CPN (MC) for Karnali on 14 February 2018.

The 14th General Convention of the Nepali Congress, in which delegates of the Nepali Congress Party re-elected Sher Bahadur Deuba as chairman, was held 13–15 December 2021, at Bhrikuti Mandap, Kathmandu. Similarly, the convention of the six Province was held from 2–3 December. The convention of the Pradesh 2 was delayed and held after National Convention on 22–23 December 2021.

The 2023 Speaker of the Koshi Provincial Assembly election was held on January 12, 2023 to elect the speaker of the Koshi Provincial Assembly. However nominations have been fixed for the election from 3pm to 5pm and CPN, politician Baburam Gautam who had been nominated in accordance with the provisions of the Constitution, was the only candidate to file the nomination for the post.

Him Bahadur Shahi is a Nepali politician of Nepali Congress and Minister for Social Development in Karnali government since 6 February 2022. He is also serving as member of the Karnali Province Provincial Assembly.

Chandra Bahadur Shahi is a Nepalese politician and Minister for Land Reform, Agriculture and Cooperatives of Karnali Province. He is also a member of Provincial Assembly of Karnali Province belonging to the CPN. Shahi, a resident of Soru Rural Municipality, was elected via 2017 Nepalese provincial elections from Mugu 1(B).

Padam Bahadur Rokaya is a Nepalese politician and Minister for Physical Infrastructure and Urban Development of Karnali Province. He is also a member of Provincial Assembly of Karnali Province belonging to the CPN. Rokaya, a resident of Kankasundari Rural Municipality, was elected via 2017 Nepalese provincial elections from Jumla 1(B). Earlier, he was a party candidate with the CPN-UML back in 2017. At present, he is a party candidate from the CPN.

Ganesh Prasad Singh is a Nepalese politician and Minister for Water Resources and Energy Development of Karnali Province. He is also a member of Provincial Assembly of Karnali Province belonging to the CPN. Singh, a resident of Nalgad, was elected via 2017 Nepalese provincial elections from Jajarkot 1(A).

Gulab Jung Shah is a Nepalese politician from Karnali Province. He is a member of Provincial Assembly of Karnali Province belonging to the CPN (UML). Shah, a resident of Bangad Kupinde, was elected via 2017 Nepalese provincial elections from Salyan 1(A) constituency. He was appointed the Chief Whip of CPN (UML) and also the party co-incharge for Salyan District, Nepal since 2019. Later, the ruling parliamentary party leader and former Chief minister of Karnali Province, Mahendra Bahadur Shahi has removed him as the party's chief whip in 2020.

The first Karnali Provincial Assembly was elected by the 2017 provincial elections. 40 members were elected to the assembly, 24 of whom were elected through direct elections and 16 of whom were elected through the party list proportional representation system. The term of the assembly started on 4 February 2018 and ended in September 2022. Mahendra Bahadur Shahi from the CPN and Jeevan Bahadur Shahi from the Nepali Congress served as chief ministers during the term of the assembly. Raj Bahadur Shahi served as the speaker of the assembly and Pushpa Bahadur Gharti served as the deputy speaker.

The Second Federal Parliament of Nepal, was elected by the 2022 general elections on 20 November 2022. The elections elected 275 Members of Parliament (MPs), 165 for each constituency and 110 through the party list, to the House of Representatives. The parliament convened for the first time on 9 January 2023.

The 2nd Koshi Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 56 constituency seats in which members are elected through direct elections and 36 proportional representation party list seats. The term of the assembly is 5 years unless dissolved earlier. The first session of the assembly commenced from 1 January 2023.

The 2nd Madhesh Provincial Assembly was elected through the provincial elections held on 20 November 2022. The assembly has 64 constituency seats in which members are elected through direct elections and 43 proportional representation party list seats. The Speaker of the Koshi Provincial Assembly is the title given to the presiding officer (chair) of the Koshi Provincial Assembly. The Speaker is elected in the every first meeting of the Koshi Provincial Assembly after the general elections for a term of 5 years from among the members of the assembly. Speakers holder office until ceasing to be a member of the assembly or resigning from the office. The Speaker can be removed from office by a resolution passed in the assembly by an effective majority of its members. In the absence of Speaker, the meeting is presided by the Deputy Speaker.

The Speaker of the Lumbini Provincial Assembly is the presiding officer (chair) of the Provincial Assembly of Lumbini Province. The speaker is elected generally in the first meeting of the Lumbini Provincial Assembly following provincial elections. Serving for a term of five years, the speaker is chosen from sitting members of the assembly.

Bhim Bahadur Bhandari is a Nepalese politician and currently serving as the Speaker of the Sudurpashchim Provincial Assembly since 17 January 2023. Bhandari is a member of the 2nd Sudurpashchim Provincial Assembly. In the 2022 Nepalese provincial election, he won the election from Bajhang 1(B) (constituency).

The Speaker of the Sudurpashchim Provincial Assembly is the presiding officer (chair) of the Provincial Assembly of Sudurpashchim Province. The speaker is elected generally in the first meeting of the Sudurpashchim Provincial Assembly following provincial elections. Serving for a term of five years, the speaker is chosen from sitting members of the assembly.
