The district covers the counties of Jasper, Jefferson, and Orange in East Texas.
Jefferson County is a county in the Coastal Plain or Gulf Prairie region of Southeast Texas. The Neches River forms its northeastern boundary. As of the 2020 census, the population was 256,526. The county seat is Beaumont. Jefferson County has the highest percentage of African Americans in the state of Texas.

Carrie Mae Pittman Meek was the United States Representative for Florida's 17th congressional district, from 1993 to 2003. Having been elected in the September 1992 primary with no general election opponent, she was the first African American since the Reconstruction era elected to represent Florida in the United States Congress, where she advocated for the poor and for members of minority groups. The winners of this election will serve in the 89th Texas Legislature.
