Career
After serving in the military,Delegate Hutchins was a Maryland State Police trooper. Elected to office three times,he served on the judiciary committee,in addition to the gaming law ®ulation,and criminal justice subcommittees,to name a few.
Colonel Thomas E. Hutchins was appointed by Governor Larry Hogan January 21,2015 as Director of the Governor's Office for Homeland Security. Hutchins served as personal advisor to the governor on all homeland security issues from counter terrorism to disasters. In addition he supervised a portfolio of Cabinet agencies including the departments of:State Police,Military,Public Safety and Correctional Services,Veterans Affairs,Information Technology,Institute for Emergency Medical Service System,Emergency Management Agency,and the Office of Crime Control and Prevention. During his tenure Hutchins provided key advice to these cabinet agencies guiding them through the transition and several critical incidents to include the riots in Baltimore City during April 2015.
In 2003,Delegate Hutchins resigned from the Maryland House of Delegates to accept an appointment as Secretary of Veterans Affairs by Governor Robert Ehrlich. He served in this position for less than a year when he was appointed as the secretary of the Maryland State Police,also by Governor Erhlich. He replaced Ed Norris,who resigned after a criminal indictment. [1] Ed Norris is also the former Baltimore City Chief of Police appointed by then Baltimore Mayor Martin O'Malley. Hutchins was appointed by Governor Robert L. Ehrlich Jr. as secretary of the Department of Maryland State Police and the superintendent of the Maryland State Police on December 10,2003. Hutchins was confirmed as secretary of the Department of Maryland State Police by the Maryland Senate in an unprecedented event when he received confirmation in a unanimous vote of approval on the Senate floor without ever being referred to a committee for review. He is no stranger to the Maryland State Police,having served in the department more than two decades before his retirement in 1994. During his career with the State Police,Hutchins served in every bureau of the department and broadened his experience through key assignments outside the department. In the history of the Maryland State Police,he is the fourth trooper to come from the ranks of the department and be appointed superintendent.
Several significant highlights of his state police career are his command of the State Police Academy / Training Division,which included outreach and training to several foreign countries. He was also instrumental in the formation and leadership of the Maryland State Police Special Tactical Assault Team Element,training them in urban and rural tactics to counter high threat situations,Air Assault Insertion and Rescue Operations,also participating in numerous operations. One accomplishment in Hutchins' career that is little known arose from his observations and subsequent traffic stop of a suspicious person which turned out to be the second secretary of the Soviet Embassy. According to the FBI this encounter uncovered one of the highest-ranking Soviet KGB agents ever identified in the United States at that time. That agent was ultimately found to be involved with John Walker,the U.S. Navy spy who inflicted significant damage to the U.S. intelligence network and the defense of this nation during the later part of Cold War era.
In 2007,newly elected Governor Martin O'Malley fired Hutchins and replaced him with Baltimore County Police Chief Terrence B. Sheridan. [2] O'Malley was criticized by Maryland State Senate President Thomas V. Mike Miller for removing Hutchins,who was the last appointed cabinet member remaining from the Ehrlich administration and the last member of the cabinet from Southern Maryland. [3]
During the period 2007 through 2013,Hutchins provided strategic planning assistance to JTF International a non-governmental organization enhancing law enforcement services in the Provincial Police Department of Cordoba,Argentina. Additionally,he worked as a contractor providing strategic planning and liaison support to the Department of Defense NGB J32 Counterdrug Division.

Robert Leroy Ehrlich Jr. is an American lawyer and politician who served as the 60th governor of Maryland from 2003 to 2007. A Republican, Ehrlich represented Maryland's 10th legislative district in the House of Delegates from 1987 to 1995 and Maryland's 2nd Congressional district in the U.S. House of Representatives from 1995 to 2003.
Philip Francis Thomas was an American lawyer, mathematician and politician. He served in the Maryland House of Delegates, was the 28th Governor of Maryland from 1848 to 1851, and was Comptroller of Maryland from 1851 to 1853. He was appointed as the 23rd United States Secretary of the Treasury in 1860 in the Buchanan administration. After unsuccessfully standing for the United States Senate in 1878, he returned to the Maryland House of Delegates, and later resumed the practice of law.
Martin Joseph O'Malley is an American lawyer and former politician who currently serves as commissioner of the Social Security Administration since December 2023. A member of the Democratic Party, he was the 61st governor of Maryland from 2007 to 2015 and the 48th mayor of Baltimore from 1999 to 2007.
Terrill R. Gilleland Jr in Baltimore, Maryland was a member of the Maryland House of Delegates. He was also a member of the Anne Arundel County Board of Education.
The 2006 Maryland gubernatorial election was held on November 7, 2006. Incumbent Republican Governor Bob Ehrlich ran for a second term, but was defeated by the Democratic nominee, Baltimore Mayor Martin O'Malley. Ehrlich was the only incumbent governor from either party to lose a general election in the 2006 midterms.

Jill Priscilla Carter is an American politician and attorney who has served as a member of the Maryland Senate since 2018, representing the 41st district in Baltimore. She previously represented the district in the Maryland House of Delegates from 2003 until her resignation in 2017.
James Harkins is an American politician who served as Director of Maryland Environmental Services from 2005 until March 2016. He also is a former Harford County Executive and Delegate for District 35A. In December 2019, Maryland Governor Larry Hogan appointed Harkins to the University of Maryland Medical System board of directors.
Robert L. Flanagan was the Secretary of the Maryland Department of Transportation from 2003 until 2007, under the administration of Governor Robert Ehrlich. Prior and subsequent to this position, Flanagan served in the Maryland House of Delegates. He was first elected to office in 1987 and served with fellow Republican, Robert Kittleman, until 2002, when the districts were redrawn and he would move to District 14B.
Carmen Amedori is an American journalist and politician. She was elected in 1998 to the Maryland House of Delegates for District 5A, from Carroll County. After being re-elected in 2002 she served in the Maryland General Assembly until 2004, when she was appointed by Governor Bob Ehrlich to the state Parole Commission where she served until 2009. Carmen is a background actor and has had a featured extra role on House of Cards and also has played the lead in productions with Siren's Media. She is a writer and a licensed realtor.
Curtis Stovall Anderson is an American politician, lawyer and former broadcast journalist. He was first elected to the Maryland House of Delegates in 1983, was the chairman of the Baltimore City Delegation, and past chairman of the Legislative Black Caucus of Maryland. After serving 12 years, he was elected again in 2002, and served until his retirement in 2023. He was a delegate to the Democratic National Convention in 1992 (Clinton) and 2008 (Obama).
Thomas Edward Perez is an American politician and attorney currently serving as senior advisor to the president of the United States and director of the White House Office of Intergovernmental Affairs, holding both positions since June 2023. Perez previously served as the United States secretary of labor (2013–2017), the chair of the Democratic National Committee (2017–2021), and United States assistant attorney general for civil rights (2009–2013).

Primary elections were held to determine the nominees for the Democratic Party and Republican Party on September 14. Incumbent mayor Kurt Schmoke, a Democrat, opted not to run for reelection. Martin O'Malley, a member of the Baltimore City Council, won the election to succeed Schmoke.
Alonzo T. Washington is an American politician, appointed to the Maryland Senate in 2023 to represent District 22, which covers Prince George's County. He previously represented the district in the Maryland House of Delegates from 2012 to 2023 after being appointed to the seat by Governor Martin O'Malley.
George William Owings III was an American politician. He served as the Secretary of the Maryland Department of Veterans Affairs from 2004 to 2007 and from 2015 to 2023. He served as a member of the Maryland House of Delegates in District 29A and District 27B from 1988 to 2004.
