Supply-side progressivism

In United States public policy, supply-side progressivism is a political ideology that emphasizes increasing the supply of essential goods and services, such as housing, healthcare, and higher education, in order to make them more abundant and affordable. Supply-side progressives believe that some regulations artificially restrict the supply and drive up costs of essential goods and services, while other regulations, such as antitrust law, need to be implemented or enforced to encourage market competition and innovation. They also advocate for more investment in research and development for technologies such as sustainable energy sources in order to increase abundance and reduce costs over time. [1]

History

In the United States, supply-side economics has historically been coded as right-wing, and used to justify cutting taxes for the wealthy and reducing government regulations. [2] Supply-side progressives aim to ensure that people across social classes have access to essential goods, by reducing regulations that restrict supply, and increasing regulations that improve supply and decrease cost. [3] In the early 2010s, Miles Kimball termed "supply-side liberalism" with the launch of his blog, "Confessions of a Supply-Side Liberal". [4] Over the next decade, he covered applications of supply-side liberalism on topics such as immigration [5] [6] and housing. [7] In 2017, Neil Irwin of the New York Times wrote about increasing the US labor pool in his article "Supply-Side Economics, but for Liberals", including via the earned income tax credit and child-care subsidies. [8]

During the COVID-19 pandemic, media attention for supply-side progressivism increased due to pandemic-related shortages. Matthew Yglesias wrote about supply-side interventions in decreasing cost and increasing access to healthcare. [9] The Niskanen Center published a report about "cost-disease socialism", expanding on Baumol's cost disease, citing examples in healthcare, higher education, housing affordability, and childcare where supply-side solutions can be impactful. [10] This was followed by a New York Times opinion piece by Ezra Klein advocating to Democrats to incorporate supply-side progressivism into their strategy, [2] and a piece in The Atlantic by Derek Thompson about what he called "the abundance agenda", his "simple plan to solve all of America's problems". [11] In 2021 Thompson started writing a column for The Atlantic about supply-side progressivism, called Work in Progress. [12] In January 2022, a think tank that supports supply-side progressivism, the Institute for Progress, was launched, [13] funded by Open Philanthropy and Tyler Cowen's Emergent Ventures. [14]

Approach

Conventional progressivism focuses on policies that redistribute wealth or subsidize access to basic goods, such as universal healthcare and housing vouchers. By contrast, supply-side progressivism aims to create more of these goods and services and make them more widely available. [2] Another school of supply-side progressivism, anchored in the Rehn-Meidner model, emphasizes that innovation, productivity and structural change is enhanced by high minimum wages, solidaristic wage policies and low profit margins.

Reducing regulatory restriction of supply

Supply-side progressives criticize regulations that constrain the supply of essential goods and services. Examples include zoning laws and building permit requirements that impede the building of new housing and infrastructure, as well as limits on doctor residency training positions and immigration. [9] [11]

Encouraging innovation

Supply-side progressives emphasize innovation as a way to increase manufacturing capacity and throughput of existing goods, and to create new goods to help meet demand. This can come in the form of research, development, or implementation sponsored directly by the government, and prizes provided to people or companies who solve specific problems. [2] Some supply-side progressives argue that increasing the supply of high-skilled immigrants will encourage innovation. [11] In the Rehn-Meidner model, innovations are enforced by wage pressure on firms. In the affiliated Schumpeterian theory of transformation pressure, innovations are enhanced by a recession, a stronger currency and by environmental regulations.

Applications

Housing

Supply-side progressivism attributes the high cost of housing in many coastal cities to regulations such as zoning laws that prevent the construction of larger apartment buildings with more homes. [11] Klein writes that, while progressives have long advocated for housing affordability, they have not until recently prioritized increasing housing production. [2] In 2021, California banned single-family zoning. [15] California also has a Housing Element Act that mandates that cities build housing for different income levels every year. Houston does not have land-use zoning, but they have a building code with height restrictions. [16]

Healthcare

In healthcare, the supply of doctors is restricted by limiting the number of doctor residency-training programs, increasing barriers for immigrant doctors to practice, and preventing nurses from providing certain medical services. [9] [11] During the COVID-19 pandemic, the supply of vaccines and tests for COVID-19 have been restricted by the FDA, who were slow in approving development and manufacturing. [11] Thompson advocates federal action to ramp up vaccine production capacity for new variants, "creating a super-team of virus hunters to monitor viral strains around the world", and "an Operation Warp Speed" for increasing vaccine manufacturing capacity globally. [11] One group of researchers estimate that "installed capacity for 3 billion annual vaccine courses has a global benefit of $17.4 trillion, over $5800 per course." [17]

Klein suggests allocating more government money for basic research and drug trials, as well as prize money for discovering treatments for specific conditions. [2] Bernie Sanders has proposed legislation for such prizes. [2] Yglesias said that government funding is also necessary to slow the decline in healthcare access in rural and low-income urban areas. [9]

Lack of enforcement of antitrust regulations has been implicated in supply shortages of baby formula, [18] [19] kidney organ transplants, [20] and drug shortages. [21]

Energy

Supply-side progressives push for energy abundance rather than energy conservation, noting that periods of accelerated human progress stem from energy abundance. [22] [23] They say this can be done through government investment in research and development and scale-up of new energy technology, especially in the clean energy sector. [24] [25] Beyond neutralizing climate change concerns with clean energy, Rachel Pritzker wrote in the Stanford Social Innovation Review that energy abundance could support energy-intensive environmental mitigation projects such as desalination plants for water treatment or plasma gasification for waste treatment. [25]

Advocates say that government action to invest in clean energy without action to lift supply-side restrictions results in "cost-disease environmentalism". [26] An example they give is that clean energy technology has been stymied by regulatory difficulties in acquiring building permits for solar or wind plants. [11] [27] A supporter of supply-side progressivism also points to nuclear power plants as an affected clean energy technology, with the US closing "more nuclear-power plants than we've opened this century", despite it being "99.6 percent greener ... and 99.7 percent safer". [11] Oil and gas drilling are exempt from most environmental reviews. [27]

Transportation

Similar concerns also affect the country's ability to build and maintain transportation infrastructure. Thompson said that, due to the National Environmental Policy Act, "endless and expensive impact analyses and environmental reviews have ground our infrastructure construction to a halt. From 1900 to 1904, New York City built and opened 28 subway stations. One hundred years later, the city needed about 17 years to build and open just three new stations along Second Avenue." [11]

The United States is a highly developed/advanced mixed economy. It is the world's largest economy by nominal GDP, and the second-largest by purchasing power parity (PPP) behind China. It has the world's seventh-highest per capita GDP (nominal) and the eighth-highest per capita GDP (PPP) as of 2022. The U.S. accounted for 25.4% of the global economy in 2022 in nominal terms, and around 15.6% in PPP terms. Inclusionary zoning (IZ), also known as inclusionary housing, refers to municipal and county planning ordinances that require a given percentage of units in a new housing development be affordable by people with low to moderate incomes. The term inclusionary zoning indicates that these ordinances seek to counter exclusionary zoning practices, which exclude low-cost housing from a municipality through the zoning code. Non-profit affordable housing developers build 100% of their units as affordable, but need significant taxpayer subsidies for this model to work. Inclusionary zoning allows municipalities to have new affordable housing constructed without taxpayer subsidies. In order to encourage for-profit developers to build projects that include affordable units, cities often allow developers to build more total units than their zoning laws currently allow so that there will be enough profit generating market-rate units to offset the losses from the below market-rate units and still allow the project to be financially feasible. Inclusionary zoning can be mandatory or voluntary, though the great majority of units have been built as a result of mandatory programmes. There are variations among the set-aside requirements, affordability levels, and length of time the unit is deed-restricted as affordable housing.

Government spending or expenditure includes all government consumption, investment, and transfer payments. In national income accounting, the acquisition by governments of goods and services for current use, to directly satisfy the individual or collective needs of the community, is classed as government final consumption expenditure. Government acquisition of goods and services intended to create future benefits, such as infrastructure investment or research spending, is classed as government investment. These two types of government spending, on final consumption and on gross capital formation, together constitute one of the major components of gross domestic product.

Post-scarcity is a theoretical economic situation in which most goods can be produced in great abundance with minimal human labor needed, so that they become available to all very cheaply or even freely.

Progressivism in the United States is a political philosophy and reform movement. Into the 21st century, it advocates policies that are generally considered part of the American Left. It has also expressed itself with right-wing politics, such as New Nationalism and progressive conservatism. It reached its height early in the 20th century. Middle/working class and reformist in nature, it arose as a response to the vast changes brought by modernization, such as the growth of large corporations, pollution, and corruption in American politics. Historian Alonzo Hamby describes American progressivism as a "political movement that addresses ideas, impulses, and issues stemming from modernization of American society. Emerging at the end of the nineteenth century, it established much of the tone of American politics throughout the first half of the century."

Economic progressivism or fiscalprogressivism is a political and economic philosophy incorporating the socioeconomic principles of social democrats and political progressives. These views are often rooted in the concept of social justice and have the goal of improving the human condition through government regulation, social protections and the maintenance of public goods. It is not to be confused with the more general idea of progress in relation to economic growth.

The YIMBY movement is a pro-housing development movement in contrast and opposition to the NIMBY phenomenon. The YIMBY position supports increasing the supply of housing within cities where housing costs have escalated to unaffordable levels. YIMBYs often seek rezoning that would allow denser housing to be produced or the repurposing of obsolete buildings, such as shopping malls, into housing. Some YIMBYs have also supported public-interest projects like clean energy or alternative transport.

In economics, the Baumol effect, also known as Baumol's cost disease, is the rise of wages in jobs that have experienced little or no increase in labor productivity in response to rising wages in other jobs that have experienced higher productivity growth. The phenomenon was described by William J. Baumol and William G. Bowen in the 1960s and is an example of cross elasticity of demand.

<span class="mw-page-title-main">Affordable housing</span> Housing affordable to those with a median household income

Affordable housing is housing which is deemed affordable to those with a household income at or below the median as rated by the national government or a local government by a recognized housing affordability index. Most of the literature on affordable housing refers to mortgages and a number of forms that exist along a continuum – from emergency homeless shelters, to transitional housing, to non-market rental, to formal and informal rental, indigenous housing, and ending with affordable home ownership.

<span class="mw-page-title-main">Secondary suite</span> Dwelling on a property separated from the main home

Secondary suites are self-contained apartments, cottages, or small residential units, that are located on a property that has a separate main, single-family home, duplex, or other residential unit. In some cases, the ADU or in-law is attached to the principal dwelling or is an entirely separate unit, located above a garage, across a carport, or in the backyard on the same property. Reasons for wanting to add a secondary suite to a property may be to receive additional income, provide social and personal support to a family member, or obtain greater security.

<span class="mw-page-title-main">Scarcity</span> Concept in economics

In economics, scarcity "refers to the basic fact of life that there exists only a finite amount of human and nonhuman resources which the best technical knowledge is capable of using to produce only limited maximum amounts of each economic good." If the conditions of scarcity didn't exist and an "infinite amount of every good could be produced or human wants fully satisfied ... there would be no economic goods, i.e. goods that are relatively scarce..." Scarcity is the limited availability of a commodity, which may be in demand in the market or by the commons. Scarcity also includes an individual's lack of resources to buy commodities. The opposite of scarcity is abundance. Scarcity plays a key role in economic theory, and it is essential for a "proper definition of economics itself".

"The best example is perhaps Walras' definition of social wealth, i.e., economic goods. 'By social wealth', says Walras, 'I mean all things, material or immaterial, that are scarce, that is to say, on the one hand, useful to us and, on the other hand, only available to us in limited quantity'."

Exclusionary zoning is the use of zoning ordinances to exclude certain types of land uses from a given community, especially to regulate racial and economic diversity. In the United States, exclusionary zoning ordinances are standard in almost all communities. Exclusionary zoning was introduced in the early 1900s, typically to prevent racial and ethnic minorities from moving into middle- and upper-class neighborhoods. Municipalities use zoning to limit the supply of available housing units, such as by prohibiting multi-family residential dwellings or setting minimum lot size requirements. These ordinances raise costs, making it less likely that lower-income groups will move in. Development fees for variance, a building permit, a certificate of occupancy, a filing (legal) cost, special permits and planned-unit development applications for new housing also raise prices to levels inaccessible for lower income people.

<span class="mw-page-title-main">Tiny-house movement</span> Architectural movement advocating smaller living spaces

The tiny-house movement is an architectural and social movement promoting the reduction and simplification of living spaces. As defined by the 2018 International Residential Code Appendix Q, a tiny house is 'a dwelling unit with a maximum of 37 m2 of floor area, excluding lofts.' Often synonymous with 'micro-house,' this movement is associated with cost-effective and simple living. Proponents suggest it could offer eco-friendly alternatives within the housing market and serve as a transitional housing option for homeless individuals. Engagement with the movement varies, with motivations including waste minimization and reduced expenditure.

<span class="mw-page-title-main">Laneway house</span>

A laneway house is a form of detached secondary suites in Canada built into pre-existing lots, usually in the backyard and opening onto the back lane. Most laneway houses are small. However, public concern has been raised in some communities about the impact that larger forms of this type of housing may have on privacy. Laneway houses are found in densely populated areas in Canadian cities, including Edmonton, Toronto, and Vancouver.

<span class="mw-page-title-main">San Francisco housing shortage</span> Serious crisis in California

Starting in the 1990s, the city of San Francisco, and the surrounding San Francisco Bay Area have faced a serious housing shortage, such that by October 2015, San Francisco had the highest rents of any major US city. San Francisco's onerous permitting and approval processes have given city the slowest permitting process of any large city in the United States, with the first stage taking an average of 450 calendar days, and the second stage taking 630 days for typical multi-family housing, or 860 days for a single-family house, and the second-most expensive construction costs in the world.

<span class="mw-page-title-main">California housing shortage</span> Extended and increasing shortage since 1970

Since about 1970, California has been experiencing an extended and increasing housing shortage, such that by 2018, California ranked 49th among the states of the U.S. in terms of housing units per resident. This shortage has been estimated to be 3-4 million housing units as of 2017. Experts say that California needs to double its current rate of housing production to keep up with expected population growth and prevent prices from further increasing, and needs to quadruple the current rate of housing production over the next seven years in order for prices and rents to decline.

<span class="mw-page-title-main">New York City housing shortage</span>

For many decades, the New York metropolitan area has suffered from an increasing shortage of housing, as housing supply has not met housing demand. As a result, New York City has the highest rents of any city in the United States.

<span class="mw-page-title-main">Single-family zoning</span> Residential planning classification

Single-family zoning is a type of planning restriction applied to certain residential zones in the United States and Canada in order to restrict development to only allow single-family detached homes. It disallows townhomes, duplexes, and multifamily housing (apartments) from being built on any plot of land with this zoning designation.

<span class="mw-page-title-main">2021–2023 inflation</span> Ongoing global inflation above target

A worldwide surge in inflation began in mid-2021, with many countries seeing their highest inflation rates in decades. It has been attributed to various causes, including COVID-19 pandemic-related economic dislocation, supply chain disruptions, the fiscal and monetary stimuli provided in 2020 and 2021 by governments and central banks around the world in response to the pandemic, and price gouging. Recovery in demand from the COVID-19 recession had by 2020 led to significant supply shortages across many business and consumer economic sectors. The inflation rate in the United States and the eurozone peaked in the second half of 2022 and sharply declined into 2023.
