Thierry Mandon (born 30 December 1957 [1] ) is a French politician,a member of the Socialist Party,representative of the ninth constituency of Essonne from 1988 to 1993 and from 2012 to 2014,and speaker for the Socialist group at the National Assembly until his nomination in the government. He was also Mayor of Ris-Orangis between 1995 and 2012. On 3 June 2012,he was appointed Secretary of State for Public accounts and State reform in the First Valls Government. On 17 June 2015,he changed responsibilities,and became Secretary of State for Higher Education and Research in the Second Valls Government. [2]

The Conseil national du numérique is a French independent advisory commission created on 29 April 2011 by the French presidential decree n°2011-476. It was reorganized and expanded by another French presidential decree on 13 December 2012,to expand its spectrum of actions to all the questions set up by the development of the digital in society and economy. The French Socialist Party held a two-round presidential primary to select a candidate for the 2017 presidential election on 22 and 29 January 2017. It was the second open primary held by the center-left coalition,after the primary in 2011 in which François Hollande defeated Martine Aubry to become the Socialist nominee. Hollande went on to defeat incumbent Nicolas Sarkozy in the 2012 presidential election. However,because of his low approval rating,he announced that he would not seek re-election,becoming the first president of the Fifth Republic to decide not to run for a second term. The primary was contested by seven candidates,four from the Socialist Party and three representing other parties part of the left-wing electoral alliance.
