The Transitional Program, originally titled The Death Agony of Capitalism and the Tasks of the Fourth International and later reprinted under the title, The Transitional Program and the Struggle for Socialism, [1] is a political platform adopted by the 1938 founding congress of the Fourth International, the international Leninist organization founded by Leon Trotsky. It is an example of a transitional programme.
The "transitional" idea of this program, roughly, is the following. The working class is not acquainted with the necessity of embracing the revolutionary ideas of the Fourth International due to "the confusion and disappointment of the older generation, the inexperience of the younger generation". Hence
It is necessary to help the masses in the process of the daily struggle to find the bridge between present demand and the socialist program of the revolution. This bridge should include a system of transitional demands, stemming from today’s conditions and from today’s consciousness of wide layers of the working class and unalterably leading to one final conclusion: the conquest of power by the proletariat. Classical Social Democracy, functioning in an epoch of progressive capitalism, divided its program into two parts independent of each other: the minimum program which limited itself to reforms within the framework of bourgeois society, and the maximum program which promised substitution of socialism for capitalism in the indefinite future. Between the minimum and the maximum program no bridge existed. And indeed Social Democracy has no need of such a bridge, since the word socialism is used only for holiday speechifying.

The problem lay in the fact that the "epoch of progressive capitalism" had ended in the prior period. This meant that "every serious demand of the proletariat" reached beyond the limits of what the capitalist and the bourgeois state were prepared to willingly give. [2]
The old "minimum" demands had been raised by reformists on the understanding that they were acceptable to an expanding capitalism, and had been dropped when they were not. The Fourth International, Trotsky writes, does not discard the program of the old “minimal” demands "to the degree to which these have preserved at least part of their vital forcefulness." Trotskyists should indefatigably defend "the democratic rights and social conquests of the workers". [3]
But in addition, transitional demands include the call for "employment and decent living conditions for all" and reach beyond what the capitalists will willingly give, challenging the "very basis of the bourgeois regime." [3] Demands such as higher wages are not impossible demands in themselves, Trotsky argues, but capitalism in crisis demands lower wages in the hope of increasing profitability. Transitional demands therefore do not draw back in the face of the contingencies of capitalist economics, but on the contrary, it is proposed, they continually challenge the logic of the capitalist system, expose it in the eyes of the workers, and thus help them draw towards a fully rounded out socialist consciousness - an acceptance and adoption of the "maximum programme" which the socialist leaders kept for their holiday speechifying, as an immediate and realistic necessity.
By fighting for these "transitional" demands, in the opinion of the Trotskyists, the workers will come to realize that capitalism cannot meet their needs, and they will then embrace the full program of the Fourth International.
In the face of high unemployment and high prices (meaning, in particular, inflation) the Transitional Programme raises slogans such as a "sliding scale of wages". This means demanding a contract with the employers which ensures that if prices go up then wages (or salaries) go up by the same extent, i.e. that wages are permanently "inflation proofed". This demand was won by the Italian workers in 1945-46 (the scala mobile ), who fought to keep it until it was given up in the early 1990s. [4]
Alongside "public works" - meaning a programme of creating public amenities (health care, housing, education etc.) - a reduction in hours is also proposed for those in work, without loss of pay, so that unemployment will be reduced as more workers will have to be taken on to maintain production:
Against unemployment, “structural” as well as “conjunctural,” the time is ripe to advance along with the slogan of public works, the slogan of a sliding scale of working hours. Trade unions and other mass organizations should bind the workers and the unemployed together in the solidarity of mutual responsibility. On this basis all the work on hand would then be divided among all existing workers in accordance with how the extent of the working week is defined. The average wage of every worker remains the same as it was under the old working week.

This demand also has its historical precedents. For instance, in the period of "new unionism" in UK working class history in 1889, and despite the often desperate conditions of working-class people of the time, Will Thorne, leader of the gas workers in the East End of London, and one time follower of Marxist ideas, won a reduction of hours from 12 hours to 8 hours, on the basis of a successful vote to strike and mass meetings preparatory to the strike. The owners of the gas industry had to move from a two shift system to a three shift system, no doubt at great expense, and the increase in employment of thousands of men was a part of the motivation for Thorne's stubborn insistence in striking for a reduction of hours without loss of pay, rather than wages. Trotsky urges that transitional demands should include the call for the expropriation of various groups of capitalists [7] - sometimes translated in modern terms into the nationalisation of various sectors [lower-alpha 1] - under the control and management of the workers. Transitional demands should include opposition to imperialist war. Such demands intend to challenge the capitalist class's right to rule. [8]
In the transitional program, Trotsky also reiterated the need for the legalization of the Soviet parties and worker's control of production. [9]
The program was formally proposed to the Congress by the National Committee of the Socialist Workers Party (US). The program was developed through discussions between Leon Trotsky, who did much of the drafting of the document, and leaders of the SWP such as James P. Cannon. Those involved were at pains to ensure that the Program was seen as a document of the FI. However, Trotskyist currents that have departed the Fourth International tend to present the Program as a work authored by Trotsky individually.
State capitalism is an economic system in which the state undertakes business and commercial economic activity and where the means of production are nationalized as state-owned enterprises. The definition can also include the state dominance of corporatized government agencies or of public companies in which the state has controlling shares.
Trotskyism is the political ideology and branch of Marxism developed by Russian revolutionary and intellectual Leon Trotsky along with some other members of the Left Opposition and the Fourth International. Trotsky described himself as an orthodox Marxist, a revolutionary Marxist, and a Bolshevik–Leninist as well as a follower of Karl Marx, Frederick Engels, Vladimir Lenin, Karl Liebknecht, and Rosa Luxemburg. His relations with Lenin have been a source of intense historical debate. However, on balance, scholarly opinion among a range of prominent historians and political scientists such as E.H. Carr, Isaac Deutscher, Moshe Lewin, Ronald Suny, Richard B. Day and W. Bruce Lincoln was that Lenin’s desired “heir” would have been a collective responsibility in which Trotsky was placed in "an important role and within which Stalin would be dramatically demoted ".
The Fourth International (FI) was a political international established in France in 1938 by Leon Trotsky and his supporters, having been expelled from the Soviet Union and the Communist International.
Max Shachtman was an American Marxist theorist. He went from being an associate of Leon Trotsky to a social democrat and mentor of senior assistants to AFL–CIO President George Meany.
Homero Rómulo Cristalli Frasnelli, better known under the pseudonym J. Posadas or sometimes Juan Posadas, was an Argentine Trotskyist whose personal vision is usually described as Posadism. Originally a collective pen name of the leadership of the Grupo Cuarta Internacional in Argentina in the 1940s, it was also used by Dante Minazzoli initially.
The Fourth International Posadist is a Trotskyist international organisation. It was founded in 1962 by J. Posadas, who had been the leader of the Latin America Bureau of the Fourth International in the 1950s, and of the Fourth International's section in Argentina. Between their split from the International Secretariat of the Fourth International in 1962 and Posadas' death in 1981, Posadists developed a strain of communism that included several fringe ideas, which brought them into conflict with more mainstream left-wing groups.
The Revolutionary Socialist League (RSL) was a Trotskyist group in the United States established in 1973 and disbanded in 1989.
In Marxist theory, a new democratic society will arise through the organised actions of an international working class, enfranchising the entire population and freeing up humans to act without being bound by the labour market. There would be little, if any, need for a state, the goal of which was to enforce the alienation of labor; as such, the state would eventually wither away as its conditions of existence disappear. Karl Marx and Friedrich Engels stated in The Communist Manifesto and later works that "the first step in the revolution by the working class, is to raise the proletariat to the position of ruling class, to win the battle of democracy" and universal suffrage, being "one of the first and most important tasks of the militant proletariat". As Marx wrote in his Critique of the Gotha Program, "between capitalist and communist society there lies the period of the revolutionary transformation of the one into the other. Corresponding to this is also a political transition period in which the state can be nothing but the revolutionary dictatorship of the proletariat". He allowed for the possibility of peaceful transition in some countries with strong democratic institutional structures, but suggested that in other countries in which workers can not "attain their goal by peaceful means" the "lever of our revolution must be force", stating that the working people had the right to revolt if they were denied political expression. In response to the question "What will be the course of this revolution?" in Principles of Communism, Friedrich Engels wrote:
Above all, it will establish a democratic constitution, and through this, the direct or indirect dominance of the proletariat.
The two-stage theory, or stagism, is a Marxist–Leninist political theory which argues that underdeveloped countries such as Tsarist Russia must first pass through a stage of capitalism via a bourgeois revolution before moving to a socialist stage.
Socialist democracy is a political system that aligns with principles of both socialism and democracy. It includes ideologies such as council communism, democratic socialism, social democracy, and soviet democracy, as well as Marxist democracy like the dictatorship of the proletariat. It was embodied in the Soviet system (1922–1991). It can also denote a system of political party organization like democratic centralism, or a form of democracy espoused by Marxist–Leninist political parties or groups that support one-party states. The Socialist Federal Republic of Yugoslavia (1945–1992) styled itself a socialist democracy, as did the People's Republic of Bulgaria (1946–1990) and the Socialist Republic of Romania (1947–1989).
Revolutionary Integrationism is an analysis, philosophy, and program for resolving the "black question"—the problem of the oppression of blacks, and their liberation—in the United States.
Crisis of Leadership is a term used by Trotskyists to describe the fundamental problem holding back the working class from political power in the epoch of imperialism. Trotsky argued that only Stalinists, centrists and reformists who hold the leadership of the class and its vanguard hold back the working class from political power when capitalism has reached the point that it is ready for socialism.
State socialism is a political and economic ideology within the socialist movement that advocates state ownership of the means of production. This is intended either as a temporary measure, or as a characteristic of socialism in the transition from the capitalist to the socialist mode of production or to a communist society. State socialism was first theorised by Ferdinand Lassalle. It advocates a planned economy controlled by the state in which all industries and natural resources are state-owned.
In Marxist theory, a transitional demand either is a partial realisation of a maximum demand after revolution or an agitational demand made by a socialist organisation with the aim of linking the current situation to progress towards their goal of a socialist society.
Revolutionary socialism is a political philosophy, doctrine, and tradition within socialism that stresses the idea that a social revolution is necessary to bring about structural changes in society. More specifically, it is the view that revolution is a necessary precondition for transitioning from a capitalist to a socialist mode of production. Revolution is not necessarily defined as a violent insurrection; it is defined as a seizure of political power by mass movements of the working class so that the state is directly controlled or abolished by the working class as opposed to the capitalist class and its interests.
In Trotskyist political theory, deformed workers' states are states where the capitalist class has been overthrown, the economy is largely state-owned and planned, but there is no internal democracy or workers' control of industry. In a deformed workers' state, the working class has never held political power like it did in Russia shortly after the Russian Revolution. These states are considered deformed because their political and economic structures have been imposed from the top, and because revolutionary working class organizations are crushed. Like a degenerated workers' state, a deformed workers' state is considered to be a state that cannot be transitioning to socialism.
In Trotskyist political theory, a degenerated workers' state is a dictatorship of the proletariat in which the working class' democratic control over the state has given way to control by a bureaucratic clique. The term was developed by Leon Trotsky in The Revolution Betrayed and in other works.
Orthodox Marxism is the body of Marxist thought which emerged after the deaths of Karl Marx and Friedrich Engels in the late 19th century, expressed in its primary form by Karl Kautsky. Kautsky's views of Marxism dominated the European Marxist movement for two decades, and orthodox Marxism was the official philosophy of the majority of the socialist movement as represented in the Second International until the First World War in 1914, whose outbreak caused Kautsky's influence to wane and brought to prominence the orthodoxy of Vladimir Lenin. Orthodox Marxism aimed to simplify, codify and systematize Marxist method and theory by clarifying perceived ambiguities and contradictions in classical Marxism. It overlaps significantly with Instrumental Marxism.
A socialist state, socialist republic, or socialist country, sometimes referred to as a workers' state or workers' republic, is a sovereign state constitutionally dedicated to the establishment of socialism. The term communist state is often used synonymously in the West, specifically when referring to one-party socialist states governed by Marxist–Leninist communist parties, despite these countries being officially socialist states in the process of building socialism and progressing toward a communist society. These countries never describe themselves as communist nor as having implemented a communist society. Additionally, a number of countries that are multi-party capitalist states make references to socialism in their constitutions, in most cases alluding to the building of a socialist society, naming socialism, claiming to be a socialist state, or including the term people's republic or socialist republic in their country's full name, although this does not necessarily reflect the structure and development paths of these countries' political and economic systems. Currently, these countries include Algeria, Bangladesh, Guyana, India, Nepal, Nicaragua, Sri Lanka and Tanzania.
Permanent revolution is the strategy of a revolutionary class pursuing its own interests independently and without compromise or alliance with opposing sections of society. As a term within Marxist theory, it was first coined by Karl Marx and Friedrich Engels as early as 1850. Since then different theorists, most notably Leon Trotsky (1879–1940), have used the phrase to refer to different concepts.
