Sustainable Agriculture Research and Education

Sustainable Agriculture Research and Education or (SARE) is a competitive grant program established by the USDA agency, the Cooperative State Research, Education, and Extension Service. The program is subdivided into regional areas (North Central, Northeast, South, and West), each with their own leadership. The purpose of SARE is to promote research and education on sustainable agriculture practices and ensure the economic viability of the agricultural industry in the United States for future generations. "SARE's mission is to advance, to the whole of American agriculture, innovations that improve profitability, stewardship and quality of life by investing in groundbreaking research and education." [2]

History

Beginnings

Congress created the Agricultural Productivity Act in response to the need for government establishment of a sustainable agriculture program in 1985. [3] In 1988, the first congressional appropriation was made to the program in the form of $3.9 million. [4] In 1991, the United States Environmental Protection Agency (EPA) dedicated $1 million to a joint EPA and USDA subproject of SARE entitled Agriculture in Concert with the Environment. [4]

1990s

In the early 1990s, SARE created a national outreach office to spread public awareness to their cause. They created publications to disperse that contained information on how to begin the conversion from traditional to sustainable agriculture methods. [4] Additionally, SARE began funding farmer-led research while Congress contributed funding to a SARE Professional Development Program, which provides members of the agriculture industry with training, grants, and resources to build awareness, knowledge, and skills related to sustainable agriculture practices. [5]

In the late 1990s, national attention began to be brought to sustainable and organic agriculture methods. The program began to shift its focus towards marketing, local production, and the use of efficient, renewable energy sources on farms. The Secretary of Agriculture was influenced by the program to issue a memorandum pledging to make sustainability a key focus of all USDA policies and programs. [4] The USDA National Agroforestry Center co-funded a program that lasted for 6 years, which assisted farmers in the development of agroforestry plans. Meanwhile, SARE furthered their funding of research on revolutionary agricultural methods and technology by awarding grants to graduate students' research projects nationwide. [4]

2000s

On November 18, 2000, the program supported the Smithsonian National Museum of Natural History in their opening of an exhibit entitled "Listening to the Prairie: Farming in Nature's Image". The exhibit featured the techniques used by farmers to maximize their output while preserving the surrounding prairies. It ran until March 31, 2001. [6]

In 2008, SARE celebrated its 20th anniversary. To that date, the program had funded 3,700 projects and was operating with an annual budget of approximately $19 million. [4]

The Four Regions

North Central

The North Central region of SARE includes: Illinois, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin. [7]

Professional Development ProgramProvides funding for farmers to train agricultural educators in extension, Natural Resources Conservation Service, private, and not-for-profit sectors to address issues relevant to the farm community [10] •Awards range from $30,000 to $75,000 [10]

Graduate StudentFunds graduate students’ research that addresses sustainable agriculture issues [11] •Maximum award of $10,000 [11]

Youth EducatorFunding is intended to create opportunities for youth educators to explore, demonstrate, and further their education regarding sustainable agriculture in order to better educate adolescences [12] •Maximum award of $2,000
PartnershipFunding is intended to promote cooperation between agriculture professionals and small groups of farmers and ranchers to further on-farm research, demonstration, and education activities related to sustainable agriculture [13] •Maximum award of $30,000 [13]

Northeast

The Northeast region of SARE includes: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, West Virginia, and Washington, D.C. [14]

•Projects must take place on farms or must directly involve farm businesses [16]

FarmerIntends to develop, refine, and demonstrate new sustainable farming techniques and study innovative ideas developed and utilized by farmers in the region. [17] •Maximum award of $15,000 [17]

•Funding lasts for 1–2 years based on the scope of the project [17]

Professional DevelopmentFunds outcome-based projects that train Cooperative Extension educators and other professionals in the agriculture industry on sustainability. This grant is intended for organizations that develop and deliver training, not individuals who hope to receive training.•Awards range from $30,000 to $150,000 with an average award of $75,000 [18]

•Funding may last 1–3 years, with a maximum duration of 4 years [18]

Graduate StudentProvides funding to graduate students researching topics related to sustainable agriculture to benefit the interests of farmers and the agricultural community as a whole•Maximum award of $15,000 [19]

Agroecosystems ResearchFunds long-term research projects that study sustainable agriculture through ecological interactions•This grant has only funded 2 projects to this date, both of which are currently ongoing [20]

South

The Southern region of SARE includes: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Texas, U.S. Virgin Islands, and Virginia. [21]

On-Farm ResearchProvides funding to agriculture professionals who are currently working with farmers and ranchers on developing sustainable agriculture practices [25] •Maximum award of $15,000 [25]

ProducerProvides funding to individual farmers/ranchers or groups of farmers/ranchers interested in developing sustainable production and marketing practices. Sustainable Community InnovationFunding is intended to develop a connection between sustainable agriculture and healthy economic community development [27] •Maximum award of $35,000 [27]

Graduate StudentProvides funding for full-time graduate students who are interested in conducting sustainable agriculture research and are currently attending an accredited university in the Southern region of the United States [28] •Maximum award of $11,000 [28]

Young Scholars Enhancement ProgramProvides funding for high school students and freshmen/sophomore college students to conduct research and further their education regarding sustainable agriculture [29]

West

The Western region of SARE includes: Alaska, American Samoa, Arizona, California, Colorado, Federated States of Micronesia, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. [30]

Graduate Student Grants in Sustainable AgricultureFunding allows full-time masters/Ph.D. students at accredited colleges/universities in the Western region of the United States to conduct research relating to current issues regarding sustainable agriculture in the Western region [31] •Maximum award of $25,000 [31]

Evaluation of the program's effectiveness

As of 2008, 64% of farmers who had received SARE grants stated that they had been able to earn increased profits as a result of the funding they received and utilization of sustainable agriculture methods. Additionally, 79% of grantees said that they had experienced a significant improvement in soil quality through the environmental friendly, sustainable methods that they were utilizing on their farms. [4]

Community-supported agriculture or cropsharing is a system that connects producers and consumers within the food system closer by allowing the consumer to subscribe to the harvest of a certain farm or group of farms. It is an alternative socioeconomic model of agriculture and food distribution that allows the producer and consumer to share the risks of farming. The model is a subcategory of civic agriculture that has an overarching goal of strengthening a sense of community through local markets.

Agricultural Research Service Research agency of the US Department of Agriculture

The Agricultural Research Service (ARS) is the principal in-house research agency of the United States Department of Agriculture (USDA). ARS is one of four agencies in USDA's Research, Education and Economics mission area. ARS is charged with extending the nation's scientific knowledge and solving agricultural problems through its four national program areas: nutrition, food safety and quality; animal production and protection; natural resources and sustainable agricultural systems; and crop production and protection. ARS research focuses on solving problems affecting Americans every day. The ARS Headquarters is located in the Jamie L. Whitten Building on Independence Avenue in Washington, D.C. and the headquarters staff is located at the George Washington Carver Center (GWCC) in Beltsville, Maryland. For 2018, its budget was $1.2 billion.

The Food and Nutrition Service (FNS) is an agency of the United States Department of Agriculture (USDA). The FNS is the federal agency responsible for administering the nation’s domestic nutrition assistance programs. The service helps to address the issue of hunger in the United States.

Agricultural extension is the application of scientific research and new knowledge to agricultural practices through farmer education. The field of 'extension' now encompasses a wider range of communication and learning activities organized for rural people by educators from different disciplines, including agriculture, agricultural marketing, health, and business studies.

Agroforestry Land use management system

Agroforestry is a land use management system in which trees or shrubs are grown around or among crops or pastureland. Trees produce a wide range of useful and marketable products from fruits/nuts, medicines, wood products, etc. This intentional combination of agriculture and forestry has multiple benefits, such as greatly enhanced yields from staple food crops, enhanced farmer livelihoods from income generation, increased biodiversity, improved soil structure and health, reduced erosion, and carbon sequestration. Agroforestry practices are highly beneficial in the tropics, especially in subsistence smallholdings in sub-Saharan Africa and have been found to be beneficial in Europe and the United States.

Agricultural education Training in farming, natural resources, and land management

Agricultural education is the teaching of agriculture, natural resources, and land management. At higher levels, agricultural education is primarily undertaken to prepare students for employment in the agricultural sector. Classes taught in an agricultural education curriculum may include horticulture, land management, turf grass management, agricultural science, small animal care, machine and shop classes, health and nutrition, livestock management, and biology.

An agricultural experiment station (AES) or agricultural research station (ARS) is a scientific research center that investigates difficulties and potential improvements to food production and agribusiness. Experiment station scientists work with farmers, ranchers, suppliers, processors, and others involved in food production and agriculture.

Forest farming is the cultivation of high-value specialty crops under a forest canopy that is intentionally modified or maintained to provide shade levels and habitat that favor growth and enhance production levels. Forest farming encompasses a range of cultivated systems from introducing plants into the understory of a timber stand to modifying forest stands to enhance the marketability and sustainable production of existing plants.

The agricultural policy of the United States is composed primarily of the periodically renewed federal U.S. farm bills. The Farm Bills have a rich history which initially sought to provide income and price support to US farmers and prevent them from adverse global as well as local supply and demand shocks. This implied an elaborate subsidy program which supports domestic production by either direct payments or through price support measures. The former incentivizes farmers to grow certain crops which are eligible for such payments through environmentally conscientious practices of farming. The latter protects farmers from vagaries of price fluctuations by ensuring a minimum price and fulfilling their shortfalls in revenue upon a fall in price. Lately, there are other measures through which the government encourages crop insurance and pays part of the premium for such insurance against various unanticipated outcomes in agriculture.

National Institute of Food and Agriculture U.S. government research body

The National Institute of Food and Agriculture (NIFA) is a U.S. federal government body whose creation was mandated in the Food, Conservation, and Energy Act of 2008. Its purpose is to consolidate all federally funded agricultural research, and it is subordinate to the Department of Agriculture. It replaced the Cooperative State Research, Education, and Extension Service in 2009. As of April 11, 2022, Dionne Toombs has served as the Acting Director.

Agriculture in Concert with the Environment (ACE) is a program of the United States Environmental Protection Agency (EPA), administered cooperatively with United States Department of Agriculture's Sustainable Agriculture Research and Education (SARE) program, to fund research projects that reduce the risk of pollution from pesticides and soluble fertilizers.

The Sustainable Agriculture Research and Education (SARE)'Program is a US based competitive grants and education program administered through the United States Department of Agriculture’s (USDA) National Institute of Food and Agriculture (NIFA), and run by four regional councils that set policy and make grants. The four regions, North Central, Northeast, South and West, are each guided by a volunteer Administrative Council that sets regional priorities. These councils include farmers and ranchers, representatives from universities, government, agribusiness and nonprofit organizations. Since 1988, SARE has invested around $200 million in more than 5,000 initiatives. New York has had the most funded SARE projects, followed by Pennsylvania, Minnesota, and Wisconsin. Every US state has had at least 10 SARE grants since the program's inception.

Holistic Management International (HMI) is a not-for-profit organization promoting holistic management in agriculture, based in Albuquerque, New Mexico. It maintains an international network of educators and "land stewards" who "use holistic management strategies to manage more than 30 million acres around the globe". HMI's mission is to envision and realize healthy, resilient lands and thriving communities by serving people in the practice of Holistic Decision Making & Management.

Cooperative State Research, Education, and Extension Service Former agency of the United States Department of Agriculture

The Cooperative State Research, Education, and Extension Service (CSREES) was an extension agency within the U.S. Department of Agriculture (USDA), part of the executive branch of the federal government. The 1994 Department Reorganization Act, passed by Congress, created CSREES by combining the former Cooperative State Research Service and the Extension Service into a single agency.

Board for International Food and Agricultural Development (BIFAD) Agricultural advisory board in US

The Board for International Food and Agricultural Development (BIFAD) advises the United States Agency for International Development (USAID) on issues concerning agriculture, Higher Education in developing countries, and food insecurity. BIFAD was established by Title XII of the Foreign Assistance Act, and both the BIFAD board and Title XII recognize the critical role of U.S. land-grant institutions in food and agricultural security, domestically and abroad. BIFAD consists of seven board members appointed by the White House, four of which must come from the US Academic community. The board's mission is to draw on higher educations's expertise and scientific knowledge to advise the U.S. international assistance efforts along with domestic efforts to end food insecurity.

The Department of Agriculture and Farmers' Welfare (DA&FW) is one of the three constituent department of Ministry of Agriculture and Farmers' Welfare, the other two being Department of Agriculture Research and Education (DARE) and Department of Animal Husbandry and Dairying. The Department is headed by Minister of Agriculture and Farmers' Welfare.
